BOTTISHAM PARISH COUNCIL 12/01

 

Minutes of Council Meeting held in the Village College - 3rd December 2001

 

Inspector David Howell, Histon Sector Commander with responsibility for Community Police Officers attended the meeting giving an overview of community policing in our area and the priorities to be met by the Police Department as a whole. We agreed that we were fortunate to have an experienced officer in PC Mark Hurry but still wished for an increased presence within Bottisham to provide reassurance to residents. Perhaps this may come with increased recruitment, neighbourhood wardens and additional special constables as suggested by the Home Secretary. We seem to have missed out on the Newspaper published earlier this year showing details of all police services and the way in which they are funded. We do not have a free newspaper delivery as other villages and have requested that they send the paper for issue with the Cresset next year. A copy of our policing priorities for 2002/2003 will be sent to Inspector Howell.

 

Present -   Councillors Boal, Buchanan, Laister, Leake, McCartney, O’Dell, Rayment, Tilley and Walker. Cllr Buchanan chaired the meeting. Cllr Fitch attended.

1.   Apologies. Cllr Astill due to illness.

2.  Minutes of the  meeting held on 5th November were amended to read ‘Astill’ and not ‘Laister’  to fill the new casual vacancy in item 3. and then agreed and signed.

 

3. Matters Arising

A.  The re-surfacing to 2, 4 and 6 High St was completed today and has improved the area.

B.  The conversion of the store in Howletts Way to garages is still awaited.

C. Affordable Housing in Bell Road. An article written by Andrew Budden from Hastoe Housing printed in the December Cresset should allay villagers concerns. The leasing agreement between Peterhouse College and Hastoe Housing Association is still not signed. Cllr Leake will check the present position and the length of the lease. Cllrs had been told at the outset that the land was to be purchased and we should have received formal notification of the change to the agreement. We must ensure, in any future negotiations for affordable housing  that we are aware from the start if land is to be sold freehold or subject to lease.

D. The Primary School warning signs are on order but still awaited. The cost of £1500 for flashing lights at the Village College has been included in the recommended precept. The Clerk will obtain further information as to the type of lights available. The posts at the junction of Tunbridge Lane and Lode Road have still to be replaced.

E The position on the Triangle for the oak posts has been advised to Adrian Frost.

F. The Clerk will contact the Countryside Agency about the detailed information pack for preparation of our Parish Plan and pass the file to Cllr Tilley.

G. The threat of a new development at Six Mile Bottom is now unlikely as Oakington, Longstanton or Waterbeach are the proposed sites. The final decision will be made by the full County Council on 18th December.

H. Cllr Laister has papers relating to the Queen’s Golden Jubilee Celebrations and we are waiting feedback from villagers regarding ways to celebrate.

I.  Policing of Rural areas was dealt with at the start of the meeting.

J. Anglian Water are currently carrying out a survey of infiltration issues in the High Street and Lode Road and will report on their findings and any proposed action.

K. CCTV cameras will not be available from Ely car parks until late 2002 and Ray Harding will attend a meeting  in the New Year to discuss the costs involved.

L. A new cleaner started at the Youth Club on 6th Nov and conditions are much improved.

 

 

 

4.  Chairman’s Report

1. There is still speculation that there will be development to the east of Cambridge

2. John Harris and Laurie Van Someren are investigating the possibility of new broadband technology for Bottisham to provide internet and video services.

 

5. Precept for 2002/2003

Cllr McCartney  reported on the meeting of the Finance meeting of 28th November.

He explained that there was an expected carry forward of £5788 at 31st March 2002 with the current precept set at £15000. The printed sheet was to be amended to show payment of £25 subscription charge for ACRE not CALC and for work to be done in the cemetery and not churchyard. The environment precept ably prepared by Cllr Boal had been restricted as funding for the path across the triangle could come from an enhancement plan and that bulbs for the Bell Road A1303 junction may flower next spring or a claim could be made to the contractors. The Clerk’s salary is in accordance with national pay guidelines and provision has been made for major expenditure - contribution to the A1303 footpath repair, the meadow and woodland project, Jubilee Celebrations and flashing warning lights outside the Village College. Section 137 payments will be made to Saplings Pre School Playgroup Association and £750 will be reserved for contingency emergency grant awards. The First Bottisham Scout Association will not receive funding next year and it was decided after discussion that payment should not be made for youth workers from the Village College. Cllrs were warned that the probable balance at 31st March 2003 would be £3000. Cllr McCartney proposed a precept of £19000 for 2002/2003 seconded by Cllr Tilley. This was agreed. This precept will amount to a charge of £26 per annum to Band D Council Tax payers.

7.  Committee reports

a. Planning

A  Approval has been given by ECDC for :-

1. 01/00918/FUL Garden Building (Retrospective) for 2 Stocks Close 9th November 2001

2. 01/00902/FUL Demolition of rear conservatory and brick walls and internal alterations Stocks, 78 High Street   9th November 2001

3. 01/00845/FUL Proposed dwelling land adjacent to 3 Stocks Close Bottisham 26 Nov 2001

an amendment was received after this date for ‘handing the dwelling’ and the Council had no objection to this change.

B.  Planning permission has been refused for 01/00584/OUT for the demolition of a single storey structure to erect a detached dwelling at 42a High Street  27th November 2001.

C.  Application 01/00915/FUL  partial change of use to hair salon at 68 Beechwood Avenue has been withdrawn.

b.  Environment

Cllr Boal spoke to the environmental matters circulated with the agenda and his tabled written report.

i. Cllr Boal is arranging a meeting with Stephen Hill and representatives from the Park Estate (Bottisham) Residents’ Association Ltd to survey the village pavements.

ii. Mr Seakins has not yet advised the ownership of land concerning the overgrown tree in his front garden. He is contacting neighbours for their comments about the removal of the tree.

iii It was agreed to purchase a seat from Marmax Ltd (who use recycled products) for the bus stop in Lode Rd opposite the Village College. Mr/ Mrs Latchford and Mr/Mrs Joyce Rank have no objection to the seat on the grass verge outside  their properties.

iv. The 3 new litter pickers have been in action. It was agreed to pay a Christmas bonus of a week’s pay to each of them.

v.  Mr Hutchinson had written covering several points. The Clerk will reply and contact the Parochial Church Council concerning the broken seat in the Churchyard and the Tree Officer to examine the horse chestnut in the cemetery and provide a written report.  

vi. David Frost has nearly completed the repair work in the children’s play area and sand or bark is being ordered by the School to replenish as necessary. It was agreed that the agreement needs revision and that a new group could be formed to update the facilities..

v. The Clerk will contact Mr Mugridge who was responsible for the A1303/Bell Road improvement scheme concerning the possible replacement of damaged daffodil bulbs.

vi. The tender of £2500 placed by Mr Bugg for the removal of laurel hedge and reparation of the area for use as grave spaces in the cemetery was accepted.

c. Finance. It was agreed at the meeting on 28th November that the cemetery fees would not be altered for the next financial year but will be reviewed next year. It was agreed that the Chairman of the Environment Committee should attend the Precept meeting in future years.

d. Meadow and Woodland Project.

A reply is awaited from the solicitors concerning our offer of £12000 for the land. The Countryside Agency have approved funding in principle providing certain conditions are met by 29th March 2002 and this information will be sent to the solicitors in an effort to speed things along. The Countryside Agency will be sent names of the surrounding landowners to the site to provide for permissive access from the rear of the site to the centre of the village.

 

e.  Cemetery Committee  has not met and the removal of the laurel hedge will be monitored by the environment committee.

 

8.  Notified business.

There was no urgent business.

 

9. Reports of County and District Councillors.

Cllr Fitch having left the meeting earlier had provided a written County Council report.

1. Queens Court Residential Home has been transferred to Hereward Housing and services will be provided by the Methodist Homes for the Aged.

2. There is a new Deputy Chief Fire Officer from the beginning of December - Laurie Booth

3. A Citizens Panel on road problems put priority on the education of drivers as regards speed and the installation of more speed cameras.

4. The County is introducing ‘Cambridgeshire Direct’ providing direct electronic access for all services by December 2002 through one contact centre. In each village there will be reciprocal access.

 Cllr Leake’s written report circulated with the minutes detailed Christmas Refuse Collection arrangements, details of the Healthy Living Project funded by the Lottery New Opportunities Fund and the action plan for reducing Energy and Water use at the Council offices. Cllr Leake had been a member of the delegation to meet Lord Hunt, Minister of State for Health concerning the new Primary Care Trust
