FINANCE REPORT

 

At the meeting on 22nd April                                   

a. The Bank Mandate form was completed. 2 signatures from Chairman (Cllr Tilley), Vice-Chairman (Cllr Buchanan), Finance Committee Chairman (Cllr Clark), Environment Committee Chairman (Cllr Boal) and member of the Finance Committee (Cllr Clarke).

b.   The Model 2 Draft Financial Regulations were adopted to replace the Regulations currently in use. A copy is attached  - for confirmation by full Council.

c.  Travelling expenses for Cllrs will be 25p per mile as from 21st April 2004.

d.  It was agreed unanimously to adopt the terms of reference prepared by the Chairman.  See below

e.  Insurance Policy renewal papers were passed to Cllr Clark for consideration before the May Council Meeting. Renewal date is 1st June 2004.

f.   The date of Audit for the year to 31st March 2004 is 1st July.

A copy of the accounts supporting papers for the year ended 31st March 2004 was passed to the Chairman.

The Clerk will complete the Annual Return and arrange a meeting in May for the Internal Auditor (Alan Fair) to make his report. (Monday 17th May).

The Statement of Assurance to be completed by the Council was considered. Cllrs Clark and Clarke will prepare a risk assessment policy in accordance with Section 5 for the current year. We will need to answer no to this section for the year to 31st March 2004. The Annual return needs to be agreed at the Council Meeting on 7th June.

g.  It was agreed that a full check of accounting procedures should be made twice a year 31st October prior to the budget making meeting and 31st March - end of year.

h.  It was agreed that the statement of assets for 2004/05 should be revised by writing down the value of assets and not maintaining the present system of reporting assets at cost.

i.   Cemetery Charges are to be reviewed at the next meeting. Increases will be necessary in view of the lack of available spaces and the use of burial plots for cremated remains.

TERMS OF REFERENCE FOR THE FINANCE COMMITTEE

 

1 The function of the Committee shall be to manage the Financial Affairs of the Parish Council in accordance with Standing Orders.

 

2. The Financial Affairs of the Parish Council will be conducted in accordance with the Financial Regulations as adopted by the Parish Council.

 

3. The Committee will consider applications for payments of grants under S137 and make appropriate recommendations to the Parish Council

 

4. The Committee will be responsible for the setting of all charges.
