BOTTISHAM PARISH COUNCIL 02/07

 

MINUTES OF BOTTISHAM PARISH COUNCIL MEETING

 

Held on Monday 5th February 2007 in the Round Room at Bottisham Village College commencing at 7.30pm.

 

PRESENT:

Chair:  Cllr Buchanan.  Cllr’s Astill, Boal, Bryant, Clark, Morris and O’Dell.  District Cllr Leake and McLean also attended for part of the meeting.

 

10.       APOLOGIES:

Apologies were received from Cllr’s Bailey, Banks, San Vicente and Tilley and also from County Councillor Shuter.

 

11.       MINUTES OF LAST MEETING (8TH JANUARY 2007):

These were agreed and signed.

 

12.       MATTERS ARISING:

a)  ‘Here to Help’ Stall at British Legion 14th February 2007

Cllr Buchanan confirmed that herself and Cllr Tilley will be representing the Parish Council at this event.  It will run from 1-4pm and Cllr Buchanan encouraged those councilors who could to come along at some point in the afternoon. 

 

b)  Alternate Week Recycling and Waste Collections

D/Cllr Leake reported that the recent roadshows had been incredibly well attended and had proved successful with residents giving their support to the scheme.  Martyn Stacey had been concerned about getting ‘tiger’ bags for nappies to those who needed them.  Due to the Data Protection Act he had been unable to get information on which homes in the area had young families.  D/Cllr Leake has a supply of the bags at home.  Cllr’s suggested mentioning this in the cresset report and also letting the Mother and Baby Clinic know.

 

c)  East Cambs Independent Remuneration Panel – Payments of Allowances to Parish Councillors

A report had been previously circulated.  Cllr Clark felt that it might not be appropriate at present to make payments to councillors but this could be something for the future.  Voluntary organizations such as Parish Council struggle for membership due to people’s commitments at work and home and an honorarium payment may encourage people to join Parish Council in the future.  Cllr’s agreed that after the elections in May new parish councillors should be made aware of this.

 

d)  Report on the Bottisham Gardening Competition

Cllr Buchanan and Bryant met with representatives from the Gardening Club and circulated a report.  This confirmed that there will be 3 awards from front gardens, containers and business premises.  There will be 3 judges – one from the Gardening Club, one from Parish Council and one independent.  Judging will take place in the week ending 21st July and the awards will be announced at the Annual Show on 11th August.  A prize of a £25 gift voucher for each award was suggested which was acceptable to Cllr Clark.  Cllr Bryant has done some publicity posters.  She suggested asking Red 2 Green if they would be prepared to put flowers in public places such as the Triangle and area outside the Church for some publicity. 

ACTION – Clerk to contact Red 2 Green

 

13.       REPORTS OF COUNTY AND DISTRICT COUNCILLORS:

There were some items which Cllr Buchanan wanted to discuss with C/Cllr Shuter and she asked the clerk to e-mail him.  She had recently had 2 phone calls from Shire Hall with enquiries that could easily be obtained from the County or East Cambs.  Cllr Bryant was also concerned that County Councillors telephone numbers were now 0845 numbers.  D/Cllr Leake felt sure that this should not make a difference and they were treated as local calls.  A report from East Cambs District Council had been circulated with the agenda.

ACTION – Clerk to contact C/Cllr Shuter

 

Cllr Buchanan discussed the recent letter that had gone to residents living at Lode Road concerning parking on the grass verge.  The clerk had received several phone calls regarding this matter.  Residents had reported that the car park behind their homes was not lit and had become a dumping ground.  She suggested that the D/Cllr’s look at the car park with her and report back to the next meeting.

ACTION – Car Park to be viewed by Cllr Buchanan and D/Cllr’s

 

Cllr Buchanan questioned the Employment Sites Survey she had received as several businesses had not been included and D/Cllr Leake informed her of the person to contact.

 

The clerk had circulated an e-mail from D/Cllr McLean with reference to a proposed visit to Donarbon.  A date was agreed at the meeting of Tuesday 27th March 10am.  D/Cllr McLean will check this date is acceptable to Donarbon and let the clerk know.  He suggested a report in the cresset after the event would be informative to residents.

 

Cllr Boal queried if there have been any developments regarding the Lodestar Festival.  D/Cllr’s have had no feedback from the last meeting.

 

D/Cllr’s Leake and McLean then left the meeting.

 

14.       CORRESPONDENCE:

Correspondence as listed to 30th January was noted.

The clerk circulated the CALC bulletin to all present and pointed out an article recommending that ‘Items for the Next Agenda’ should be used instead of ‘Any Other Business’ on the agenda.  This will be adopted in future.

 

Paul Butcher had confirmed with the clerk by e-mail that he is looking in on the developments at Queens Court and Beechwood Avenue and will ensure that the pavements and highway are made good before the builders left the sites.

 

Cllr Buchanan thanked Cllr Astill for chopping and disposing of the tree that had fallen over in the pathway behind Maple Close.

 

The resident of 101 Beechwood Avenue was concerned about the telephone wires outside her home which were becoming entwined in a tree and could be in a dangerous position.  The clerk was asked to write to British Telecom.

ACTION – Clerk to write to BT

 

15.       COMMITTEE REPORTS:

A)  PLANNING

Applications as on the agenda were discussed.  Cllr Clark queried any developments with the Tunbridge Lane site.  Cllr Buchanan confirmed she has written to John Green, the landowner concerning the footpath and is waiting for a reply.

 

B)  ENVIRONMENT

1.  Environment Meeting Minutes 17th January 2007

The clerk confirmed that a letter has been sent to Highways concerning the pathways throughout the village.  Cllr Boal has spoken with David Frost and he will begin work on the A1303 bus shelter towards the end of the month.  Cllr Buchanan also asked the clerk to contact the local PCSO concerning motorcycling on the grassland over the bridge which crosses the A14.

ACTION – Clerk to contact PCSO

 

2.  Litter Bin Outside of School

There have been problems with this particular bin as Cleanaway insist it does not belong to them and they do not empty it.  The clerk has made enquiries with the Primary School and the Residents Association who do not own it although it is being emptied by someone.  However, it is often overflowing and is used by dog walkers for disposing of the litter.  Residents have been concerned what will happen once fortnightly waste disposal starts.  The caretaker of the school has often complained about this bin and Parish Council felt that it may be an idea to remove the bin altogether.  The clerk will write via the Cresset asking people not to dispose of animal excrement in this bin and suggesting that the bin may be removed.  Maybe someone may then come forward to claim ownership of the bin.

 

C)  CEMETERY AND CHURCHYARD

The clerk had received a complaint from Mr John Hutchinson that day concerning a variety of issues which he had concerns about in the cemetery.  Cllr Buchanan berated the Cemetery Committee as a whole including herself as a member of the committee for not tackling issues.  Cllr Buchanan will have a meeting with Cllr O’Dell to discuss the way forward and will report back to Mr Hutchinson.  Cllr O’Dell will check the latest tree work before the clerk sends payment to Eastern Tree Surgery.  Cllr Buchanan suggested that the Terms of Reference for both Cemetery and Environment should be adjusted to make sure that once tree surgery had taken place a member of the committee checked the work had been completed satisfactorily.  All Cemetery meetings needed to be minuted by Cllr O’Dell and placed on the website.  She also suggested that a rota system should be formed whereby committee members walked round the cemetery once a fortnight checking gravestones are safe, trees etc.  This will be discussed at the next Cemetery meeting.

ACTION – Cllr O’Dell to check tree work at cemetery

 

D)  FINANCE

There were no items to discuss.

 

16.       NOTIFIED BUSINESS:

a)  Village Plan

Cllr Buchanan recommended getting some paperwork together and circulating and Cllr Clark suggested this could be done by the Planning Committee over time.  Cllr Bryant agreed that there was merit in deciding where in the village we want development to take place and where we do not.  It was decided to look at this in more detail after the elections in May.

 

b)  Allotments

Cllr Bryant has been assessing the need for allotments in the village and has been making plans for the future.  She has identified prospective areas in the village and will be approaching local landowners with a view to renting some land, which could also possibly be used as a second cemetery.  She will keep Parish Council informed of any progress.

NOTE:  Cllr Buchanan apologized as she has now found the tree survey which she had been looking for.
