BOTTISHAM PARISH COUNCIL 5/04 UNCONFIRMED
Prior to the meeting Paddy James gave information (and showed photographs) of the concerns she and many others had regarding car parking in the High Street. The parking of cars and specifically a horsebox, created dangerous situations especially when larger vehicles (including buses and delivery lorries) and impatient drivers were in the road. She considered that more use should be made of the lay by at Parsonage Farm, that residents should park off road on their own properties and suggested that the provision of single yellow lines would help solve the problem. Mrs James was thanked for her report. It was agreed that this was a situation that affected the whole village with many families now having 3 cars per household. The Parish Cresset report would include a plea for villagers to park more safely. This matter should be an agenda item at the Annual Meeting.
Minutes of Council Meeting held in the Village College 5th April 2004
Present - Cllrs Astill, Bryant, Boal, Buchanan, Clark, ODell and Tilley (Chairman) attended. County Cllr Fitch and District Cllrs Leake and McLean attended for part of the meeting.
1. Apologies were received from Cllrs Clarke and Walker.
2. Minutes of the meeting of 1st March were agreed and signed after the date was amended to the 1st March and at item 9 - urgent business that the Chairman thanked Cllrs Laister and McCartney
3. Minutes for the meeting on 22nd March were agreed and signed.
4. Matters Arising ECDC have advised that the two vacancies on the Council may be filled by co-option. The notices will be displayed on notice boards and in the May Cresset. Applications in writing need to be with the Clerk by 7th May. It was noted that Cllr Walker has not attended meetings (through illness) since 15th September and should therefore be disqualified from the Council. He has however seen and read all relevant paperwork, has kept himself informed of events and offered comments as necessary. It was agreed to accept his intention to return as soon as possible.
5. Chairmans Report a. Cllrs Tilley attended the ECDC Comprehensive Performance Assessment information meeting on 30th March. Returned questionnaires suggest that the Council has received an average mark from those who had replied. A report is expected in July a favourable report will result in fewer checks in the future. The Council was commended on the good relationship between elected Cllrs and Officers of the Council. b. Cllrs were asked to request items of correspondence for further reading from the list prepared by the Clerk. c. The Chairmans letter to be printed in the April Cresset formally thanking Alf Laister and Charles McCartney for their commitment to the council for many years and information on the many changes to local democracy had not been included.
6. Reports of County and District Councillors. The Chairman welcomed involvement by County and District Cllrs but hoped that this would be through written reports accompanying the Agenda with a further verbal report on up to date matters of local interest confined to 5 minutes.
County Cllr Fitch was thanked for providing a written report. On local issues he stated that the Village College would have its 3rd Ofsted Inspection on 14th June. £50,000 has been raised and banked for the College to further its claim for Specialist School Status. Adult Education Courses (now linked with Burwell/Ely and Soham) and Youth Education facilities (linked with Burwell) are assured for the coming school year. Bottisham Community Library has been working well. There may be changes to the timing of the Mobile Library visits.
The District Council Report submitted by Cllrs Leake and McLean was discussed. A short list of 4 tenders for the provision of Broadband has been made and an announcement of the preferred supplier is expected next week. The Barker Review of Housing Supply is currently under consultation. The District Cllrs will keep a close watch on the suggested changes.
7. CORRESPONDENCE Correspondence as listed to 30th March was noted. It was agreed that we would not enter the Village of the Year Competition for 2004.
Additional correspondence received. CCC. Information on the Community Support Service that offers respite care to children with a disability will be published in the Cresset. A list of dates of archaeological events for 2004 in the County has been received. 8. COMMITTEE REPORTS
PLANNING. A report of the position as at 29th March was tabled. Cllr Buchanan reported that: - 1. Nigel Brown as Enforcement Officer had worked quickly to resolve the removal of the caravan parked near the A1303. 2. 04/00042/FUL former A1303 Service Station, Newmarket Rd New workshop and offices in connection with the applicants existing business. Cllr Buchanan had attended the site visit prior to the Planning Committee meeting later in the day. South Cambridgeshire County Council had withdrawn their objection. 3. Applications had been sent from ECDC for our comments on a. 04/00280/FUL 18 Lode Road an amendment to the original application. (Not strictly a new application) b. 04/00172/FUL and 04/00173/LBC 66 High Street erection of timber framed carport under a pitched roof. These applications will be considered at site meetings and an additional Parish Council meeting will be held to discuss the recommendations in late April. 4. Neighbours were concerned that the developers at the Cremgah site in Arber Close were encroaching on the verge. Permission has been given by the CC and ECDC and the builders are aware that the area must be returned in good condition.
B. ENVIRONMENT AND CEMETERY. A report of the position as at 29th March was tabled and Cllr Boal reported on the following items 5. Eastern Tree Surgery hope to commence the tree work for Parish planted trees in early June. 8. Cllr Tilley is to contact the District Cllrs for them to clarify the position regarding de-registration of the travelers site at Muckdungle corner. 10. All Cllrs have or will see copies of the soft traffic calming measures planned by the Highways Department. A meeting will be arranged with Mr Vince Phipps the CC Officer responsible soon after the 21st April environment meeting so that the work can be completed as soon as possible.
a. Cllr Astill had attended the opening of the new bridleway at Whitelands Farm. b. The Parish Path Grant for 2004 will be £400. c. The Grass Cutting grant from the County Council for 2004 will be £1600.08. d. Cllr ODell will take responsibility for the cemetery and churchyard. It was noted that 3 gravestones have fallen recently and need to be reinstalled. The tap for filling the water butt needs to be moved to outside the building to ensure that water is always available. The mole has now left the cemetery for the Royal British Legion site.
C. FINANCECllr Clark advised that a meeting would be held on 22nd April in the Red Room. Un-audited receipts and payments figures and Bank Reconciliation details to 31st March 2004 will be circulated to Cllrs before they are printed in the May Cresset prior to the Annual Meeting on 19th May.
9. Notified business. None. Urgent Business. Cllr Buchanan gave apologies for the May Council meeting and the Annual Meeting.
10. Accounts Cllrs Boal and Buchanan signed the following cheques before the end of the financial year.
