BOTTISHAM PARISH COUNCIL 1/04

 

Two villagers, together with a representative wished to make the Council aware that the low cost housing opportunities provided by the block of flats at Arber Close is being lost. They have been given 2 months notice to leave their properties so that the flats can be sold on the open market.

They are experiencing great difficulties in finding alternative rented or affordable housing in Bottisham where both they and their husbands are employed and where they wish to live. Whilst the Parish Council has no powers in the provision of housing, Cllr McLean and the Chairman offered support, help and advice.

 

Minutes of Council Meeting held in the Village College – 5th January 2004

 

Present - Cllrs Astill, Boal, Bryant, Buchanan, Clark, Laister, McCartney, O’Dell, Tilley (Chairman). County Cllr Fitch and District Cllr McLean attended for part of the meeting.

 

1.  Apologies were received from District Cllr Leake, Cllr Clarke and Cllr Walker who is in hospital

 

2.  Minutes of the meeting of 1st December were agreed and signed after the names of those present was amended to show Cllr Mclean as a “District’ not “County” Cllr.

3.   Matters Arising

Thanks were expressed to Rosemary Tilley for the secretarial work she did during the Clerk’s holiday.

4. Funding for Community Police Support Officers

It was agreed that the Service Level Agreement (SLA) should be prepared by the Constabulary and made available before the Council could consider this scheme. Concerns were raised about the cost implications (it was viewed as double taxation), the funding from the Home Office was only guaranteed until March 2006. The size of the area has greatly increased now that we are linked with the Cheveley Beat. The powers as outlined in the background papers reflected more on traffic offences than the anti-social behaviour problems we have. A public meeting will be held before any decision is made. The Clerk will contact ECDC and the adjoining parishes to investigate any likely partnerships.

 

5.  Chairman’s Report

None - included in the agenda.

 

6.  Reports of County and District Councillors.

County Cllr Fitch reported that the Audit Commission considers CCC a ‘good’ authority.

Social Services provision is good for the young but improvements are necessary in the care of the elderly.

Cllrs were urged to complete the public survey commissioned by the Council to gauge the level of support for the proposed 6% increase in the 2004/05 Council budget. The Clerk will obtain further copies for the Library.

Bottisham Village College is preparing a bid to become a Specialist Humanities School and funding is requested from the local community towards the £50,000 necessary.

The County has received a large government grant for recycling services.

Cllr Fitch outlined the proposed funding arrangements for the Fire and Rescue Services that is to become an independent body not reliant on funding from the County Council budget.

 

The District Council Report submitted by Cllr McLean was adopted. He will continue to report on the provision of Broadband within the region. The Clerk will state Council support in the Cresset report for registering an interest under the BT system. Cllr McLean has provided information to Cllr McCartney concerning cost rise comparisons between local government expenditure and other public sector groups.

 

7.  CORRESPONDENCE

Correspondence as listed to 31st December was noted and adopted.

a.   e-mail from villager on several environmental matters was passed to Cllrs Boal and Laister.

b. Audit Commission re questionnaire pre inspection (29/3/04 – 2/4/04) of ECDC Comprehensive Performance Assessment. To be copied for all Cllrs and discussed in February..

c.   Details of a Planning Application Workshop 6th March run by the Campaign to Protect Rural England. Cost £25. Passed to Cllr Buchanan

d.  Cambridgeshire Local Access Forum is a new group formed to provide advice and help to ensure significant and measurable improvements in responsible recreational access to the Countryside. This information will be placed with papers for the Heathway project.

e.  Healthy Living East Cambridgeshire News for December/January.

f.   Invitation to ECDC Parish Forum meeting 16th February. 3 Cllrs will attend.

 

8.  COMMITTEE REPORTS

A.  PLANNING.

Planning notes to 30th December issued with the agenda were adopted. Relevant to these notes it was felt that members of the planning committee have sufficient knowledge of basic planning regulations to enable them to return comments to ECDC ‘We can see no reason to refuse on planning grounds’

The property at 1B Jenyns Close is to be known as Redroof Cottage not Bumble House.

The application for 03/01152/OUT – land North East of 15 Arber Close for a dwelling has been refused.

 

 

B.  ENVIRONMENT

The minutes of the meeting held on 29th December were adopted

 

a. John Richards, responsible for the jointly funded minor improvement scheme has implied that soft traffic calming measures to all 4 entrances to the village could be funded. He is to visit the village (probably during the morning rush hour period) to see the problems at first hand and will make a report for the decision meeting on 19th January.

b.  Bus Shelter A1303 – the panels have been ordered.

c. The Clerk will write to Hastoe Housing (copies to Highways and ECDC Planning Departments and District Cllrs) stating that after 13 months the Council the Bell Road footpath outside the St Peters Field should be reinstated. If reinstatement is not effected within 1 month we will obtain quotations for the work necessary and pass the cost to them for settlement. The Clerk will ask CALC for legal advice on this problem.

d.  Work on the A1303 and Bell Road junction is to commence on 12th January. The Clerk will write to Mr Muggridge, Highways Department to query the rationale behind the installation of the speed de-restriction signs in this area - where we have fought for a long time for safety matters to be addressed.

e. The Clerk has written to David Groom Highways Dept requesting that repair work for the A1303 footpath is included in the 2004/05 budget.

f.   The Prospect Trust has asked for a more formal contract and a planned schedule of work for 2004. The Clerk will check the Financial Regulations in preparing contracts and provide details of work done for environment and cemetery committees in the past 2 years.

 

C. FINANCE

Cllr Clark has prepared a form for those claiming S137 grants. These will be sent to claimants for 2004/05 grants. £4500 has been precepted to cover substantiated claims.

 

D.  CEMETERY

a.  David Frost will be asked to quote for installing the seat in the cemetery.

b. Trees from the CCC Tree and Hedge pack scheme will be delivered to Cllr Laister.  They will be transplanted in the cemetery when they have grown sturdier.

c.   The committee, together with Mr Bugg will look at equipment stored in the cemetery shed. It may be possible to sell unused items.

d.  Cllr Laister will speak to nearby residents who continue to park in front of the Church gates.

e.   The stolen dog fouling sign from the churchyard will not be replaced at the moment.

 

4. YOUTH ACTION GROUP

Cllr Clarke is investigating funding for this project and will report to the February meeting.

There is no planned opening date for the Project at present.
