BOTTISHAM PARISH COUNCIL 1/02

 

Minutes of Council Meeting held in the Village College -7th January 2002

 

Present -   Councillors Astill, Bryant, Buchanan, Laister, McCartney, O’Dell, Rayment, Tilley and Walker. Cllr Buchanan chaired the meeting. Cllr Fitch attended. Cllr Astill was welcomed to the Council and signed his declaration of acceptance of office.

1.   Apologies. Cllrs Boal and Leake due to illness.

2.  Minutes of the  meeting held on 3rd December were agreed and signed. Cllr Bryant had sent retrospective apologies.

3. Reports of County and District Councillors.

Cllr Fitch presented his County Council report.

a. County Council Tax is set to rise 9.3% for 2002/2003. Cambridgeshire is the lowest funded County.

b.  A questionnaire concerning the Councils’ handling of complaints is to be copied to Cllrs for a Parish Council response to be discussed at the February meeting.

c.  Anyone born on 6th February 2002 can apply to attend the Royal Garden Party in June .

d.  Gritting of roads has been done almost daily since November and all A and B roads and some C roads have been kept clear. It was agreed that the Clerk would write requesting  that Beechwood Ave be gritted as the school buses use this route.

e.  It is unlikely that the footpath along the A1303 will be included in the Jointly Funded Minor Highway Improvement Scheme for 2002/2003. It could be that we have sought funding from the wrong budget as this is an environmental issue not a safety one.

f.  There was a 65% increase in calls to Emergency Services over the Christmas/ New Year Period.

g.  Improvements to the A1303/Bell Rd junction are not expected as the safety record is still good.

Cllr Fitch was asked to provide details for the February meeting concerning the initial cost, future maintenance charges and the estimated usage of the Cycle Route from Quy to Bell Rd.

Cllr Leake had provided a written report which was tabled.

a. She reported that the Primary Care Trust merger with Fenland has been approved. There will be a new organisation to reflect the two differing areas and details are awaited.

b.  Best Value review of Grants was approved as ‘good’ with ‘excellent prospects for improvement’.

c.  Central Government has awarded a grant of £400,000 over 2 years to fund continuing progress in the development of e-government.

d.  Details of housing advice sessions by East Cambs Housing Officers were given.

Cllr Fitch reported that recent reports show that 52% of crimes per 1000 have been recorded in East Cambridgeshire compared with 71% in the County.

4. Matters Arising

A.  An invoice is awaited for the re-surfacing outside 2, 4 and 6 High St. There have been no comments from villagers and Cllr Tilley has confirmed that the covering is 6mm deep.

B.  The S106 agreement was signed in December and the conversion of the store in Howletts Way to garages can take place when plans are received.

C. The Leasing agreement for a 99 year lease has been signed for the building of Affordable Housing in Bell Road. Work should commence in January. Andrew Budden from Hastoe Housing Association will be invited to the March meeting to discuss  landscaping of the entrance to the site from Bell Road.

D. The Primary School warning signs are still on order. The order has been placed for flashing lights at the Village College. The posts at the junction of Tunbridge Lane and Lode Road have been replaced and reflector lights are expected soon. It was agreed that full details of fixtures and fittings are to be shown on future plans for alteration. Road markings will be painted when  weather permits.

E 5 oak posts (we ordered 3) have been placed on the Triangle. The metal posts have not been removed and continue to act as a deterrent to indiscriminate parking.

F. Papers relating to the Parish Plan are now with Cllr Tilley. The Countryside Agency suggest we make a claim before 31st March 2001. We can claim an advance of 50% of projected costs. The detailed information pack should be ready in the New Year.

G. Cambridge County Council have recommended the sites at Oakington and Longstation for future development of a new town. The proposed site at Six Mile Bottom was the least favoured site but we must be vigilant that this project is not re-opened and on developments planned for the East of Cambridge City.

H. There were no suggestions from villagers concerning Golden Jubilee Celebrations. It was suggested that we could provide each child under 11 years old on 3rd June 2002 with a commemorative mug or coin and this will be an Agenda item in February.

I.  Inspector David Howell advised that the 2002/2003 Police Information newsletter will be circulated in Bottisham and the Clerk will request a copy of the 2001/2002 paper and details of the scheme for Cllrs and County Cllr Fitch to accompany a Police Officer on Patrol.

J. A letter will be sent to Anglian Water for an update on the survey of infiltration issues in the High Street and Lode Road and any proposed action.

K.  A date is still to be fixed for Ray Harding to attend a meeting to discuss the costs involved with CCTV cameras possibly available from Ely car parks in late 2002.

L.  John Harris and Laurie Van Someren are hosting a public meeting on 22nd January to discuss the possibility of new broadband technology for Bottisham to provide internet and video services.

M. It was agreed to purchase the new handbook from CALC which has the information covered in Parish Council Training Courses

N. The Clerk has written to the Review Manager stating our objection to the change suggested for Bottisham Ward and copies of letters from Cllr Fitch and Leake are held.

O. It was agreed to use the standard model code of conduct as a basis for our code which needs to be completed by May 2002.

 

5.  Chairman’s Report

a.  The 2 lower panels knocked out from the new bus shelter on the A1303 should be repaired this week. This vandalism will be mentioned in the Cresset. If there is future damage It may be necessary to replace the glass with solid panels.

b.  The Clerk will write to Mr Hutchinson thanking him for spreading the salt in Downing Close.

c. The Clerk will write to Dr Stewart following his recent retirement from Bottisham Surgery.

6.  Correspondence 

1. CALC.

The December Bulletin was circulated with the agenda

Cllrs Tilley and Walker and the Clerk will attend a Special Parish Forum on Quality Councils on 14th January at East Cambs District Council Offices.

Golden Jubilee Summer Party Booklet passed to Cllr Laister and Cllr Buchanan.

Details were given of the Councillors Workshop on 9th February at Huntingdon.

The Handbook - What every Councillor needs to Know costing  £15 is to be ordered.

2. CCC Parish Paths Partnership (PP3) Annual Report 2000/2001, Bulletin Autumn 2001 and Application forms for 2002/2003 have been passed to Cllr Boal.

Cambs and Peterborough Structure Plan Review  Bulletin is to be included in the Cresset.

The Highways and Engineering Division has been restructured and the new Network manager for South and East Cambridgeshire is Mark Kemp 01223 833717

3 DTLR (Dept for Transport, Local Government and the Regions)

Green Spaces ‘Better Places’ Interim report  was circulated with the Agendas.

Local Government Declaration of Acceptance of Office Order for use when local code of conduct adopted was noted.

Leaflet ‘Strong Local leadership, Quality Public Services’, Way Forward for Parishes to Cllr Buchanan

4. ECDC

East Cambs Community Partnership  Crime and Disorder Audit passed to Cllr Buchanan

A request for a Protected Roadside Verge Warden will be included in the Cresset

Cambridge Dial-a Ride service details passed to the Cresset

Amendment to the Leaflet on Public Speaking on Planning Applications - Deadline now 5pm on the Tuesday before the meeting. Leaflet has been copied for Planning Committee members.

7.  Committee reports

a. Planning

No applications received

b.  Environment

Cllr Boal had provided a written report which was tabled.

i. The village pavements are to be surveyed and the Clerk will advise the area to be considered by each Cllr. The Park Estate (Bottisham) Residents’ Association Ltd will conduct their own survey on behalf of the Council and a meeting will be arranged with Stephen Hill (Highways Dept) in February.

ii. Mr Seakins has not replied to the Council’s letter about the overgrown tree in his front garden. His concerns about his path will be dealt with under (I) above.

iii The seat  for the bus stop in Lode Rd opposite the Village College has been ordered from Marmax Ltd and will be delivered to David Frost. Mr Rank would like the seat to be placed in front of the telegraph pole.

iv.  The Parochial Church Council state that the broken seat in the Churchyard was provided by the Parish Council. Cllrs Laister and Tilley will arrange for its removal.

v.  The Tree Officer has examined the horse chestnut in the cemetery and Eastern Tree Surgery are providing a quote for the removal of dead wood. The tree is not considered to be dangerous.  

vi.  The sign in the children’s play area which is badly damaged is to be removed. The sand or bark  to replenish one of the areas is to be ordered by the Primary School.

v. Mr Mugridge who was responsible for the A1303/Bell Road improvement scheme has offered £75 for the replacement of damaged daffodil bulbs.

vi. Mr Bugg will start work soon in  removing the  laurel hedge in the cemetery.

vii. Additional sand bins were requested for Tunbridge Lane near the Pightle and for Jenyns Close

viii.  Additional street lighting is requested for the Junction of Howlett Way and Bell Rd.

c. Finance..

d. Meadow and Woodland Project.

A reply to our letters of 21st November and 12th December is awaited from the solicitors concerning our offer of £12000 for purchase of the land and a further reminder will be sent. Cllr Walker will speak to the County Council about permissive access from the rear of the site to the centre of the village.

e.  Cemetery Committee

8.  Notified business.

The Clerk will contact Highways Department for repair of the damaged drain at the entrance for buses at the Village College.
