BOTTISHAM PARISH COUNCIL 04/05 UNCONFIRMED
MINUTES OF COUNCIL MEETING - VILLAGE COLLEGE – 4th April 2005
PRESENT - Cllrs Astill, Bailey, Buchanan, Boal, Bryant, E Clark, Morris, O’Dell, San Vicente and Tilley (Chairman). County Cllr Fitch attended for part of the meeting.
1. APOLOGIES were received from District Cllrs Leake and McLean.
2. MINUTES of the meeting held on 7th March were agreed and signed
3. MATTERS ARISING a. The Clerk will seek confirmation from the Electoral Services Officer that we may advertise to co-opt a councilor.
b. Appointment of New Clerk. A working party comprising Cllrs Buchanan, Clark and Tilley had prepared a job specification, information on Bottisham Parish Council and an advertisement for inclusion in the May issue of the Cresset. An advert had been placed in the Newmarket Journal and 4 application packs have been issued to date. Closing date for applications is 7th May and interviews based on the recent CALC publication for employment of Clerks will be held on 17th May. It is hoped to appoint a Clerk to commence on 1st July. It was proposed by Cllr Tilley, seconded by Cllr Buchanan and agreed unanimously that a sum of £1500 (maximum) would be available for the purchase of a computer and printer for the sole use of the Clerk. This would enable the Council to comply with the Freedom of Information Act and Data Protection Act. Cllrs Astill and San Vicente will prepare a paper on codes of practice and policy relating to e-mails and information held.
4. CHAIRMAN’S REPORT a. Cllrs Buchanan and Tilley attended a CALC meeting to discuss the New National Agreement Model contract for Clerks. It was felt that the meeting could have been more professionally managed but that the information given was helpful and timely. Quality Parish Council Status, Freedom of Information and Data Protection Acts were also discussed. b. Whilst there had been little response to the request in the Cresset for community help with the setting up a Charitable Land Trust Scheme it was agreed to hold another meeting to include both District Cllrs. The National Trust has been in consultation with ECDC concerning possible availability of land fronting Lode Road for affordable housing. It was noted that more research is necessary to establish current special need.
5. REPORTS OF COUNTY AND DISTRICT COUNCILLORS.
District Council report circulated with the Agenda was accepted
The MP’s briefing paper circulated with the agenda was accepted. Cllrs appreciated the information contained in it relating to County matters. County Cllr Fitch made his final report before his retirement from Council on 5th May. Traffic checks will be made on the approach roads to the new roundabout on the Fordham by pass before and after it is opened to monitor the number of vehicles. Cllr Fitch is obtaining an up to date summary of the cycle network route 51, as there are still a few gaps. Cllr Tilley and Buchanan both thanked James for his sterling work on behalf of the village since 1979 as Parish, District and County Cllr. He had fought Bottisham’s corner on many occasions, has also served as a Governor of the Village College and had been involved with the provision of the Swimming Pool. There will be a presentation and reception for James at the end of the Annual meeting.
Cllr Fitch then left the meeting.
7. CORRESPONDENCE Correspondence as listed to 29th March was noted.

ECDC Pop-up cubes aimed at vulnerable people placed in Community library Details of Joint Parish Forum meeting on Wednesday 25th May. We will be unable to attend, as it is the date of our Annual meeting Highlights of the week newsletter from Chairman of ECDC. This to be circulated to Cllrs as necessary. Decision Lists for Overview and scrutiny 29th March Policy and Resources 30th March 4. MISCELLANEOUS Form CT204 from the Inland Revenue Office asking whether the Council should be sent a Company Tax return. Returned - Parish Council is exempt from Income tax. A Public Consultation paper on the A14 Ellington to Fen Ditton planned road improvements was circulated to Cllrs.
8. COMMITTEE REPORTS
a. PLANNING. The report circulated with the agenda was adopted. Full Council discussed planning application 05/00262/LBC for the Coach House at 109 High St as the property is within the Conservation area. It was agreed that there was no objection on planning grounds. As there was no indication of the proposed use for the building it was hoped that it would remain as a single storey building. It was agreed that the Clerk would write to John Hill the Chief executive of ECDC for his comments concerning the street naming policy adopted by the Council. The Highways Officer who works in liaison with the Planning Dept is to be asked to comment on the implication of moving the High Street brick bus shelter to the Triangle. Mark Osbourne from Hereward Housing will attend the meeting on 9th May to up-date Cllrs on the provision of car parking spaces development proposals for Queens Court Residential Home.
b. ENVIRONMENT AND CEMETERY. I. Cemeterya. Reverend Lewis has been unable to provide written proof that the Parish Council has responsibility for the upkeep of the mediaeval boundary walls. We will obtain information concerning the possibility of the Churchyard becoming a village ‘open space’. It has a right of way across it at present and we have responsibility for the upkeep of the churchyard. b. Model rules and Regulations for operation of cemeteries have been obtained from ABA. and a policy document can now be prepared by Cllr Tilley and discussed with the Council and the Vicar before the Annual Meeting. c. The Burial Ground Report form has been returned.
ii. Environment a. The Prospects Trust contract for village maintenance in 2005/06 has been signed. b. The drainage work at the St Petersfield/Bell Rd junction will be done when the path is reinstated. c. The environment committee meeting on 20th April will be chaired by Cllr Tilley.
c. FINANCE Cllr Clark has contacted CALC concerning the level of unallocated reserves held by councils and we conform to the levels outlined in the January Bulletin. The accounts for the year ended 31st March 2005 will not be completed in time for insertion in the May Cresset. The Clerk will arrange for the information to be displayed on notice boards and on the website. Copies will be available at the annual meeting
9. NOTIFIED BUSINESS a. Invitations have been sent and a request for agenda items will be made in the Cresset for the Annual meeting. This will be an agenda item for the May meeting. It was agreed that a digital radio be purchased for James Fitch, flowers for Harriet and that wine and nibbles would be served after the close of the meeting. The budget for this would be set at ₤200. b. There had been recent problems with vandalism and anti-social behaviour in the village that Cllrs had had to deal with. It was noted that the police response was time consuming and largely ineffective.
