BOTTISHAM PARISH COUNCIL 4/03
Minutes of Council Meeting held in the Village College - 7th April 2003
Present - Cllrs Astill, Boal, Buchanan, Clark, McCartney, ODell, Rayment, Tilley and Walker. Cllr Buchanan chaired the meeting. Villager Brian Darlow attended. Councillors James Fitch and Valerie Leake attended later after the Lode Parish Council meeting. 1. Apologies were received from Cllrs Bryant and Laister 2. Minutes of the meeting of 6th March were agreed and signed. 3. Matters Arising A. St Peters Field. There are concerns about the delay in reinstating the Bell Rd footpath and grass verges. This will be completed by the developer as agreed last week with the Highways Department before adoption of the road. The path along Bell Rd will then be cleared. The £200 donation towards tree work is awaited. B. Minor amendments to the new agreement for the Childrens Play area need to be made by the County Solicitor before the Chairmans signature. £500 has been reserved from 2002/2003 funds towards part payment of a maintenance account. An invoice has been received for part payment (as agreed) for new equipment. C. A library committee is to be formed for the continuation of a public library facility. This will be an agenda item at the Annual Meeting. D. Anglian Water will review the current hydraulic model for Lode Rd and Beechwood Ave in April/May. E. Ed Rank could provide steel sheeting to cover the wooden bus shelter seats at a nominal cost. This will be an agenda item at the Annual Meeting. F. A review of the lettings procedures to community groups for Bottisham Village College is being considered. G. Arrangements for the Annual Meeting are in hand. H. The membership of Governing Bodies has been reviewed by the Government. Relevant papers were given to Cllrs McCartney and Tilley by Cllr Buchanan and the position of a Minor Authority School Governor for the Primary School will be chosen at a later date. I. First Copy Corporation Ltd have positioned an excellent wall sign denoting the building as the former White Swan Public House. Thanks would be sent to the Company and Paddy James who had first raised the issue. J It was agreed not to support the Aleph One proposal for the use, management and interconnection of video cameras as concerns were held concerning personal liberties. K. Councillor Fitch stated that the earliest expected date for work on the A1303/Bell Rd junction improvements would be July 2003. There would be discussions to finalise the lighting plans and other changes before work commenced. L. Some refurbishments had been made to overhead electricity cables and 15m of underground cabling with new links is to be done soon. Plans for the parallel line of transmission cables have been refused. This would have further improved our electricity supply. An appeal has been made.
4. Chairmans Report 1. Cllr Buchanan will investigate the purchase of a flagpole for the American Flag to be flown on 4th July. The flag was kindly donated to the village by Fred Boswell a USAF veteran. The pole would be sited near the village sign and used on other special days. 2. There has been further vandalism within the village and the Police have been informed. 3. Cllr Buchanan had reconsidered whether she would stand again for the Parish Council. After discussion with the majority of Parish Cllrs, and District Cllrs she had submitted her application form.
5. Reports of County and District Councillors. Cllr Fitch reported on County matters . Mr Stewart has been appointed as the new Chief Executive replacing Alan Barnish. Extra funding is to be made to Secondary Schools but there is still a £4 million shortfall. Large amounts of glass are being thrown onto the new cycle paths from passing cars. PC Mark Hurry is to be replaced by PC Butcher as our Community Police Officer. There is to be a strong campaign against Hare Coursing in Cambridgeshire. Concerns with the unfinished resurfacing of the High St last year, the current potholes in the High St and low lying areas in Bell Road are to be discussed with David Groom. (see *** Post Meeting note) Cllr Leakes District Council report circulated with the minutes gave information on Beacon Council Status for the network of computers through East Cambs Online (ECOL) and the problems that Cleanaway are suffering after several diesel tanks with fuel were stolen from the Littleport Depot. Members of the East Cambs Community Safety partnership had provided details of the steady progress being made by groups working together to help those in need. Both James and Valerie were thanked for their support to the Parish Council over the past 4 years. Good wishes were extended to James who is not seeking re-election and he was thanked for his hard work over many years and for always being available to parishioners.
6. CORRESPONDENCE 1. ACRE It was agreed to enter the Village of the Year Competition for 2003. Cllr Boal will submit the entry. He had prepared a short video covering environmental items. 2. CALC The Newsletter was distributed with the Agenda Details of Clerks Training - 2 separate two-day Sessions Information on the Periodic Electoral Review of CCC Information and details of tests for application for Quality Status - this will be copied for discussion by the new Council. H M Customs and Excise explanatory booklet - VAT implications for local authorities and similar bodies. 3. CCC Information on Periodic Electoral Review of CCC Results of the Local Access Forum Consultation Exercise. Poster displayed Timescale Plan for the replacement of the Local Transport Plan 2003-2011 Consultation Up date on the new Historical Resource and Cultural Centre Press release for the Master Re-cycler Scheme will be passed to the Cresset Details of Stagecoach bus services over the Easter and other holiday periods Information from Highways for the A11 Route Management Strategy meeting on 29th April 4. Government Department Correspondence Information on Quality Town and Parish Council Initiatives - detailed guidance available in May. The letter is to be copied for Cllrs. Countryside Agency current guidance for Parish Plans Invitation from Go East to a meeting to discuss Renewable Energy and the Planning System. Cllrs Buchanan and Tilley will attend the Ely venue on 13th May 5 ECDC Parish Election 1st May 2003. List of the 10 nominated candidates received. 7. Committee reports A. Planning 1. Planning Decisions made since last Council meeting. 1. 02/01241/FUL - Bottisham Village College - Proposed Day Nursery - single storey building. Refused as within the Green Belt. 2 03/00033/OUT - Rear of 10 Lode Rd - residential development access from The Pightle. Approved 303/00135/FUL - Bottisham Police Station - small external enclosed lobby to provide covered access to an existing disabled persons lavatory. Approved 4. Application 02/00196/FUL - Hilton Park Care Centre. This application was refused on 3rd May 2002, taken to appeal and subsequently dismissed 5 03/00111/FUL - Cremgah, Lode Rd - demolition of bungalow and building of 2 four bedroom dwellings. This application will be taken to mediation on 3rd April 2 Planning applications sent to ECDC with the following comments :- 1. 03/00166/OUT - 17 High Street - erection of a bungalow and garage in the rear garden. No objection on planning grounds but care to be taken with the entrance so that vehicles enter and leave in forward gear. 2. 03/00180/FUL - Parsonage Farm Newmarket Rd - additional 16.7m monopole (painted holly green) with 3 antenna and transmission dishes, equipment cabinet and ancillary development. No objection but request that present screening be preserved and that no further posts be installed on this site. 3. Planning Applications under consideration 1. 03/00275/FUL - Coventry Farm, Wilbraham Rd, Six Mile Bottom. Permission for 2 years for a 40m guyed anemometry mast to measure wind speed and direction.
4. Other matters 1. Bottisham Public ByWay No 7 and Planning Permission E/3009/02/CW retrospective use of land as scrapyard at Green Gables Newmarket Road Bottisham. Meeting was held with James Paice MP on 21st March and has resulted in the area starting to be cleaned and tidied. The MP is to lobby for support in enhancing the whole area. Cllr Fitch has visited the site and is pleased to note the recent improvement. 2. Parish plan. This will be discussed by the new committee. District Cllrs felt that the District Local plan will be the ultimate factor in planning decisions and it may not be worth spending time on the preparation of a Parish Plan. 3. We need to ensure that approved plans are followed through exactly as submitted. There have been occasions recently where the number of bedrooms has increased during building increasing the density of the people living there It is noted that any change to the interior would be dealt with by development control. Cllr Leake has noted our concerns. Environment 1. The Kissing gate at Bendyshe farm is now in position. 2. Cllr Astill will register the path at the rear of Cedar Walk and Maple Close as a public right of way. A Maple Close resident Brian Collins has included the path in his rear garden and maintained it. It is walked over at present and he accepts that a right of way claim should be made. Cllr Astill will contact Miss Barr to arrange for the hedge adjoining the path to be cut. 3. We still do not have a replacement litter picker. 4. It was agreed to write to the Park Estate (Bottisham) Residents Society Ltd enclosing a copy of the letter and plan from the Highways Department showing the adopted verges and suggesting that the company contact them directly for financial assistance. 5. The Post Office seat has been repaired and repainted. The remaining street furniture will be reviewed. 6 The Prospects Trust team have been asked to quote for the removal of the ivy on the wall of the Tudor House next to the footpath. The owner has offered to pay towards this work. 7. Eastern Tree Surgery are providing a quote for trimming the tree outside 60/62 Lode Rd. as it is growing into the telephone cables. 8. It was agreed that a map would be prepared for the noticeboard on the Triangle to show the recent changes since the information map was prepared. Dr Buchanan will assist Cllrs to construct a map using the GPS system. 9. Andrew Tipple from the Highways Department will attend a meeting to discuss the outstanding work on the Bell Rd path, Vineyard Walk path and the provision of dropped kerbs in Lode Rd. These have been waiting for funding to become available. C. Cemetery Minutes of the cemetery committee meeting had been circulated :- 1. Building work within the Church will start on 29th April. The Clerk will accept the quote from John Henry, Contractors asking them to start work once the drainage channels associated with the alterations have been completed. Andrew Tipple has confirmed that the path from the front gate to the rear gate is maintainable under public expense. The £3810 grant with conditions from ECDC Conservation budget has been accepted. 2. Urban Forestry have today completed work on the Church sycamore tree. The tree report, itemising necessary tree work, will be expensive. Perhaps in the long term trees should be felled. This is an agenda item at the Annual Meeting 3. The revised cemetery fees list was circulated with the agenda. 4. The condition of the stone walls surrounding the Churchyard will be discussed by the new Council. 5. The Council will not provide a seat in the cemetery. 6. The storage area for items from the Church should not be in the Churchyard because of possible vandalism. The Clerk will contact the Churchwarden. See Post Meeting note ** 7. A wildflower area in the Churchyard will be discussed before the next precept meeting. 8. A second dustbin will be purchased for the collection of organic waste in the cemetery. Mr and Mrs Hutchinson will continue to deal with the rubbish sacks each week.
D. Finance
Alan Fair our internal auditor met with the Chairman Cllr McCartney, Cllr Laister and the Clerk on 4th March to review the systems. He has reported that systems are good but that names of signatories to the cheques should be minuted and the Income and Expenditure Account should show the figures for the previous year.
8. Notified business. a. Cllr Walker had attended a meeting of the CALC Executive when the Quality Parish Council initiative was discussed. b. The Chairman thanked all Cllrs for their commitment during their term of office. She thanked Cllr Rayment in particular who is not standing for re-election and wished all others best wishes for the new term. c. Cllr Walker formally thanked Cllr Buchanan for her Chairmanship of the Council. He stated that it had not been the easiest term of office and thanked her for her leadership.

The Clerk was unable to attend the Council Meeting due to illness and the minutes were prepared from notes kept by the Chairman.
*** POST MEETING NOTE The letter from David Groom on 23rd October advising diversions, stated that the works will proceed ... to a point near the eastern end of Beechwood Ave. The leaflet we distributed to all householders stated Bottisham High St is to be resurfaced from the Bell Rd Junction to near the end of Beechwood Ave
** POST MEETING NOTE Cllr Buchanan met Mrs Dobbin Churchwarden and agreed that the store was vandal proof and would not be used for the storage of Church plate or regalia.
