MINUTES OF BOTTISHAM PARISH COUNCIL MEETING Held on Monday 6 February 2006 at the Round Room, Bottisham Village College, 7.30pm
Alan Dover and Lucie Turner from the Planning Department at East Cambs District Council attended before the start of the meeting to answer questions relating to the Tunbridge Lane development. Cllr Tilley asked for an update on how the density is calculated. The density allowance is now 40 per hectare , rural settlements are looking at 30-40 dwellings to the hectare. Any number below 30 may result in the risk of the Office of the Deputy Prime Minister putting the numbers higher. Mr Dover explained that there are some benefits of having a higher density. It covers the need for affordable housing and there may be no further need to find land for development in the future. There was discussion on density allowances that had been set at not more than 15 in the local plan on rural settlements. Mr Dover explained how this figure was almost immediately superseded by document PPG3 and that many things in the local plan are now not valid. Mr Dover hopes to produce a newsletter in the future to update councillors of changes in legislation regarding planning applications and to keep them abreast of on-going developments.
Cllr Buchanan expressed concern over the services the village has to offer and the road network as each dwelling is likely to have 2 cars.
Cllr Tilley felt that we should have some idea as to the mix of dwellings intended. Mr Dover stated that the developers should do this once reserve matters come out and there will be a consultation at this stage. There was also a discussion on public open space and whether this would be situated on or off site.
Mr Dover also answered some questions on applications for building in back gardens. He reported that each is looked at on a whole range of issues.
Mr Alan Dover and Lucie Turner then left and the meeting commenced.
PRESENT: Chair: Cllr Tilley. Cllr’s Astill, Bailey, Boal, Bryant, Buchanan, Clark, O’Dell and San Vicente. County Councillor Shuter and District Councillors Leake and McLean attended for part of the meeting.

9. MINUTES OF THE LAST MEETING: The minutes dated 9 January 2006 were altered on page 2 (4) on the last paragraph about neighbourhood panels. Cllr Tilley attended the meeting in place of Cllr Buchanan. The minutes were then agreed and signed.
10. MATTERS ARISING: There were no matters arising.
11. REPORTS OF COUNTY AND DISTRICT COUNCILLORS: D/Cllr Leake discussed settlement hierarchy which is part of the local development framework. Bottisham should be regarded as a key service centre. The Core Strategy Preferred Options Paper will go out to public consultation on the 18th May 2006.
There will be an Environmental Action Day in Bottisham on Thursday 23 February. This is co-ordinated by the Fire and Rescue Service and involves the Police, Environmental Health and County Highways. Flyers to be delivered to all homes in the area were being produced and Cllr Tilley suggested using the litter pickers to do this. Action – Clerk to notify Cllr Banks and ask her to contact litter pickers.
D/Cllr McLean advised the meeting that he had attended a seminar on Regional Spatial Strategy where the proposed new development at Six Mile Bottom was discussed, although plans were no nearer forward.
D/Cllr Leake updated the meeting on recent queries regarding the scout hut. She confirmed that no licence was needed to conduct a church service. Also with regard to recent tree removals. Tree surgeons as a matter of course contact Cathy White, ECDC Tree Officer before removing any tree which may be of significance.
C/Cllr Shuter advised that the full council meeting to decide the rate for council tax was forthcoming. He had also recently attended a meeting about the proposed wind farm at West Wratting. There was not a lot of information at this time but he will report back when this becomes available.

13. COMMITTEE REPORTS: (a) PLANNING A document had already been circulated regarding 06/00002/FUL Land North East of 10 Lode Road. There were no objections to this plan.
(b) ENVIRONMENT & CEMETERY Tree Surgery in Village Cllr’s Boal and Tilley had marked with tape all trees that needed removing. Cllr O’Dell had now received the quote from Eastern Tree Surgery. Councillors discussed recent letters that had been received from worried parishioners about the removal of trees from the cemetery. It was agreed that further burial spaces were required and removal of 2 trees would assist this. The decision had been made last year to remove the trees and this was not done at the time as Eastern Tree Surgery were busy. With regard to the self set trees in the hedge, Cathy White, ECDC Tree Officer had visited the site after being contacted by parishioners and agreed that the trees needed to come out and the hedging replaced and grown in height. Cllr’s Buchanan and Tilley declared an interest as the hedge borders onto the Bowls Club, of which they are both members. There were further quotes for the area adjacent to the British Legion outside the bungalows and for 2 trees to be cut back in Arber Close. Cllr Boal recommended that Cllr O’Dell authorise the work quoted for with exception of a horse chestnut tree in the cemetery which councillors felt unable to make a decision upon until advice was sought from Cathy White. The overall cost was approximately £1500. There were no objections.
(c) FINANCE: Cllr Clark spoke of a letter received from the Holy Trinity Church asking for a proportion of their electricity bill for the external floodlights to be paid by the Parish Council which has been done in previous years. However, there was a substantial increase and Cllr Tilley recommended that we pay the £307.38 they asked for but ask them to put the floodlighting on a separate meter which the Parish Council will pay direct in the future. This will be discussed further at the next Finance Committee Meeting.
14. NOTIFIED BUSINESS: There was no notified business although the meeting did discuss the recent spate of burglaries in the area.

Council Tax
At the Council’s February Meeting the 2006/07 Budget was agreed and ECDC’s part of the Band D Council Tax was set at £118.35 per annum, representing an increase of 2.5% from 2005/06, believed to be the lowest District Council tax rise in Cambridgeshire.
For Bottisham residents the Band D rate will be £ 1,225.12 (overall 4.8% increase) The bulk of this is made up as follows:
ECDC £ 118.35 (2.5% inc) Cambridgeshire County Council £ 888.11 (5.0% inc)
The remainder comprises the Fire Authority, Police Authority and, of course, Parish Council contributions.
Roadside and pavement ‘advertising’
The Council has been informed that the County Council Highways Officers are soon to remove a number of the ‘home-made’ advertisements and signs from the highways and pavements in our district. They will be removed if not done so voluntarily. Where these appear on the roadside (as seen frequently today it seems) it is a County Highways matter and ECDC is not directly involved - the County is using their power as landowner/highways authority. Should anyone wish to display an advertisement or a ‘board’ on the roadside/pavement they will need consent from the County Highways (as landowner) as well as ECDC consent (under the advertisement regulations). This matter is not well understood generally. If in doubt please do ask for guidelines.
Planning online (www.eastcambs.gov.uk)
In a recent ODPM-sponsored review of the availability and accessibility of online planning information and services on Local and County Council websites in England, Wales and Scotland, ECDC scored very highly. The validated December 2005 results will be used by the ODPM to assist in the allocation of Planning Delivery Grant funding in England. East Cambs scored 20 out of a maximum of 21 points, which is good by any standards. The final point will be achieved when full plans are available on-line and this will happen later this year.
