ALL PAPERS RELATIVE TO THE MEETING WILL BE IN THE COMMUNITY LIBRARY. MINUTES WILL SUBSEQUENTLY BE ON THE NOTICEBOARD AT THE TRIANGLE.
Parish Council meetings take place the 1st Monday of each month at 7.30pm in the Round Room at the Village College. Parishioners are always welcome to sit and listen at meetings. Councillors are also happy for parishioners to come along and talk to them before the meeting starts although they will not be able to discuss in detail issues that are already on the agenda as this will be discussed during the course of the meeting. MINUTES OF BOTTISHAM PARISH COUNCIL MEETING
Held on Monday 3rd September 2007 in the Round Room at Bottisham Village College commencing at 7.30pm
PRESENT: Cllrs. Astill, Bailey, Banks, Boal, Bryant, Buchanan, Clark, San Vicente. County Cllr. Shuter and District Cllr. Robert Stevens also attended for part of the meeting. Cllr. Bryant is both a Parish and District Councillor.
79. APOLOGIES: Apologies were received from Cllr. O’Dell, Cllr. Morris, and Parish Clerk Claire Fullwood.
80. MINUTES OF LAST MEETING (2nd July 2007) Minutes of 2nd July were agreed and signed, as there was no formal meeting in August. However a small working party meeting took place on 6th August 2007 at Cllr. Buchanan’s house.

82. MATTERS ARISING: The Bottisham in Bloom competition was deemed a success, and Bottisham Gardening club would like to hold a similar competition next year. The results of the competition will be published in the Cresset next month. Red 2Green have expressed interest in planting flowers around the village flagpole. The Parish Council will write to express our thanks.
83. REPORTS FROM COUNTY & DISTRICT COUNCILLORS:
District Council
Cllr. Bryant confirmed that the concessionary bus pass holders who are currently entitled to free travel around the district will be invited to apply for a new pass that will extend the free travel initiative to any English location from April 2008.
A Can and bottle bank have been sited at the rear of the Bell public house in the car park. There is no agreement for the location of a Tetra Pac Bank to date. Several ideas were considered but no site has been identified to date. Furthermore Tetra Pac bins are in short supply.
To date six people have expressed an interest in allotments. Cllr. Bryant will continue to identify if more people would be interested.
A decision has been made to abandon the trial of fortnightly rubbish collection on 6 October and to return to weekly collection of black sacks. Cllr. Stevens explained that the apparent costings suggested that the difference between a weekly and fortnightly collection was £5 per household per year. Both Cllrs. Confirmed that this decision came as a surprise and were disappointed that the trial has been abandoned without further analysis and consultation with those that took part.
County Council C/Cllr. Shuter explained that the Lodes campaign had obtained over 800 signatures from the Quy Fair held at the end of August. He also advised: · Bottisham would return to weekly rubbish collection and there was no intention of replacing black sacks with wheelie bins. A notice should be published in the Cresset to advise parishioners of the new pick up dates. · The proposed Lode Star festival has been cancelled. · There would be another effort in the autumn to get green waste removed from the Heathway. A complaint had been received regarding a large refrigerated lorry that is sometimes parked opposite the Church and in other parts of the village. No one knew who the driver was. The complaint was around noise early in the morning and concerns around visibility for drivers, and Cllrs. will try to find out who owns or drives it.

85. COMMITTEE REPORTS: A) PLANNING The Parish Council will seek confirmation that the existing footpaths, which are used to access the new properties, will be returned to their original state, or improved. Cllr. Banks noted that large lorries were coming into the village from Bell Road. We had registered our concerns about the possibility of large vehicles using this village access. Cllr. Shutter confirmed that there were 3 fairly large projects ongoing and that developers had provided contractors with Satellite Navigation instructions on how to avoid certain roads and villages, and it was disappointing that not all contractors were following the recommended routes.
The plans for Hilton Park will go to committee on Wednesday 5th September and Cllr. Bryant will ask for assurance of suitable screening.
Proposal to fence off area at the side of property on junction of Trinity Close and Beechwood Avenue was discussed. The Parish Council had no objection. Cllr. Bryant abstained from voting.
Cllr. Buchanan has received details of a proposed new housing development off Bell Road. The details had been circulated prior to the meeting and all councillors had seen them. Further correspondence will be managed through the Planning Committee but all Cllrs. were briefed about the proposal which was supported by all.
B) ENVIRONMENT Cllr. Bryant mentioned her concern that there did not appear to be a plan of work to maintain the Youth Centre site and that every year the site gets very overgrown. A suggestion was made that the people who maintain the Village College might also maintain the Youth Centre site.
The Clerk will send a cheque to the contractor who maintained the fencing and surrounding area of the old pump and also the brickwork on the village sign. At the same time we will ask for a copy of the contractor’s up to date insurance to be forwarded to the Clerk.
Cllr. Buchanan asked councillors to consider hanging a sign on the “old dog pound” that still exists at the end of Jenyn’s Close. Cllrs. feel this would be of interest to parishioners and would be a shame if this were forgotten. This will be considered at the next meeting.
The brick bus shelter requires maintenance. The two small outside walls have been taken down. The Environmental committee will arrange for wooden frame to be fixed and the shelter to be painted.
ECDC have confirmed that any trees that require maintenance are the responsibility of the landowner. Parishioners may recall that trees given to the village through the Parish Council was a result of an EC Tree incentive over 40 years ago. Some of these trees are now quite large and some homeowners are expressing concern about the proximity of large trees to their property. Cllr. Boal will forward note from Cathy White to Cllr. Banks who will draft a brief note for the Cresset to explain responsibilities for trees.
C) CEMETERY & CHURCHYARD The finance committee agreed to buy 100 brown paper sacks direct from ECDC and keep these in the shed in the cemetery for when we clear the cemetery of weeds, etc. Cllr. Bryant agreed to pick them up from ECDC.
A number of Cllrs. will clear the cemetery of weeds, cut back any overgrown shrubs and remove any rubbish on Sunday 30th September. A note has been put on the gates of the cemetery to advise visitors.
A proposal was put forward to buy some small metal dividers to help separate the cremation plots from the rest of the churchyard and to make this area more visible. Cllrs. agreed as the cost is minimal.
Unfortunately, the cemetery gates were damaged as the middle iron stake had been removed. Cllr. Buchanan confirmed that volunteers would try and resolve this.
Shoots sprouting from the stump of the tree taken down will be removed. Cllr. Bailey will arrange for these to be cut back and consider how to remove them.
D) FINANCE Following the review of the equipment stored in the cemetery shed in July, Cllr. Clark obtained expert opinion on an old lawn mower. The mower is not working and no longer in production, and will be scrapped. This now enables Cllr. Clark to review the insurance policy.
86. NOTIFIED BUSINESS: Mr Tony Jolley has expressed an interest to become a Bottisham Parish Councillor. The Clerk received Mr Jolley’s letter of interest and Cllrs. had the opportunity to meet him during the meeting. Mr Jolley left the meeting and Cllrs. unanimously voted for him to join the Council. The Clerk will formally confirm this.
