BOTTISHAM PARISH COUNCIL 02/05                                       UNCONFIRMED

 

Simon Edwards the architect, Paul Bonnett and Mark Osbourne representing Hereward Housing and Michael Broughton from Methodist Homes for the Aged explained a proposed planning application for Queens Court Residential Home. Detailed plans for a 16 bedroom two storey building to replace the two bungalows previously used by Social services, an additional 6 bedroom block to the rear of the site, refurbishment to the kitchen area and lobby and the provision of a central courtyard were displayed and explained. Additional parking would be provided and a service road to the kitchen area. The plans were considered to be acceptable and it was agreed that the residential home was in urgent need of freshening up both internally and externally but there were reservations on the parking problems envisaged for Downing Close. The application will shortly be submitted on its own merits but it was agreed that Hereward Housing would try to find additional parking near the site on land that it owns.

 

MINUTES OF COUNCIL MEETING - VILLAGE COLLEGE – 7th February 2005

 

PRESENT - Cllrs Astill, Buchanan, Boal, Bryant, E Clark, Morris, O’Dell, San Vicente and Tilley (Chairman) attended. County Cllr Fitch and District Cllr Leake attended for part of the meeting. PC Tony Payne also attended

 

1.   APOLOGIES were received from Cllrs Bailey and N Clarke and District Cllr McLean. Neal Young a villager also sent apologies.

 

2.    MINUTES. The minutes of the meeting held on 10th January were corrected under item 2 to change the date from 1st November to 6th December and then agreed and signed.

 

3.   MATTERS ARISING

a. PC Tony Payne gave an up-date of the past few months. He had been involved with Police operation in Ely concerning Class A drugs and apologized that he had not been in the village on many occasions in the last 4 weeks. There was now an action plan in place, additional police resources including a dog handler had been on patrol and youngsters had been apprehended and letters sent to their parents. Groups had been moved away from several sites and certain private addresses. It was noted that not all miscreants were local children.  He will be starting a new shift pattern in April that should improve the hours he is available to walk the village.

He expressed his support for the partnership scheme for dealing with anti-social behaviour outlined by Brian Tully at our last meeting.

Crimes or anti-social behaviour should be reported to the Police in the first instance and suggested that the Peterborough phone number 0845 456 456 4 be used to report any incident. Details will be included in the Cresset.

Cllr Tilley thanked PC Payne for attending and stated that the Council and members of the community appreciated his involvement and the fact that he was known to many by name. The Council promised support and hoped that he would be able to attend further meetings on an occasional basis.

He will advise the Clerk of the date of the next Hereward Housing/Police Surgery Mobile Van visit to Bottisham.

 

 

 

 

 

b.   It was agreed that Cllrs Buchanan and Tilley would obtain information to identify needs and areas suitable for shared equity starter homes in Bottisham and would hold a meeting on Thursday 24th February inviting all Cllrs for a brainstorming session. This could prepare the way for setting up a Charitable Land Trust where Councils and local landowners worked together to provide homes for local people.

c. Stephen Clements from ECDC will attend the March meeting to explain the proposed pilot scheme whereby there would be alternate weekly collections, one week collecting residual waste in the black sack and in the next week, using the same vehicles, to collect the green waste (bottles, cans and garden waste).  It may only involve part of the village.

 

4.   CHAIRMAN’S REPORT

a. Cllr Tilley apologized that he was unable to attend the Ely Police Sector Consultation evening on 27th January.

b.  It was agreed that Cllrs Buchanan, E Clark and Tilley would form a Personnel Committee to consider the appointment of a new Parish Clerk from 1st August. Information will be obtained from CALC and Cllr Tilley will attend a meeting on 8th March arranged by CALC to discuss the New National Agreement Model contract for Clerks. An advertisement will be placed in the CALC Bulletin.

 

6.  REPORTS OF COUNTY AND DISTRICT COUNCILLORS.

The MP’s briefing paper for CCC circulated with the agenda was noted and accepted.

County Cllr Fitch stated that the County Council Tax rate would be increased by 4% for 2005/06. This would involve cutbacks in services including road maintenance programmes and the education, heritage and library service.

There had been good coverage in the Newmarket Journal on the excellent Ofsted Report, the recognition as one of the top 46 secondary schools in the country and the receipt of Specialist School status by Bottisham Village College. The new Warden, Kate Evans, had settled in well and a new Deputy Head would be appointed shortly to start in September.

 

The written District Council report was noted and accepted.

Cllr Leake reiterated the importance of the discussions regarding the Local Development Framework.

Publicity is awaited for the Safe, Well and Warm Surgery arranged for 25th February.

 

The County and District Cllr then left the meeting.

 

7.  CORRESPONDENCE

Correspondence as listed to 31st January was noted.

 

It was agreed that we would not ask a representative of the Standards committee to attend a meeting to explain the Register of Interests, Gifts and Hospitality.

8.  COMMITTEE REPORTS

 

a.   PLANNING.

The report circulated with the agenda was adopted.

a. It was regretted that ECDC had not placed a condition regarding times of work on application 04/0148/FUL 19 Pound Close as requested in our returned comments.

b.  There was continued concerned regarding the procedures used by ECDC in allocating street names. Our suggestions re names for Wisbeach Close had been totally ignored. A letter will be sent to ECDC

c.   The house built under application 04/00280/FUL -  18 Lode Rd will be numbered

1A Arber Close.

 

b.  ENVIRONMENT AND CEMETERY.

The unconfirmed minutes of the meeting on 12th January and post-meeting note circulated with the agenda were adopted.

 

a. A meeting is still to be arranged by Cllrs N Clarke, San Vicente and Tilley to discuss cemetery policy.

We have re-joined the Association of Burial Authorities.

The Architect for Holy Trinity Church has suggested that the Parish Council and not the Parochial Church Council is responsible for the upkeep of the mediaeval boundary walls. The Clerk will write to Reverend Lewis to ask him to provide evidence to show the date that the churchyard area was closed and that at the time they invoked the option available to them for responsibility for the boundary walls to be passed to the Parish Council.

The Prospects Trust will be asked not to remove any more ivy from the boundary walls.

b. The Prospects Trust have collected the holly and yew trees from Mr Laister’s garden and Cllr O’Dell will oversee the planting of them in the cemetery hedge.

 

 

d. It was agreed to submit a bid totaling £400 under the Parish Paths Partnership Scheme to clear and rehabilitate the new right of way from the High St to Cedar close, ongoing clearance of the path from the Golden Ball to the A1303 and repair of broken stile on the footpath to Swaffham Bulbeck.

 

c.  FINANCE

Cllr E Clark will contact CALC concerning unallocated reserves held by councils as outlined in the January Bulletin

 

9.  NOTIFIED BUSINESS

Cllr O’Dell suggested that a letter of thanks should be sent to the Directors of Ranks Garage following the closure of their business. This was agreed and noted that thanks should be given to all involved in the garage over the last 48 years. An item would be included in the Cresset report to encourage villagers to use local facilities Use it or Lose it.
