Alan Dover from East Cambridgeshire District Council will be attending the meeting to answer some questions regarding the Tunbridge Lane development (Attachment 1).

MINUTES OF BOTTISHAM PARISH COUNCIL MEETING

Held on Monday 9 January 2006 at the Round Room, Bottisham Village College

 

PRESENT:

Chair: Cllr Tilley.  Cllr’s Astill, Banks, Boal, Bryant, Buchanan, Clark and Morris.

County Councillor Shuter and District Councillors Leake and McLean attended for part of the meeting.

 

1.         APOLOGIES FOR ABSENCE:

Received from Cllr’s Bailey, O’Dell and San Vicente. 

 

Alan Dover from East Cambs District Council Planning Department was unable to attend the meeting but will be attending in February.  Cllr Tilley circulated copies of an e-mail that he has sent to Mr Dover in relation to concerns over the Tunbridge Lane development.

 

2.         MINUTES OF THE LAST MEETING:

Minutes from the meeting held on 5 December 2005 were agreed and signed.

 

3.         MATTERS ARISING:

D/Cllr Leake queried an item under Planning (7a) which referred to alterations to the local shop.  The last planning application submitted was in 1998.  Work was started  so, although the application was several years ago it is still valid as once work has started the 5 year limit, now reduced to 3 does not apply.

 

Also under Planning  (7a), Cllr Buchanan has spoken with  Sue Finlayson at East Cambs District Council with regard to affordable housing.  Cllr Buchanan informed her that this item hasn’t been discussed at a Parish Meeting as Hastoe Housing Association had gone straight to ECDC without consulting Parish Council.  Cllr Tilley has spoken with Andrew Budden of Hastoe asking him to follow up with the National Trust about setting up a Community Land Trust off Lode Road.  We are awaiting a reply.

 

4.         REPORTS OF COUNTY & DISTRICT COUNCILLORS:

The County Council are out to consultation on proposed council tax increases of 4/5/6%.  5% will mean substantial cuts of approximately 12 million.  Cllr Buchanan questioned the effectiveness of the leaflet produced by the County Council on their budget.  She stated that this was not positive reading.  It was being distributed to members of the public who want value for money.  C/Cllr Shuter said the leaflet was giving the facts straight.  There was a discussion on the problems of how the government calculates how much money they will give each Council and on capping. 

 

Cllr Tilley added that a letter had been received from David Groom stating that next financial year they will only pay a grant for 4 village grass cuts instead of 5.  Cllr Tilley read out a letter from Andrew Tipple at Highways informing us that there would be no money in the foreseeable future for footpath maintenance, something we have been asking for on the Park Estate for several years, although urgent repairs would be carried out when required.

 

D/Cllr Leake has been briefed by the Strategic Development Committee on the introduction of the governments Planning Gain Settlement.  She has some concerns which were discussed and she will report back to Parish Council when more details are available.

 

East Cambs District Council are out to consultation on Planning Policy 3.  Some details of this include the suggestion that local decisions are taken at a higher level and that planning appeals should be speeded up. 

 

There was a discussion on Neighbourhood Panels.  The panel would be made up of 12 people consisting of different partners across the district i.e. police, district, county and parish councils, health and other services.  Obviously these could not be run in every village but there were options of having 2 or 4 panels in East Cambs.  This will be discussed at a meeting towards the end of January which Cllr Buchanan will be attending.  Insp Gallop had reported that there will be 300 new Police Community Support Officers recruited in Cambridgeshire.

 

C/Cllr Shuter and D/Cllr’s Leake and McLean left the meeting.

Cllr Bryant queried a planning application for tree removal at 24 Peacock Drive.  These documents seem to be generated when a tree surgeon removes a tree and then notifies ECDC. It was requested that the clerk contact D/Cllr Leake to ask her if this is something else that the District Council is now required to do.

ACTION: Clerk to contact D/Cllr Leake

 

Cllr Tilley had received a letter from Balsham Parish Council informing us that there was an application for a wind farm at West Wratting and that this would be visible from certain areas of the parish.

 

5.         COMMITTEE REPORTS:

a)      PLANNING

Cllr Buchanan updated the meeting on applications that were discussed at a recent planning meeting.  A document had been circulated prior to the meeting.

 

28 Lode Road

Dormer windows – no objections.

 

40 High Street

Most neighbours who are affected have now seen the plans. They are mostly concerned over tree/tree roots and road access to dwellings as well as screening and privacy for bedroom windows.

 

69 Beechwood Avenue

This is the second application sent in.  The plans have been revised.  Although there were some queries over access there were no objections to the plans.

 

Cllr Buchanan proposed to the meeting that she reply to the Planning Dept that there were no objections to the applications adding on comments as discussed.  This was seconded by Cllr Tilley.

 

16/17 Pound Close

This was an application that had come in after the Planning Committee’s meeting and Cllr Buchanan was bringing it to Parish Council to discuss.  This was a back land development of 2 properties.  There were no details only a siting diagram.  Cllr Buchanan recommended that a decision cannot be made until we knew how many dwellings there would be.  There were also concerns over access to the property.

 

Approval had come through for 139 High Street but there were planning conditions.  There was also a discussion on the 2004 application for the Tunbridge Lane development.

 

Cllr Tilley informed the meeting that Andrew Tipple of the County Council had verbally said that the land at the front of the Arber Close development was part of the land sold to the developer and now belongs to the landowner. This was still not thought to be correct and it was agreed that the clerk should follow this up by letter.

ACTION:  Clerk to write letter

 

b)      ENVIRONMENT & CEMETERY


Cllr Tilley stated that there were some trees in the village that needed work by Eastern Tree Surgery.  There were some trees by the British Legion that Cllr O’Dell was aware of and also the hedge running alongside the cemetery needed some self seeded trees removed.

ACTION:  Clerk to contact Cllr O’Dell

 

It was noted that the right of way off the High Street at the back of Cedar Walk has still not been cleared.  The County Council gave a commitment to this being done some time ago and it was asked that the clerk write a letter in consultation with Cllr Astill asking them to make sure this is done.

ACTION:  Clerk to write letter

 

Cllr Astill informed the meeting that the new kissing gate has been installed on pathway 2 off of Tunbridge Lane towards Swaffham Bulbeck.

 

It was noticed that the wooden bus shelter has not yet been repaired.

ACTION:  Clerk to contact David Frost again.

 

There was a discussion on grass cutting.  Mr Bugg had sent in a map of the areas that he cuts but some Cllr’s insisted they had seen him cutting other areas which were not marked on the map and there was concern that we were paying for him cutting private land.  It was suggested that Cllr O’Dell, who is head of the Environment Committee contact Mr Bugg and suggest a walk around the village looking at areas that he cuts.  This will be discussed at the next Environment Committee which is on January 18th.

ACTION:  Cllr O’Dell to make contact with Mr Bugg.

 

c)      FINANCE

The Finance Committee met last week to discuss S137 applications that had been received.  Cllr Clark reported that there had been 9 applications.  After careful consideration it was decided to distribute the money between:-

 

Bottisham Cricket Club £ 400

Bottisham Library Art Club       £ 250

Bottisham Gardening Club        £ 100

Bottisham Football Club           £1000

 

Cllr Tilley proposed that this be accepted and this was seconded by Cllr Astill.

 

6.         NOTIFIED BUSINESS:

Cllr Bryant queried whether the church being run in the scout hut on Sunday afternoons required a licence.  There were no planning requirements but it was agreed that the clerk should contact D/Cllr Leake for her opinion.
