BOTTISHAM PARISH COUNCIL
A meeting will be held in the Round Room at the Village College on Monday 5 September 2005 at 7.30pm
Mr Brian Tully, Anti-Social Behaviour Co-ordinator, Cambridgeshire Constabulary will be addressing the Council prior to the meeting.

MINUTES OF COUNCIL MEETING IN THE VILLAGE COLLEGE 1 August 2005
1. PRESENT: Cllrs Bailey, Bryant, Buchanan, Clark, Morris, ODell, San Vicente and Tilley. District Councillor Leake attended for part of the meeting.
Received from Cllrs Astill, Boal and also from District Councillor McLean and County Councillor Shuter.
Minutes from the meeting held on 4th July 2005 were agreed and signed.
a) There has still been no interest in the vacant Councillor position. The Clerk has prepared a letter for residents in the Bell Road area which will be hand delivered this week. b) The clerk sent a letter requesting a site visit from the Police, ECDC and CCC. County Cllr Shuter made a complaint to the County Council about how long it was taking to get a response from them. The travellers did leave for a few days but have now returned. The Police have told them to leave and County Cllr Shuter will be following this up with a visit. All systems are in place to remove them. A discussion took place on who the land they are on belongs to. Once this is established, arrangements can be made for bollards to be put in place to prevent travellers returning.
District Cllr Leake spoke about the forthcoming meeting on Local Development Framework which some Councillors will be attending and how this will affect people.
Correspondence as listed to 26th July was noted. It was agreed that outgoing post should also be listed in future.

MISCELLANEOUS Healthy Living News Booklet
a) PLANNING Cllr Tilley discussed a charitable land trust scheme run by ACRE and East Cambs District Council, part of which would be for affordable housing in the area. They would work in partnership with HASTO housing association. Trustees, which would include members of the Parish Council would determine terms and conditions and how the scheme would be funded. The National Trust has shown interest in land off Lode Road. They would like to contribute to the community and are interested in helping a charitable trust. A working party is to be set up, unfortunately only one person in the village, outside of the Parish Council has shown any interest in being involved.
Planning applications were discussed. Permission has been granted retrospectively for retention of a marquee at Swynford Paddocks for one year only. The application must then be reassessed.
The planning application for Queens Court has now been approved with various conditions attached. After a site visit District councillors could see that space could be made available for an extra 5/6 spaces and the developer has to ensure that there is more parking. It was noted that since the objections from the Parish Council on parking in Downing Close there has been a 2 car collision. Overall the Parish Council are pleased that their observations on traffic flow and lack of emergency parking are on record and also that ECDC are going to create a policy on care homes, which at present does not exist. No building work will take place until the car parking has been considered further.
The planning application for 139 High Street was also discussed. The Parish Council is concerned that parking will be insufficient and that visibility may also be a problem if vehicles are reversing out onto the High Street. It was recommended that councillors comments were sent to East Cambs District Council.
b) ENVIRONMENT AND CEMETERY The jointly funded minor bids have been sent to the Highways Dept asking for flashing 30 signs at the other 2 entrances to the village. It was suggested that the bid be amended to include 5 bar gates at all 4 entrances to reduce speeding through the village.
Signage for the Heathway Project was passed over to the Environment and Cemetery Committee. Cllr Astill has been dealing with this but was getting frustrated at the lack of progress. Cllr ODell is to check reports that railings on the footbridge are broken.
The Parish Paths Partnership Scheme was passed over to the Environment and Cemetery Committee.
The Bell Road street sign should be ready by mid-August. The clerk will chase up.
As the last Environment and Cemetery was cancelled another meeting was arranged for 9th August.
c) FINANCE Meetings have been arranged for 26 September Half Year Review and 21 November Precept Meeting. The meeting was also informed that Cllr Bryant has now joined the Finance Committee which takes members up to 4.
a) Mr Brian Tully, Cambridgeshire Police Anti-Social Behaviour Co-ordinator has been invited to attend a future meeting as we do get complaints on these types of issues. Cllr Tilley stressed how important it was that the police have input into Parish Council Meetings every 3-6 months.
b) A leaflet was brought to the meeting on a free service to older people called the Bobby Scheme. It is for residents over the age of 60 and concentrates on crime prevention and victims of crime. They will put locks on doors and advise on improving security. The Bobby Scheme is a registered charity supported by the Police Authority. As there are only 4 vans covering the whole of Cambridgeshire it was suggested that the clerk make contact with the scheme advising them that we want to advertise their services in Bottisham.
c) The clerk handed out her new e-mail address to all Councillors.
Cllr Tilley thanked Cllrs Clark and San Vicente for their help in ordering the new clerks computer/printer. It was suggested that this be included on the fixed asset register. The meeting also discussed that it may no longer be possible to photocopy at Bottisham Village College. The clerk agreed that copying could be done from the printer and any large batches taken to the printers.
It was also agreed by the Council that they would purchase a mobile phone for the clerk.

Planning Items 2nd August 30th August
1. 139 HIGH STREET 05/00733/FUL The Parish Councils comments were sent in but the planning application has since been withdrawn.
2. BENDYSHE FARM 05/00901/FUL Demolish and rebuild 18mtr section of 1.5mts boundary wall. No objection as the wall is dangerous.
3. Brian Hicks, the Travellers Liaison Officer for ECDC has been successful in moving on the travellers and the site is now being cleared. They left behind a caravan and lots of rubbish which is in the process of being dismantled and cleared. |
