BOTTISHAM PARISH COUNCIL 04/06

 

MINUTES OF BOTTISHAM PARISH COUNCIL MEETING

Held on Monday 3rd April 2006

in the Round Room, Bottisham Village College, commencing at 7.30pm

 

Prior to the meeting there was an unscheduled visit to Council by P.C. Wayne Davies and Community Support Officer.  Sue Locker.  The Chairman decided that there should be a short discussion and the officers updated Council on recent crime figures for the area and gave information concerning the recent problems involving young people from other areas visiting the village on Monday evenings when the Youth Club holds their weekly meeting.   The Parish Council meeting followed and commenced at 755pm.

 

PRESENT:

Chair:  Cllr Tilley.  Cllr’s Astill, Bailey,Banks, Boal, Bryant, Buchanan, Clark, Morris, O’Dell and San Vicente.  District Councillors Leake and McLean also attended for part of the meeting.

 

26.  APOLOGIES FOR ABSENCE:

None received.

 

27.  MINUTES OF LAST MEETING:

The minutes dated 6 March 2006 were altered under Environment and Cemetery, Tree Surgery 21 (Trees at Churchyard/Cemetery) to read: It was proposed by Cllr Tilley that the clerk write to Revd Lewis asking if application had been made for the Parish Council to take over the responsibility of the churchyard. Cllr O’Dell seconded this.  The minutes were then agreed and signed.

 

28.  MATTERS ARISING

(a) Cllr Clarke reported that he had attended a Post Office meeting regarding the alteration of postcodes in CB5 area that covers Bottisham.  He had established that from October 2006 the postcode will be amended to CB25

(b) It was agreed the Annual Parish Meeting should be prominently advertised in the May Cresset and that the minutes of the 2005 Parish Meeting be available from the Bottisham Website and from the Clerk.

(c) The Parish Forum held at Ely clashes with our Annual Parish Meeting so no representative could be sent, however we had requested that the agenda includes an item regarding the role that Building Control plays in the planning process.

(d) Cllr’s Bryant and San Vicente reported on the meeting they had with Barry Sharp who runs the Bottisham Website. They advised that Barry is willing to put any Parish Council items on the Website and will do so as quickly as he can after receiving it. He also sought support from the Parish Council to encourage other village organisations to use the site.  It was agreed that the draft minutes of Parish Council meetings should be posted on the Bottisham Website and sent by Email to Councillors as soon as possible after meetings.  Agenda and meeting papers will follow the same process a few days prior to meetings. 

(e) Cllr Buchanan reported that she had been able to arrange for the Parish Council to be granted partner status to the Ordinance Survey licence held by East Cambridgeshire District Council.  This will enable the Parish Council to be able to print maps necessary in conducting their business.


 

 

29.  REPORTS OF COUNTY & DISTRICT COUNCILLORS:

In addition to their written report Cllr Valerie Leake advised Council that progress was being made on the clearance of rubbish from the Heathway.  E.C.D.C. Chief Executive John Hill was involved with negotiations with the County Council and she had arranged for the Parish Council to be represented at a coming meeting between District and County Council representatives on the subject.  She also reported that the very limited free pensioner bus travel granted to those living in East Cambridgeshire was due to other District Councils within the county not being prepared to invest finance to allow free travel throughout Cambridgeshire as is the case with bordering counties of Norfolk Suffolk & Essex.  Cllr Colin Mclean advised that he had been able to arrange for the tyres and wheels dumped on the footpath on the A.1303 to be removed and the work was carried out earlier to-day 3rd April. 2006.

31. FUNCTIONALITY OF PARISH COUNCII COMMITTEES & COUNCILLOR    RESPONSIBILITIES.

Cllr. Tilley reminded Councillors that the Finance and Environmental Committees of the Council were sub committees and had decision-making powers.  All-important decisions were subject to approval of full Council.  The Planning Committee tabled their recommended response to all Planning Applications at each Parish Council meeting and these were voted upon accordingly.  This system means that individual Councillors have a personal responsibility to read correspondence and ask questions that enable them make an informed and considered vote on Council resolutions.

 

32. COMMITTEE REPORTS

(a) PLANNING.

Applications as listed on the agenda were discussed and the responses recommended by the Planning Committee were voted upon and agreed.  Cllr Buchanan advised that she had received a telephone call from Alan Dover of E.C.D.C. concerning trees at the splay of the proposed development of 42 dwellings in Tunbridge Lane.  It was agreed that she would make a written request to Alan Dover to supply the Parish Council details of any proposition made on this matter prior to approval by the District Council.  The Parish Council can then make a considered written response.  It was also agreed to write to the developer with a copy to the District Council advising them that we did not support the use of names of people being used as road names for new developments in the village; and to request that we are consulted and are able to suggestions as to what names are used before decisions are made.

 

 

 

 

 

 

 

 

(b) ENVIRONMENT & CEMETERY.

Cllr Bailey had completed a mini survey of the condition of the pavements within the village.  It was agreed that a priority work list should compiled to accompany the survey and forwarded with a covering letter to David Groom of Cambridgeshire C.C. Parish Councillors should be given a copy of the survey and work priority list.  Cllr’s Buchanan and Tilley requested that that at future meetings the Chairman of the Environment & Cemetery Committee should ensure that items requiring full Council approval were listed on the agenda, and that a brief written report should be provided in the form of an attachment for the meeting papers detailing the progress and current position of current projects of the committee. The account received from Eastern Tree Surgery for work carried out in the Cemetery and other parts of the village will be cleared for payment after Cllr Boal and Cllr O’Dell have inspected the work and agreed work has been carried out in line with the agreement and estimate.

(d) FINANCE.

It was agreed that the B.A.F.Y. S137 claim for a pool table should be paid minus the V.A.T. content.  It was agreed that the S.137 payments for the Library Art Club and the Bottisham F.C. should be approved but payment made only after we receive copy invoices of the expenditure.

33. NOTIFIED BUSINESS

(a)   CEMETERY TREE WORK

Cllr's Bryant and Clark expressed the need to improve consultation the Council has with the community prior to taking decisions that could be sensitive to some residents.  There was general agreement that it is important for Parish Council committees to provide as much information about projects and that Councillors make certain they are fully informed prior to Council resolutions.

(b)   ANTI SOCIAL BEHAVIOUR. Cllr Tilley drew Councillors attention to the Community Policing Neighbourhood information newsletter that contained comments relating to the Youth Club and had been the subject of discussion with the Community Police Officers prior to the Parish Council Meeting.
