BOTTISHAM PARISH COUNCIL 11/06

 

MINUTES OF BOTTISHAM PARISH COUNCIL MEETING

Held on Monday 4th December 2006 in the Round Room at Bottisham Village College commencing at 7.30pm.

 

At 7pm prior to the meeting Ian Dewar from CALC came to talk about the Quality Council Initiative and how the Parish Council could receive quality status.  The Chairman confirmed this was a long term aim and would be something we would look into after the elections in May.

 

PRESENT:

Chair:  Cllr Tilley.  Cllr’s Astill, Bailey, Banks, Boal, Bryant, Buchanan, Clark, O’Dell and San Vicente.  District Cllr Leake also attended for part of the meeting.

 

90.       APOLOGIES:

Received from Cllr Morris, D/Cllr McLean and C/Cllr Shuter.

 

91.       MINUTES OF LAST MEETING:

These were agreed and signed.

 

92.       MATTERS ARISING:

There were no matters arising.

 

93.       REPORTS OF DISTRICT AND COUNTY COUNCILLORS:

A report from the District Cllr’s had been circulated with the agenda.

 

94.       CORRESPONDENCE:

Correspondence as listed to 29th November was noted.

There was a discussion concerning the invite to the Gardening Club Annual Meeting.  Cllr Tilley will be attending and other Cllr’s also expressed an interest in attending as Parish Council have been asked to sponsor a gardening competition.  The clerk was asked to add this to next months agenda.

 


 

95.       COMMITTEE REPORTS:

A)  PLANNING

Cllr Buchanan reported that there has been no contact from ECDC concerning the Tunbridge Lane development.  There is a site visit and Planning Meeting on Wednesday 6th December to which we have technically not been invited to as we have not received notification.  Various questions still remain regarding the footpath and splay.   The footpath has been totally ignored in the development brief and it is clear that the splay is not at the top of their priorities.   A breakdown in communication seems to have occurred again.  The surgery and a villager who wrote to ECDC with concerns have also not had notification and so have had no time to respond.  Cllr Tilley recommended that we write to David Archer to complain about the procedure and all were in agreement of this action.  Cllr Buchanan asked that other cllr’s also e-mail the Case Officer to complain.   Cllr Buchanan will attend the site visit and  shall insist upon speaking at the meeting after this.  It was confirmed that Anglian Water have no statutory obligation to comment on developments under 200.

ACTION:  Clerk to write to David Archer

 

Cllr Buchanan informed the meeting that there is a site visit to Whitelands Farm which will also be discussed at the Planning Meeting.

 

The application for change of use to 55 Bell Road has been refused.

 

Several Cllr’s were unaware that an open day had taken place at Tunbridge Lane and it was suggested that the clerk write to the archaeologists asking them to let Parish Council know the next time and maybe advertise in the cresset.

POST MEETING NOTE:  Cllr Buchanan has spoken with the developer and he will put further details on the Bottisham website and will co-ordinate with the Cresset 6/12/06.

 

b)  ENVIRONMENT:

1.  Proposal to grind out tree stump and roots at Bradford Close

Eastern Tree Surgery have quoted £270 for this work.  The occupant of the bungalow on the corner of Bradfords Close has offered to pay an amount towards the cost.  All were in favour of the tree surgery taking place.

ACTION:  Clerk to contact Eastern Tree Surgery and Mr Maxey

 

2.  Report of Grass Cutting from Mr Bugg

Cllr Tilley thanked Cllr Boal for compiling this report with Mr Bugg on the specific areas that are included in the village cut.  Mr Bugg had mentioned to Cllr Boal that he was unable to cut the grass on Lode Road where vehicles are permanently parked.  Cllr Tilley asked for this to be put on the next agenda.  There is a small uncovered manhole outside 129 Lode Road and Cllr Tilley asked that the clerk write to Anglia Water concerning this.  Mr Bugg also reported that opposite 101 Lode Road and running for a distance of 100 yards towards the village the area is too rough for a standard grass cutting machine and would need other remedial work.  Cllr Tilley asked that the Environment Committee discuss this at their next meeting.

 

3.  Proposal to include Bell Road (St Petersfield area) to village cut 4 times a year.

Cllr Tilley proposed that this area be included in the village cut.  Mr Bugg had charged £120 for this work once before but this was when the area was extremely overgrown.  It was proposed that it would better to have the area cut regularly and the clerk was asked to query the cost with Mr Bugg.

ACTION:  Clerk to speak to Mr Bugg

 

4.  Proposal from East Cambs District Council to contribute towards the cost of changing the pathway in The Pightle.

Parish Council accepted that there was a problem with anti-social behaviour but were concerned that the problem would just be moved on to somewhere else.  This is private land which is Hereward Housing’s responsibility and it was proposed that we should not contribute to this cost.  This was supported by all.

 

5.  Bus Shelter on A1303

Cllr San Vicente asked for views on action to be taken with the bus shelter which has been vandalized for some time now.  There have been no complaints but cllr’s agreed to get some quotes for replacing the reinforced glass panels and also for having stainless steel and wire reinforced glass.  Cllr Boal volunteered to undertake this project and will report back to the next meeting.

 

6.  Pavements

Cllr Bailey has separated the village into 10 areas which has been shared out between councillors and he had produced a sheet  showing how to record information.   The deadline for this to be done is 24th December.  Cllr Bailey will then collate the information and compile a report to be sent to Highways.

 

Cllr San Vicente reported that she has had no response regarding the Youth Club doing the mural at the bus shelter.

 

c)  CEMETERY AND CHURCHYARD

1.  Chairman’s Report from meeting on Thursday 30th November

Minutes from the meeting were circulated.  Cllr Tilley confirmed that the committee had agreed to keep Prospects Trust rather than change to Red 2 Green for cemetery work. 

 

2.  Proposals for Cemetery Charges

The committee propose to  increase cemetery charges and circulated their proposals.  These were agreed by all and are attached at the end of the minutes.

 

3.  Proposal for Removal of Dead Tree in Cemetery

A quote has been received from Eastern Tree Surgery of £130 for the removal of a dead tree in the cemetery.  All agreed to this action.

 

d)  FINANCE

Cllr Clark explained the various attachments which show this years budget, spend to date, forecast for end of year and proposals for next years budget.  Environment and Cemetery have been split for 2007 and have a joint budget of £14725.  Cllr Clark confirmed that all bank accounts are reconciled.  He forecasts £9083 in the bank by year end.  The last 2 years have run a deficit and he aims to have £7500 in the bank by the end of March 2008.  £1625 has been earmarked for the Jointly Funded Minor Improvement Scheme as if our application is successful we have to finance £1.25 per elector.  If the application is unsuccessful this sum will come back into the budget.  Cllr Clark proposes an increase in the precept from £18,000 to £19,500 which is an 8% increase.   He confirmed that as more houses are built in the village the amount of the increase to each householder is reduced.  Cllr Boal proposed that the increase by accepted which was seconded by Cllr San Vicente and was unanimously carried. 

 

Cllr Clark ran through applications received for S137 grants.  He proposed £85 to the 1st Bottisham Guides and 50% up to £300 to the Bottisham Cricket Club.  Applications were also received from Saplings Playgroup, the Library, Art Club and the 1st Bottisham Scouts.  S137 funds have been cut back significantly.

ACTION:  Clerk to send out letters

98.       DATE OF NEXT MEETING:

The meeting closed at 10pm.  The next meeting will be on Monday 8th January 2007, 7.30pm in the Round Room at Bottisham Village College.


 

BOTTISHAM PARISH COUNCIL

 

QUALIFICATION FOR INTERMENT AND BURIAL FEES

 

The fees set out below apply where a person to be interred is, or before his/her death was, an inhabitant or parishioner of the Parish of Bottisham.  In the case of a still-born child, the parents – or one of them – are or were inhabitants or parishioners of the Parish of Bottisham.  In all other cases granted interment, the fees will be doubled, except where the exclusive right to a burial plot was purchased in advance. 

 

1.         BURIAL PLOTS

 

A.        An earthen grave area of 9ft by 4ft                                                                £90

 

B.        Cremation plot 2ft by 2ft                                                                               £90

 

The price per slot is for single or double depth.

 

2.         INTERMENT

 

A.        In a earthen grave:-

            a. a still-born child or a child not more than 12 years of age at death          £90

 

            b. a person at death exceeding 12 years                                                         £180

 

B.        the cremated remains as in b. above                                                              £90

            As in a. above                                                                                                 £45

 

NB for the interment of cremated remains in a designated plot in the Garden of Remembrance of Holy Trinity Church, Bottisham, application should be made to the Parochial Church Council via the Vicar or the Churchwardens.

 

3.         MONUMENTS AND ORNAMENTAL INSCRIPTIONS

 

For the right to erect or place on a grave

 

            a.  a headstone, not exceeding 3ft in height                                                   £124

            b.  a vase, not exceeding 18 inches in height                                                 £66

The above fees were agreed at the Council Meeting on 4th December 2006 are to apply from 1st January 2007 superseding all fees previously applicable.
