BOTTISHAM
PARISH COUNCIL 7/02 Minutes
of Council Meeting held in the Village College - 1st July
2002 Present
- Councillors Astill,
Boal, Buchanan, Leake, ODell,
Rayment and Tilley. Cllr Buchanan chaired the meeting. Cllr Fitch
attended later. 1.
Apologies.
Cllr Bryant, Laister. McCartney and
Cllr Walker. 2. Minutes of the
meeting held on 10th June were agreed and signed. 3. Matters Arising A.
Cllr Buchanan had met with the Housing Manager for Hastoe Housing
regarding the allocation of rented properties and Councillors accepted
the recommendations made subject to the necessary searches being made.
Names of the applicants concerned were not given. There had been several
requests for one bedroomed properties - not evident when the original
plans were approved. It was agreed that the nomination agreement needed
to be tightened and compared with documentation from other developments.
It was felt that the link to Bottisham either as a resident or a family
connection should be for at least 5 years. The Clerk will contact Hastoe
Housing and compliment Amanda Steggles the Housing Manager for her
helpful and positive attitude to all the applicants. Ba.
Philip Sharp has advised that the School warning sign near the Court
House hidden by a tree will be moved if the tree can not be easily
trimmed . Bb.
The College flashing amber warning lights should be in place this month. Bc.
A reply is awaited to the letter of 13th June concerning coloured tarmac
in the High St. Bd.
A reply is awaited to the letter of 13th June concerning the A1303
footpath. Be.
A reply is awaited to the letter of 18th June concerning a safety check
at the Bell Rd/ A1303 junction. C.
A reply is awaited to the letter of 13th June to John Reynolds Chairman
of the Police Authority concerning the continuing use of the Police
Building in Bell Road. D.
Order forms have again been printed in the Cresset for those eligible to
receive a free mug and for those wishing to purchase a mug. The closing
date will be 8th July and additional mugs will be sold at the Church
Fete on 13th July. A list for each has been made and mugs will be
delivered as soon as possible. E.
Cllr McCartney and Mrs McCartney are representing Bottisham in the
second round of the Village of the Year competition at Haddenham this
evening. Cllr Walker is one of the judging team. F.
24 Seven have not yet confirmed that the line has been checked for
possible future problems and that the review of settings on equipment
has taken place. G.
. Cllr Buchanan has arranged the reframing of the damaged picture and an
invoice has been received. The Clerk will ask the Warden to request the
outstanding payment of £15 from the second culprit. H Cllrs Boal, Tilley and Walker have yet to review the present
Adventurers Playground Licensing agreement . A report will be made at
the September Council meeting. 4.
Chairmans Report 1. The planning application 02/00294/FUL for the demolition of a
bungalow at 44 Lode Road and the erection of 2 houses was approved by
ECDC Planning Committee on 12th June. Edmund Rank
has after consultation with several members of the Council as
individuals placed the matter in the hands of solicitors and is
appealing against the decision. A copy of the letter sent by Cllr Fitch
to Mr Rank has been placed on file. 2. A letter has been received on behalf of a resident who claims
harassment by developers on and adjoining her property and the incidence
of rats from the empty house on the site. She has been advised to
contact the Environmental Officer at ECDC. 5.
Reports of County and District Councillors. James
Fitch reported on County matters. 1.
Discussions are starting on the Governments proposals for Regional
Government for East Anglia. This area will be the last to be considered. 2.
The formal programme for the planning enquiry for the Rapid Transit
Guided Bus between St Ives and Cambridge will start in the summer of
2003 - earliest opening 2007. 3.
There have been several complaints about the lateness of Stagecoach
buses. A real time indicator board is promised for Drummer St bus
station. 4. The Jubilee Cycleway from Newmarket Park and Ride site to
Cambridge was formally opened today and Bottisham cyclists rode to the
site along the new A1303 cycle path. 5.
The installation of traffic lights at the Quy roundabout has reduced the
amount of through traffic in Bottisham. 6.
There is a vacancy for a LEA representative on the board of governors at
Bottisham Primary School. Cllr
Leakes District Council report circulated with the minutes gave
details of the award of £1000 made to the Care and Repair Agency in
East Cambridgeshire, brief details of the Draft Local Government Bill
and a report on the Newmarket Listening Day held recently. . 6.

concerning new Audit regime and appointment of Internal Auditor will be
considered by the Finance Committee 3.
CCC Changes
to opening times of Community Library - overall additional time but
Wednesday morning session closed. The Council accepted the alterations. Bus
Timetables in effect from 9th June for 111, 112 and X11 and X12 The
County Records Office are requesting approval for the microfilming of
parish registers prior to 1900. This will be referred to the Parochial
Church Council. Details
of the Cambridgeshire and Peterborough Structure Plan Review Examination
in Public starting 29th October. The Clerk will request that we be kept
informed on Green Belt and
New settlement issues which could affect Bottisham. 4.
Government Department Correspondence Acknowledgment
of our support for the consultation paper - Local investigation and
determination of misconduct allegations Questionnaire
from the Boundary Committee for England to provide structured feedback
re Periodic Electoral Review. Not considered applicable to Parish
Council although we registered an opinion. Relevant to District Council Countryside
Agency - Vital Villages update and leaflet explaining Section 17 of the
Crime and Disorder Act 1998 Leaflet
advising how to complain to the Local Government Ombudsman. 5

noting the concern that South Cambridgeshire District Council had not
provided ECDC timely information on the plans for a new terminal at

reports A. Planning 1. Application 02/00445/FUL 143 High St - single storey
conservatory to the rear of the property - returned to ECDC No
objection 2. Application 02/00294 Lode Rd - demolition of existing
bungalow and erection of 2 houses and garages. Site meeting and
consideration by ECDC Planning committee on 12th June. Approved -
additional conditions concerning hours of work. 3. Application 02/00378/FUL Detached garage at 100 and 102 High
Street - Approved. 4 The reply received from David Archer Executive Director of
Development Services concerning consultations on planning approvals
prior to the receipt of planning applications will be discussed at the
next planning meeting. 5.
A meeting has been arranged by Cllr Leake for Wednesday 18th September
for the Planning committee to meet
with Nigel McCurdy, Geoff Hall from the Planning Department and
John Abbott, Chairman of ECDC. 6.
An insert has been included in the July Cresset requesting help from
villagers in formulating the Parish Plan . 7.
The building at present in progress at the Homestead, Newmarket Rd
complies with in date
planning permission. B. Environment 1.
A meeting is arranged for 2nd July to discuss work under the Parish
Paths Partnership. 2. Discussions regarding CCTV are continuing and the
Clerk will contact ECDC about the disused Ely Car Park units. 3.
Cllr Boal has repainted the end walls of the High St bus shelter. Cllr
Tilley will check the tiling, roof and ceiling as there may be repairs
necessary. 4
Eastern Tree Surgery have cut back trees in the old cemetery /99
Beechwood Avenue. 5.
Mr Bugg will quote for work at the Village Pump situated outside 53/55
Bell Road. 6.
The seat at Jenyns Close has yet to be removed. The tree at the side
would appear to be dead but it is not recommended for removal this year. 7.
The cemetery hedge between Vineyard Walk and Downing Close has been cut. 8.
The Prospect Trust at Reach are to be contacted for the clearing of
footpaths and if they are unable to do the work Mr Bugg will be
approached. 9.
It was noted that the footpath from
Beechwood Ave to Swaffham Rd is in a poor state of repair. 10.
The Clerk will write to the Governors of Bottisham Village College to
ask if they would agree in principle to provide an area in the College
grounds for swings to be sited. C.
Finance. The
Clerk will meet the Finance committee for them to check the financial
procedures followed. A decision will then be made about the appointment
of an internal auditor. Further
information is awaited from CALC on the new audit procedures. D.
Cemetery The
County Council Property and Procurement Division have yet to reply to
our letter of 13th May (copy sent 13th June) for
details of the acquisition and a copy of the legal documentation
proving validation of the sale for Camping Close. The Clerk will contact
the Council on this matter as this could be another complaint case. 8. Notified business. 1.
Indiscriminate car parking at Bottisham Primary School is still a cause
for concern. The Clerk will request a further visit from the Police and
Traffic Wardens and prepare a large poster stating that parking half on
the road and half on the grass verge or pathway is illegal. 2.
A sign has been suggested for the junction of the High St and the A1303
- Old White Swan. ECDC only produce road signs and if we wish to change
the name to White Swan Corner any houses affected would need to be
re-numbered. It was agreed to prepare a notice for the Bus Shelter. 3.
The rubbish left on the path near the sewage works has still not been
removed. The Clerk will contact Gerald Tickner. 9.
