BOTTISHAM
PARISH COUNCIL 04/01 Minutes of Council Meeting held in the Village College - 2nd April 2001 Present - Councillors Boal, Bryant, Laister, Leake, McCartney, Rayment, ODell, Tilley and Walker. Cllr Leake took the Chair. Two visitors attended. Cllr Buchanan and County Cllr Fitch came later in the meeting after a prior Village College commitment. 1. Apologies were received from Cllr Meade 2 Minutes of the meeting held on the 5th March were signed as a true record. 3. County Councillor Report - James Fitch a. The County Structure Plan review has started. It was noted that plans for a large development in the Six Mile Bottom area could be expected from Quinlan Associates. This would be mostly outside our parish but we would be greatly affected. b. Cllr Fitch will be meeting our new Community Beat Officer PC Mark Hurry shortly to discuss his responsibilities and the Parish needs and expectations. c. A community Drugs Policy has been launched at the College today. d. Cllr Fitch will again contact Malcolm Muggeridge of CCC to establish the findings of the recent survey at the Bell Road junction and what improvements can be expected. It was suggested that a No Overtaking sign be displayed. Cllr Boal is still concerned that there is continued overtaking at this spot and will obtain photographic evidence. The Council continues to feel that lighting should be installed at this junction. e. Although waste collection is good for the County costs of disposal are greatly increasing and proving a major problem. Draconian measures will be soon be necessary. It may be possible to obtain funding for specific environmental projects under the WREN scheme as we are within 10 miles of the Milton Refuse Tip f. Cllr Firch will ask CCC Highways Dept to pursue the contractor responsible for building the cyclepath in Bell Road. Part of the pathway on the other side of the road was ruined by heavy lorries turning during construction and needs urgent repair. 3. District Councillor Reports - (1). Valerie Leake had provided a written report circulated with the minutes. Bus passes allowing certain categories to travel at half price can be obtained by women aged 60 or over whilst men should be 65, but this could be amended in the near future. There were no comments on the other items included - the Periodic Electoral Review, the Employment Agency/Local Government Liaison Forum held recently and the formation of Sports Dec. (2) James Fitch reported that the County Council Elections had been delayed until 7th June and that Postal and Proxy votes were now easier to obtain. 4. Matters Arising A. Affordable Housing. There is no further news on this development. B. Appraisal. ECDC has sent a cheque for £224 to cover the shortfall in printing costs C. Bell Road/A1303 junction - see Cllr Fitchs comments at 2 d above. D. New bus shelter A1303 near former White Swan is still awaited. E. Provision of cycle racks outside 2, 4 and 6 High St. It was agreed that the Clerk would contact Stephen Hill for a reply to the letter of 16th January concerning resurfacing of the pavement area. Cycle racks will not be sited until there is agreement that the site will be tarmaced. F. There is no further news about the replacement gravel outside the Church. G. The WI Millennium seat has been sited on the Triangle. H. The conversion of the store in Howletts way to garages is still dependent on the completion of the S106 agreement. I. Letting charges for Bottisham Village College have been maintained at the 2000/2001 rate. An advertisement has been placed for an additional site officer who would be employed throughout the year and thus enable groups and societies to meet in the College during school holidays. J. A report of the Transport and Traffic meeting Wednesday 28th March circulated with the minutes was agreed. This will be printed in the Cresset and the Clerk will follow up all the actions suggested. It was agreed that it was a good meeting with constructive debate but was greatly devalued by the non attendance of our community policeman or any other representative from the police force. It was proposed by Cllr McCartney, seconded by Cllr Tilley and agreed unanimously that we should organise a petition involving all other villages included with Bottisham to raise the level of policing to a more active level. The precise wording is to be agreed by Cllrs McCartney and Tilley and the petition would be sent to the Home Secretary. The Clerk will write to the Chief Constable to enquire the total revenue paid by our parish, the total of the revenue from the adjoining villages and the total amounts spent by the Police Authority on our Community policing service. We also need to know the breakdown of the service we should be receiving so that we may ascertain we are getting value for money. See also Cllr Fitchs report item 3.b. Cllrs Boal and Rayment will attend the Histon Sector Police Local Consultation Group at Comberton Village College on 4th April and will ask relevant questions if time allows. K. The commemorative poster has been framed and Mr Nix Head of Art at Bottisham Village College hopes to frame 3 more pictures. L. The Consultation Paper for the Draft Model Code of Conduct circulated with the agenda was accepted and the Clerk will write accordingly. M. The Brownies are happy to help with bulb planting later in the year, to plant the Church Flower beds and pots of flowers for the foot of the village sign with marigolds. The cost of compost for the flower beds will be met by the parish N. No decision has been reached as yet about placing a bottle bank on the grass verge near the roadway approach to Hilton Park Care Centre. Cllr McCartney would be willing to monitor the site for collection when the banks are nearly full if this site is approved. O. Kerbing in Lode Road - for the left hand side to the end of the bungalows (no 133 Lode Road) - will be included in the possible repair work schedule for the current year. The cost is likely to be £15,000-£20,000 as the road would need to be widened. P. Anglian Water have stated that the Bottisham Sewage Treatment Works is designed to serve 4000 people and can cope with the flow in normal weather conditions. A review is expected within the next 5 years as part of the OFWAT agreed investment programme. 5.

CALC - Affiliation fee details - £320.20 if paid before 30th June - Subscription order form for Local Council Review - only one copy ordered for 2001/2002 instead of 4. Copies of relevant articles will be made for Cllrs - Bulletins were given to Cllrs at the meeting. - Provisional details for a workshop on Youth Shelters and a Chairmans Evening. 3. ECDC - List of six weekly planning decisions for the District - Ideas for a community led project involving ICT - Copies of Connexions with ballot papers for new political management arrangements and consultation document for Broad Street Ely - Notice of Election posters for County Council Election for Burwell Ward - displayed - Agendas for various meetings - out of date. 5. - Refund of VAT paid during the year - Details of a Rural Support group for those affected by the Foot and Mouth Crisis - Minutes of the Sawston Police Sector meeting of 7th February passed to Cllr Boal - Heffers Business Mapping Centre with information on LANDPLAN large scale maps - Details of the Open Spaces Society and Countryside Agency leaflet on New Rights and Responsibilities both passed to Cllr Meade - Clerks and Councils Direct Magazine for March 2001 - February 2001 Care Network information leaflet - Inventory Check for our street lighting system - details confirmed - Childrens Playground equipment brochures. - A letter from the Countryside Agency thanking us for participating in the recent survey into levels of service provision. - A copy of agenda and minutes for the Histon Sector Police Local Consultation Group at Comberton Village College on 4th April passed to Cllr Boal - A letter from Dept of Trade and Industry stating the Governments recent initiatives with regard to the postal network particularly in rural areas. This is to be available at the annual meeting - Request for burial plot in Bottisham Cemetery - Cambridge and Peterborough Fire Authority 2001/2002 Best Value Performance plan was passed to Cllr Mc Cartney. 8. Committee Reports. 1. Environment. a. Cllrs Boal and Laister have surveyed the Triangle and will cost the provision of decorative posts with chain links. The Clerk will ask Stephen Hill to arrange for metal posts to be placed on the corner in the interim. b. David Frost is to be asked to place the renovated noticeboard (removed from outside Stocks Restaurant) on the Triangle to complement the information board. The small board on the post office wall will be used for community information and the primary school board will be repaired. c. Cllr Tilley will assess the amounts of hedge trimmings within the cemetery needing to be removed and the Clerk will arrange for a skip to be delivered and contact Cllrs for their help in clearing the area. The Clerk will contact the Prospect Trust to find out their charges and whether they could do this type of work in future and also approach the Probation service to ask if community service clients could do such work. (ii) Planning. The report of the meeting on 29th March 2001 was tabled. A. Papers relating to further development of cycle routes for Lode - Long Meadow - Swaffham Bulbeck and for Airport Way - Quy - Bottisham had been studied. There were no objections. 2 01/00124/FUL Mr and Mrs Wright Orchard House 179 High Street Bottisham proposed extension to rear for use as an annexe and erection of 2 stables and a tack room. To be returned to ECDC no objections - well designed and concise plans 3 01/00147/FUL Mr and Mrs Wells 30 Bell Road Bottisham proposed 2 storey extension - to be returned to ECDC no objections in principle but there are concerns regarding access onto Bell Road B. The structure plan was discussed and Cllr Buchanan had completed the reply form as requested by 2nd April. Copies will be circulated with the next agenda. C, Decisions made by ECDC were:- 1. E/01/0031/LB Internal alterations and extensions at Stocks restaurant -conservation area approved 2. E/01/0030/F Change of use to B1 (offices), alterations and extensions - Stocks Restaurant - refused. 3. E/01/0093/FUL - Queens Court - ground and first floor extension for 4 new flats and bay window extensions to a further 20 flats - approved. D. E/00/0931/CC Muck Dungle Corner application dated 23rd November is still under discussion with CCC as is application E/00/0724 for variation of personal condition of occupancy at the Homestead Newmarket Road. Letters to Nigel Brown dated 22nd February have now been acknowledged. (iii) Finance. No matters arising 9. Notified
business. a. Arrangements for the Annual meeting 25th April at 7.30pm in the Lecture Room. No refreshments to be served. Notice to be displayed on noticeboard inviting any organisations wishing to make a report to contact the Clerk before 17th April. All recipients of precept payments (excepting a representative from the Six Mile Bottom Social Club) to be invited. Presentation to be made by Cllrs Laister and McCartney on possible new cemetery sites, assessment of the level of interest in the provision of a pocket park near Hilton Park Care Centre, Public Question time at the start of a council meeting and public planning meetings to be included on the agenda b. The Clerk will contact ECDC concerning fly tipping in the lay-by on the A1303 ( and the general dreadful appearance of this area) and on the streetway near the bridge on the A1303 where it crosses the A14. c. The Clerk will arrange for the grass verges to be trimmed at the A1303 and the former White Swan junction before the cow parsley grows and obstructs drivers vision. d. The Clerk will arrange for the signed minutes of the March Meeting to be put onto the Bottisham Website. 10.
