BOTTISHAM
PARISH COUNCIL 11/02 Minutes
of Council Meeting held in the Village College - 2nd December
2002 Present
- Councillors Astill, Boal, Bryant, Laister, Rayment, ODell and Tilley.
Cllr Tilley chaired the meeting. Councillors James Fitch and Valerie
Leake and resident Mrs James also attended. 1. Apologies. Cllr
Buchanan who was on holiday and Cllr Walker who was unwell 2. Minutes of the
meeting of 4th November were agreed and signed after the number
of years of service by Cllr Leake were amended from 11 years to 15
years. 3. Matters Arising A.
St Peters Field (the new development off Bell Rd) has now been allocated
house numbers. Eastern Tree Surgery
have quoted £315 for work to the trees in Bell Road near the
site and Hastoe Housing Association will make a donation of £200 as a
goodwill gesture towards this. The Clerk will arrange for the work to be
carried out. It was noted
that the Council should have regard for continuing maintenance costs
when planting further trees
in the village. The Police were contacted about parking of vehicles on
the cycle path and they have spoken to the contractors B. Cllrs were pleased with the standard of work in the
resurfacing of the High St. but surprised that only two thirds of the
expected area had been dealt with. The contractors had run out of money! The Clerk will write to David Groom, Highways Division
requesting that the remaining High St to the former White Swan be
included in the budget for 2003/2004 and if successful be dealt with as
soon as possible. In the meantime the many holes should be filled in. C. PC Hurry had made a further 2 checks in the Primary School
area at the end of the school day on
parking and found no problems. He will continue to monitor the
situation. D.
There are still some commemorative jubilee mugs to be delivered by Cllr
Buchanan. E.
The public meeting 5th November with representatives from 24 Seven to
discuss electricity supply problems was not too well attended. The
speakers were conciliatory, and positive about the plan of action which
should be completed by late spring. They were well prepared for the
meeting and answered many
questions. F. Cllrs Boal and Tilley had
had 2 further meetings with Mrs Barclay from the Primary School
to discuss the renewal of the Adventurers Playground Licensing
Agreement. It was proposed by Cllr Boal and seconded by Cllr McCartney
that the licensing agreement should be amended to read that access
to the play area will be by way of the school front door during school
times and by way of the side or main gates at others and that The
play area shall be available for use by the staff and pupils of the
school during the school term time in school hours and, at the
discretion of the Governors, be available to other persons at this time
provided the pupils retain priority during the school day. Outside this
period other persons or bodies wishing to use the play area shall have
priority over staff and pupils of the school.
It was also agreed that a sum of £500 would be made available in
this financial year for remedial work in the play area. A recommendation
for £1500 is to be made for the 2003/20004 budget for replacement of
worn and obsolete rides. An amount for replacement and repair will be
included in future budgets - this will be variable and expected to be
less that £1500. A new notice will be placed on the side gate to
reflect the shared interest of the Parish Council and the Primary School
in the play area. G. Cllr John Powley Cabinet Minister for Social Services has
replied to our letter concerning the increase in charges. He states that
National Government rulings and the previous County Council
administrations were the reasons for increases to be made in the middle
of the financial year. Cllr Fitch had responded to the letter. The file
was passed to Cllr McCartney for further consideration. H.
Our application under the jointly funded minor improvement scheme for
2003/2004 for traffic calming measures at the four approaches to the
village was divided into two separate applications within the £25000
price limit. Cllr Fitch reported from the committee meeting that
measures at Lode Rd and Bell Rd scored 8 points and Tunbridge Lane and
the High St scored 7 points. The cut off point was 9 points. The final
decision is yet to be made. We should have a stronger case if we submit
a similar application for 2004/2005 when the Bell Rd houses are occupied
and there will be more cyclists and pedestrians. 4.
Chairmans Report The
Council have written to CCC concerning the proposed closure of the
Bottisham Public Library. Cllr Fitch provided information and background
to this and is involved both as a County Cllr and Governor of Bottisham
Village College. Catherine Wightwick and Martin Steckelmacher have
prepared leaflets encouraging residents to write to the County Council,
to use the library, sign the local petition and have also arranged
protest meetings. The cost of printing the leaflets (about £45) will be
funded by the Parish Council. Cllrs were urged to write as individuals.
ECDC are also questioning the proposal. 5.
Reports of County and District Councillors. Cllr
Fitch reported on County matters. He
explained that National Funding details will be announced on 5th
December and the decision to close Bottisham Library could be affected
by our level of grant received. However the majority of any additional
funding will be spent on Social Services in 2003/2004. Standards of care
are not in question but funding has not been adequately budgeted for and
increased National Government requirements and legislation have and will
continue to lead to inevitable increased costs. Numbers of pupils
attending Bottisham Village College will increase from 210 to 240 for
the 7th form entry for 2003. The retained firemen in our local area have
been working normally in the recent NFU strikes. It was noted that each
1% rise awarded to the firemen would cost Cambridgeshire £90000. Cllr Leakes District Council report circulated with the minutes gave details of the Green Waste Recycling scheme now expected to start in the New Year, listed the numerous Bills included in the Queens Speech which promised several changes, and details of a review meeting of progress being made on the proposed Civil Contingencies legislation. The Council have passed the first round of their application for Beacon Status with regard to their work on e-mail provision. She sadly announced that Trevor Hardy, ECDC Chief Executive from 1979 - 1995 had died. The Clerk will write to Mrs Hardy as her husband had been supportive of the Council. 6. CORRESPONDENCE` 1.

reports A.
Planning 1.
Planning Approvals made since
last Council meeting. a.
E/0300902/CW (Cambridge County Council) Green Gables Newmarket Rd -
retrospective application for use of land as a scrapyard - Granted on
1st November with conditions re times of business, height of stockpiles,
noise levels and landscaping and replanting provisions. Cllr Tilley
contacted the Chief Executive querying this decision and John Onslow
Assistant Director of Planning replied stating that the application was
dealt with entirely properly and that he does not believe there is any
justification for revising the decision. This will be discussed by the
Planning Committee. James Paice MP is also reviewing the matter. Letter
received from John Cooper Senior Access Officer with information on the
Public Bridleway Path No 7 and passed to Cllrs Buchanan and Tilley. Cllr
Fitch has suggested a joint meeting with representatives from ECDC, the
CCC, the Parish and Mr Meadowcroft to discuss the area. b. 02/00294/FUL - 44 Lode Road - demolition of bungalow and
erection of 2 houses. Reconsidered
by ECDC on 6th November and approved. c. 02/00973 - Land adjacent to 42 Bell Rd - outline
planning permission for 6 dwellings. 2
Planning applications sent to ECDC with the following comments :- a.
02/00092/FUL - 49 Bell Road - amendment to planning permission -
increasing width of approved extension by 200mm. No objection. b. 01/00653/FUL - Former A1303 Service Station Newmarket Rd -
amendment - revised layout and design of proposed replacement
workshop/office building. No objection. Cllr Laister may attend the site
meeting on 4th December. c.
02/00606/FUL
- 31 Tunbridge Lane (old surgery) -
erection of 3 dwellings - dimensions of site altered - no objection 3.
Planning Application under consideration, 02/01139/FUL
- 1 Rowley Gardens - proposed porch 4.
Other matters b. 02/00196/FUL Hilton Park Care Centre. - additional care
units. Application refused May 2002. Appeal against decision commenced
31st October. Papers with Cllr Buchanan. c. 02/00928/FUL - Land rear of 23 Pound Close - three bedroomed
dwelling fronting onto Jenyns Close. Not supported - over development of
site, traffic issues, site dimensions queried and concerns about the
removal of trees. Cllr Laister may attend the site visit on 4th
December. d. Cllr Bryant requested that planning application papers be passed to her if she is unable to attend planning committee meetings. B. Environment 1.
Cllr Astill reported that the kissing gate will be installed soon. The
Prospect Trust will clear 30m of the Bendyshe footpath.
Cllr Astill is preparing the 2002 report and the 2002
claim. 2. We have yet to hear about the request for a CCTV from the
disused Ely Car Park units. A formal questionnaire is still awaited for
the Council to complete regarding crimes etc. Information is being
collected so that we may make a swift response. 4.
The cost of the bulbs for Bell Road junction have been refunded. Cllr
ODell has arranged for the Bottisham and District Gardening Club
(letters of thanks will be written) and the Cubs and Brownies to do part
of the planting. The Prospect Trust will plant the remaining 2 sacks
within the next few days. 5. Cllrs Buchanan and Fitch have yet to meet with the College to
discuss the possibility of siting swings on the College campus. 6. Andrew Tipple (Eastern Highways) is arranging for
repair of uneven dropped kerbs in Lode Road. A letter is to be
sent questioning the delay as the original request was made in July. 7.
Cllr Astill will talk to John Cooper about the path from Cedar Walk to
the High St. 8.
There has been no response to the advertisement for the litter picker
vacancy. A request has been made in the Cresset 9.
The path between Downing Close and the High St. has been cleared. 10.
Mr Bugg crown lifted the
tree outside 8 Tunbridge Close. 11.
Andrew Tipple is arranging for the repair to the path in Vineyard walk
damaged by a Cleanaway lorry. Gerald Tickner has been informed. 12.
Andrew Tipple is to arrange for the clearing of the blocked
drains outside 2-8 High St.. C.
Cemetery Cllr Laister reported that :- i.
Mr Bugg has done the work on the cemetery/bowling green hedge. The holly
and yew trees are ready for collection and Cllr Laister will arrange for
planting. ii.
Quotations for tarmac footpaths to Porch and the South door of
Holy Trinity Church and
across the west entrance range from £2963 to £8750 (including VAT). A
faculty has been received for installation of toilets and other work
within the Church. It was agreed to wait until these works had been
completed before proceeding with any work on the paths.
ACRE and ECDC have advised that there is no funding available. iii.
The County Council Property and Procurement Division, Legal
Department have confirmed that there is no wish to consider a disposal
of an integral part of the Primary School site for use as a cemetery.
There are 55 plots available in the current cemetery. We should perhaps
now consider a site outside the village or the provision of a greenfield
burial site. iv.
Mr Bugg has cut back the hawthorn tree to the rear of 16 Spring Lane.
The stump has been left and the houseowner will now be responsible for
trimming as necessary v. Stephen Hayden Arboriculturist Consultant
has surveyed the trees within the cemetery and churchyard and his
report is awaited. vi.
The quote from Mr Bugg for £280 for the removal of brambles within the
old cemetery and overgrowth around the Jenyns grave was accepted. The
Clerk will contact Mr Bugg. vii.
A budget will be prepared by the cemetery committee for the Finance
meeting. viii.
Cllr Laister will remove the sign re dog fouling from the rear
churchyard gate and arrange for Alan Shepherd to prepare a new sign. 8. Notified business. 1.
A suggestion has been made that the bus stop at the eastern end of
Beechwood Ave be moved along the High St to the far side of Beechwood
Ave. The meeting was adjourned to allow Mrs James to speak on this
matter. The meeting was reconvened.
The Clerk will contact the Highways Department for their
professional advice. 2.
A resident has complained about the amplifying effect of the brick built
bus shelter when youngsters meet there late at night. He had contacted
the Clerk to register a complaint but had not as yet followed up with a
letter listing the previous problems as requested. 3.
We have received details of a competition arranged by Eastern England
Development Agency for rural areas to receive funding for the setting up
of a group to develop Broadband Access. It was agreed to write to EEDA
stating that we were ineligible to enter as a council as 2 villagers had
already set up an initiative. 4.
A letter has been received from the Park Estate (Bottisham) Residents
Society Ltd requesting funding for grass cutting on the Estate. It felt
that residents did not benefit equally with residents in all other areas
of the village. 5. A letter will be sent to Mrs Arnold who regularly collects
litter from the Triangle area. Cllr Bryant suggested that the seat on
the Triangle be moved as the youngsters congregate there and leave large
amounts of litter. Members
are to suggest an alternative site. 6.
It was agreed that a request should be made in the Cresset for a
Councillor to be co-opted to the Council. The applicant should apply in
writing to the Clerk before 12th January. 9.
