BOTTISHAM PARISH COUNCIL 2/02

 

Minutes of Council Meeting held in the Village College - 4th February 2002

 

Present -   Councillors Astill, Boal, Bryant, Laister, Leake, McCartney,  Rayment, Tilley and Walker. Cllr Tilley chaired the meeting. Cllr Fitch attended. Mr C Woodward attended part of the meeting to register his disapproval of the Council’s decision in removing the laurel hedge from the churchyard. ( see Environment report under Section 8 b. iv)

 

1.  Apologies. Cllrs Buchanan and O’Dell

2.  Minutes of the  meeting held on 7th January were agreed and signed.

3.  Reports of County and District Councillors.

Cllr Fitch presented his County Council report.

a. County Council Tax Budget consultations for 2002/2003 are continuing.

b. The Structure Plan will be discussed at a meeting in the Guildhall on 11th March.

c.  Hare coursing is a continuing problem around Bottisham and the Police are doing all they can to stop the coursers.

d. Bottisham and Burwell Colleges have been chosen by the Government (out of 4 schools in the County) for work on Full Service Projects involving young people in specific projects to keep them involved and motivated.

e. The work on the Quy to Lode Cycleway should commence later this month. There are secure cycle sheds and stands at the Newmarket Park and Ride site. 

Cllr Fitch stated  the initial cost of the cycleway between Quy roundabout and Bell Road was £200,000 and future maintenance costs should be negligible for the first 15 years. Usage is estimated at 12 per hour and is expected to increase.

Cllr Leake’s  report circulated with the minutes gave details of  the new stairlift at the Maltings, the emergency planning exercise at Snailwell and details of appointments within the new Primary Care Trust. ECDC will be issuing fixed penalty tickets for dog fouling from 1st April 2002. The Jubilee Gardens Project in Ely has been well supported by private, community and corporate sponsors and the Duke of Edinburgh will officially open the garden on 11th February.

 

4. Matters Arising

A. Work will start this month on the building of Affordable Housing in Bell Road. Andrew Budden from Hastoe Housing Association and the Housing Officer Amanda Steggles will be invited to a public meeting on 4th March and the usual Council meeting re-arranged for Wednesday 6th March. The Clerk will ask  Hastoe Housing to contact  those who have registered an interest in renting or entering shared purchase agreements. Prices for the 4 properties wher part equity is to be sold will be set within 3 months.

B. The Clerk will write to Philip Sharp (CCC Transport and Environment Dept) for the outstanding work to be done.

C.  Cllrs Buchanan and Tilley will attend a Parish Plan meeting on 26th February and will prepare a preliminary document by the deadline of 31st March.

D. It was agreed that Cllr Tilley would obtain prices for Jubilee Souvenirs (mugs, spoons or coins) and that a decision would be made at the March Council meeting. It was agreed to focus on children under 11 years and the ideas concerning provision of a Jubilee Walkway on the A1303 footpath or seats within the cemetery were not considered suitable. Cllr Buchanan has been in contact with Church representatives concerning the Fete on 1st June.

E. Copies of the 2001/2002 Police information newsletter had been distributed to Cllrs and information packs on the scheme for Cllrs to accompany Police Officers on patrol were available.

F. The survey into drainage problems in the High Street and Lode Road is continuing. Some faults have been found and rectified.

G.  Cllr Boal will advise available dates for an environment committee meeting for Ray Harding to attend to discuss the costs involved with CCTV cameras possibly available from Ely car parks in late 2002.

H.  John Harris and Laurie Van Someren held a well attended public meeting on 22nd January to discuss the possibility of new broadband technology for Bottisham to provide internet and video services. Cllr Tilley who attended the meeting advised that we should ask them to attend a council meeting to explain any  Parish Council involvement in the proposed management group.

I.  The Highways Dept reviewed gritting procedure for Bottisham in the summer of 2001. Bell Road and Tunbridge Lane are now included as high priority and Beechwood Avenue is on the secondary route and is gritted in snowy conditions.

J.  Cllr Tilley had prepared a response to the County Council Complaint procedure questionnaire and the Clerk will forward the recommendations.

K. The resiting of street lamps at the entrance to Howletts Way is to be reviewed when lighting for the Bell Road development is considered.

 

The standard model code of conduct agreed at the meeting on 7th January may be amended by the District Council Standards committee and we should wait for further information from ECDC and CALC.

 

5.  Chairman’s Report

a. The coordinator for Neighbourhood Watch for the village - Gerry Bangs is to be invited to attend a Council meeting

b. Cllr Tilley tabled a list of the Councils’ present commitments.

 

6.  Correspondence 

1. ACRE

Invitation to the Vital Villages Funding Seminar at BVC on 30th April. The Clerk will attend and details are to be sent to the Cresset.

2. CALC.

Handbook - What every Councillor needs to Know  - copy  received and a second one be purchased at a later date.

It was agreed to renewal our subscription to Association of Burial Authorities for 2002

Details of free training for Clerks on an initial scheme for evaluation as outlined in the Rural White Paper.

3. CCC 

Planning Applications determined by the County will now be sent directly to Parishes and not be carried out by the District Council on behalf of the County Council. Further details to follow.

Budget  2002/2003 leaflets explaining the strategy, implications for services and impact on Council tax.  Budget Consultation meetings are continuing.

Planning for Success - explaining Structure Plan procedures - consultation period 11/3/02 until 22/4/02.

Social Services Dept. setting up Local Focus Groups and requested information sent

Draft agenda for the Jointly Funded Minor Highway improvement scheme meeting.

 

4.  ECDC

Poster for Racial Incident Surgeries every Thursday at Ely - displayed

Replacement pages (not relevant to Bottisham) for  East Cambs District Local Plan.

Details for Parish Forum meeting 26th February - proposed agenda. Cllrs McCartney and Walker will attend.

7.  Committee reports

a. Planning

Cllr Tilley reported on a visit by him and Cllr Buchanan to Hilton Park Care Centre concerning the possible extension for 40 additional beds. It was agreed that the Council supported an application in principle on the present site but the owners should be advised that Parish Council had no control over planning decisions.

b.  Environment

Cllr Boal reported that

i. The village pavements have been surveyed by Cllrs and the Clerk will prepare a map to show the worst areas. The Park Estate (Bottisham) Residents’ Association Ltd will conduct their own survey. Meeting is arranged with Stephen Hill (Highways Dept) for 20th February.

ii The seat  for the bus stop in Lode Rd has been installed.

iii.  Cllrs Laister and Tilley will arrange for the removal of the broken Churchyard seat when the weather improves.

vi. Eastern Surgery quote for £185 for cutting back the horse chestnut in the cemetery was agreed.  

v.  Equipment has been repaired and renovated in the children’s play area and the invoice has been received from D Frost.

vi. The laurel hedge within the cemetery was removed today. Letters had been received from Mrs Dix and the Woodward family objecting to its removal. Mr Chris Woodward attended the meeting to register his deep disappointment  at  the lack of sensitivity in removing the hedge. It was agreed that the Council had had to make a decision to provide further grave spaces within the village and this action had been approved by the Council. It was accepted that notices should have been displayed stating when work was to commence and that relatives should have been personally informed. It was agreed that a meeting of the Cemetery committee would be arranged regarding possible landscaping. Mr Woodward would receive a written response to his letter within 72 hours.

 

c. Finance.

Anglian Water had sent an invoice for £191.57 for the period 13th July 2001 and 10th January 2002 showing the volume of water used as 263 cubic metres. The Clerk had written explaining that normal usage was 1 cubic metres and a claim for wastage had been made.

 

d. Meadow and Woodland Project.

Stephen Morgan as owner of the land had decided not to sell to the Council. Cllr Leake had contacted ECDC and Geoffrey Hall the Principal Forward Planning Officer had outlined the position in that planning approval for development of this site would be restricted to agricultural or recreational usage only. The Clerk would contact Mr Morgan with a copy of the letter asking him to reconsider his decision. The tree Officer will visit the site to check whether Tree Preservation orders should be made in this area. Mr Morgan is to be asked to fence the area in due course. Cllr Walker has spoken to the Philip Clark at CCC for his advice as to whether the Right to Roam Act provisions could be applied. This is possible in theory but we would need to prove a need for public access. The Clerk will contact the Countryside Agency of the position. The working party is now in abeyance.

 

e.  Cemetery Committee  matters had been dealt with under environment.
