ALL PAPERS RELATIVE TO THE MEETING WILL BE IN THE COMMUNITY LIBRARY.  MINUTES WILL SUBSEQUENTLY BE ON THE NOTICEBOARD AT THE TRIANGLE.

 

Parish Council meetings take place the 1st Monday of each month at 7.30pm in the Round Room at the Village College.  Parishioners are always welcome to sit and listen at meetings.  Councillors are also happy for parishioners to come along and talk to them before the meeting starts although they will not be able to discuss in detail issues that are already on the agenda as this will be discussed during the course of the meeting.

MINUTES OF BOTTISHAM PARISH COUNCIL ENVIRONMENT MEETING HELD ON 21ST NOVEMBER 2007, 8PM IN THE ROUND ROOM AT BOTTISHAM VILLAGE COLLEGE

 

PRESENT:

  1. APOLOGIES:

  1. MINUTES OF LAST MEETING (19th September 2007):

Agreed and signed.

 

  1. MATTERS ARISING:

It was noted that Highways had done some work in the village including reinstating the double yellow lines outside of the shops.

 

Cllr Boal has shown a grass cutter around the village in order to obtain a new quote.  He was advised that new legislation was forthcoming which would mean we would have to be certain grass that was being cut was not privately owned.

 

The litter vacancy has been offered, although two others have since run and the clerk has made a note of their names.

 

  1. PROJECT REVIEW:

The project list was reviewed and Cllr San Vicente will update.  Maintenance of the brick bus shelter has been completed.  The bid for the Jointly Funded Minor Improvement Scheme was unsuccessful although no official confirmation of this has yet been received.  The overgrown hedge by the British Legion entrance has also been cut back.  It was noted that the bin at the rear of the primary school near the dirt hills had still not been replaced by ECDC despite numerous requests and the clerk will chase again.  A new litter picker had been employed and should start soon.  It was noted that two others had since rung about the vacancy and it was agreed that the litter picking rounds should again be revised and the possibility of an extra round investigated.

 

  1. GRASS CUTTING ON TUNBRIDGE LANE:

A query had been raised from the occupant of 33 Tunbridge Lane regarding the grass verge outside the property.  This is not currently cut by parish council although the verge by Rowley Gardens is.  Cllr Boal will check on the map to see if Mr Bugg should be cutting this and report back to the parish council.

 

  1. PRECEPT 2008/09

Cllr San Vicente went through the environment spend for the year and forecast for year end.  Cllr Clark had predicted these and supplied an estimate for next years budget.  The group agreed with these figures, although felt that grass cutting may have to be increased.  It was agreed that 10 cuts should be contracted for but enough money should be available for 12 cuts.  It was felt that it would be beneficial to have a handyman to do maintenance work and also to look after the cemetery.  Cllr Boal volunteered to look into this and whether we would employ Mattie who currently had no insurance to do work for us. 

 

Cllr San Vicente discussed the possibility of having an on-going tree fund which could be added to each year in order to pay for costly and unpredictable tree maintenance.  This was agreed. 

 

Cllr San Vicente will attend the Finance Precept Meeting and agree the final budget for the Environment Committee.

BOTTISHAM PARISH COUNCIL

 

MINUTES OF FINANCE COMMITTEE

 

HELD ON THURSDAY 22ND NOVEMBER 2007 IN THE ROUND ROOM AT BOTTISHAM VILLAGE COLLEGE

  1. MINUTES OF THE LAST MEETING OF 9TH OCTOBER 2007:

These were agreed and signed. 

 

  1. MATTERS ARISING:

Cllr Clark asked the clerk to check insurance cover as a new computer had been purchased to replace the Dell one.

 

  1. PRECEPT 2008-09

Cllr Clark aimed to maintain a cash surplus of 7K with this precept, in previous years the budget had broken even.  £1625 had been ring fenced for the Jointly Funded Minor Improvements Scheme, this application had been unsuccessful and this money will come back into this year’s budget. 

 

Cllr Clark went through his spending forecasts for the end of March 2008.  The final part of the precept had been received and no further grants were expected.  The cash surplus for 2006 year end had been £10,890.  The forecast for end of March 2007 is £7947.

 

The budget for 2008/09 was discussed.  The County Council had sent an estimate for their street lighting maintenance and energy costs.  This only highlighted 6 lamp posts that were parish owned whereas it was thought we had 7 and the clerk was asked to check this.    The clerk had received a 20p an hour payrise which was to be backdated to April 2007.  600 hours had been allocated for the clerks pay.    £1000 had been allowed for grants.  It was also noted that we have not yet received a bill from the primary school to pay for playground equipment which was approximately £500. 

 

Cllr San Vicente also discussed keeping a rolling tree fund to prevent high costs unbalancing the budget.  Monies that were not spent out of the tree fund would then roll over to the following year and build up to a higher sum so large unpredictable bills would not then be a problem.  It was agreed that the grass cutting contract should be for 10 cuts with the option in the budget for 2 more as it was difficult to determine the effect of the weather on the growth of the grass.

 

The Environment Committee had also discussed employing a handyman who would take care of the cemetery.  This would then mean the grass cutting bill would be reduced, maintenance costs and the work that Prospects Trust did.  Cllr Boal was looking into this possibility and this course of action was agreed by the Finance Committee. 

 

The Environment Committee had discussed a further litter picking round but it was decided that this could not be sustained at the present time. 

 

The total budget discussed for the Environment Committee was £15,800, £3480 of this being for the cemetery.  Total expenditure totaled £28,014. 

 

Cllr Clark commented that at the present time he was unsure how much of a grant we would receive towards grass cutting.  It was proposed that the precept be increased to £22,750 which would enable there to be a surplus of £7983 at the end of March 2009.  

 

  1. COMPUTER FOR CLERK:

The clerk had purchased a new laptop as the previous one was unrepairable.  The need for a more effective back-up system was discussed and Cllr Jolley was asked to look into the possibility of a hard disk.  He estimated this would cost £30.
