BOTTISHAM PARISH COUNCIL
A meeting will be held in the Round Room at the Village College on Monday 9 January 2006 at 7.30pm
Alan Dover from East Cambs District Council will be addressing the meeting with reference to queries raised regarding the Tunbridge Lane development.

MINUTES OF BOTTISHAM PARISH COUNCIL MEETING Held on Monday 5 December 2005 at Bottisham Village College
PRESENT: Chair: Cllr Tilley. Cllr’s Astill, Bailey, Banks, Boal, Bryant, Buchanan, Clark, Morris and O’Dell. District Councillor Leake also attended for part of the meeting.
1. APOLOGIES FOR ABSENCE: Received from Cllr San Vicente and also from District Councillor McLean and County Councillor Shuter.
2. CO-OPTION OF NEW COUNCILLOR: It was proposed by Cllr Tilley and agreed unanimously that we accept Anastasia Banks’ application to be co-opted onto the Parish Council.
The meeting was closed as Sergeant Nigel Leadbeater arrived to talk about community policing. There was a long discussion about the Council’s concerns in the village. The Police will be introducing new surgeries in the village and a Police Community Support Officer will be starting in the New Year covering Burwell, Bottisham and the surrounding villages.
Sergeant Leadbeater left and the meeting was re-convened.
3. MINUTES OF THE LAST MEETING: Minutes from the meeting held on 7 November 2005 were agreed and signed.
4. MATTERS ARISING: There were no matters arising.
5. REPORTS OF COUNTY & DISTRICT COUNCILLORS: District Councillor Leake informed the meeting that the District Council were looking at the responses from the local development framework and this will be put out for consultation in the Spring. The Statement of Community Involvement will be out for consultation in the next few weeks.
District Councillor Leake also brought a document with her on density allowance following queries by Councillors with regard to the Tunbridge Lane development.
There was also a query with regard to a proposed annual festival at Lode. District Councillor Leake referred to the Licensing Act to show that the Parish Council have no right to consultation on this matter.

7. COMMITTEE REPORTS: a) PLANNING
05/01137/FUL 139 High Street Amendment: Rooflights lowered on the front elevation for fire escape. This change was due to fire regulations. The Parish Council has no adverse comments and all were in favour of this amendment.
05/01172/FUL Bottisham Village College Erection of glasshouse to replace polytunnel. All were in favour to this application.
A letter from East Cambs District Council about affordable housing in Bottisham was circulated before the meeting. Cllr Buchanan led a discussion on this initiative which proposed 4 different sites for one development. This item will be discussed further at the next meeting when more information will be available.
Cllr Boal queried the alterations to the shops as this was a listed building. It was confirmed that recent building work only had to comply with building regulations as there was no structural change to the building, only internal alterations.
b) ENVIRONMENT & CEMETERY Grass Cutting Following on from the last meeting the Clerk has contacted Mr Bugg who will be sending a map of all areas that he cuts.
Bus Stops A local contractor will be repairing the wooden bus shelter. It was noted that another panel of glass had been broken on the bus shelter situated on the A1303. The Clerk was in the process of making an insurance claim and ordering new panels.
Heathway/Hilton Park rubbish clearance The clerk had been in contact with Martin Stacey of East Cambs Cleansing Department. He has visited both sites. There was some asbestos which needed to be cleared at the site outside of Hilton Park. He is in talks with the County Council as to the best way of clearing the rubbish at the Heathway, although he warned this may take some time at least progress is being made.
Eastern Tree Surgery The Clerk had received the quote from Eastern Tree Surgery. It had already been agreed to remove the trees on the corner of Bradford Close and the tree at the Cemetery. All were in favour of accepting the quote for the trees to be cut back at the end of Bell Road, near St. Petersfield as they were beginning to overhang the footpath.
ACTION – Clerk to accept quote and contact Eastern Tree Surgery
Footpaths We are still waiting for a response from the County Council over a letter we sent regarding footpaths in the village. Cllr Tilley informed the meeting that Mr Bugg has now cleared the undergrowth from the new bridleway and this was ready for use. Cllr Astill had spoken with Mr Bugg who confirmed he will be installing the kissing gate before Christmas.
c) FINANCE The recommended budget for 2006/2007 was circulated with the agenda. This was discussed in detail and revised in some areas and is now shown attached. Section 137 applications are due in by 16th December and the Finance Committee will be discussing these at their next meeting early in the New Year and will report back to Parish Council on their recommendations. Cllr Clark recommended that the precept remain unchanged at £18,000. This was seconded by Cllr O’Dell. All were in favour.
8. NOTIFIED BUSINESS ECDC Website The Clerk had spoken to Annette Wade at ECDC with reference to some communication that was sent out some time ago referring to Parish Councils using the Council’s website to display their minutes. She confirmed that an e-mail was sent out approximately 18 months ago. As they had had other priorities they had not had a chance to progress this. They needed to look at bringing in new systems, which may happen in April 2006. She confirmed that Bottisham would be involved and they would contact us when this was likely to happen.
Double Yellow Lines – Beechwood Avenue/High Street Cllr Boal suggested to the meeting that double yellow lines were considered at the west end of Beechwood Avenue. This junction leading onto the High Street was becoming particularly busy with parked cars restricting other traffics view. It was requested that we contact Highways and ask for their recommendations.
ACTION – Clerk to contact Highways Bell Road Entrance into the Village This item was in response to a parishioner requesting the return of the slip road from the A1303 into Bell Road. Cllr Tilley confirmed that this was discussed approximately 3 years ago. The Highways Department had produced data showing that the slip road was causing accidents rather than preventing them. The Parish Council were convinced especially after recommendations from the Police that the slip road should not be re-introduced.
Lode Festival This item was discussed earlier in the meeting when District Councillor Leake was present.
