BOTTISHAM PARISH COUNCIL 01/05                                       UNCONFIRMED

 

MINUTES OF COUNCIL MEETING - VILLAGE COLLEGE – 10th January 2005

 

Prior to the meeting there was a short presentation from Brian Tully, Anti-Social Behaviour Co-ordinator for East Cambs. He explained the various steps involved before an ASBO is served – an order not because of criminal behaviour but for harassment of others and their property. After a group discussion with all interested parties a letter is sent to parents or guardians from the Police, then Parental Control Agreements for younger children or a Contract directly with the offender (each lasting 6 months and regularly checked by the Police and other authorities involved) is issued. There have been 17 Anti-Social Behaviour Contracts (ABC) in the whole Burwell area – 10 offenders have improved their ways and 7 are still under contract. Brian is to send a press release to the village magazines explaining this in more detail. He distributed sample letters and incident report forms.

Mr Tully was thanked by the Chairman and was promised Council Support. It was appreciated that this policy is applied on behalf of the Police allowing them to pursue criminal offenders.

 

PRESENT - Cllrs Astill, Bailey, Boal, Bryant, Morris, O’Dell, San Vicente and Tilley (Chairman) attended. County Cllr Fitch, District Cllr Leake and McLean attended for part of the meeting following a Council meeting in Lode.

 

1.   APOLOGIES were received from Cllrs Buchanan, E Clark and N Clarke.

 

2.    MINUTES. The minutes had been amended since they had been circulated with the agenda to correct the spelling errors under item 5 planning relating to the names of Cllrs Eddie Clark and Nick Clarke. The corrected minutes of the meeting held on 1st November were then agreed and signed.

 

3.   MATTERS ARISING

These were dealt with under specific agenda items.

 

4.   CHAIRMAN’S REPORT

a.   The Chairman highlighted the personal and prejudicial interests that may arise for members of lobby groups, or those who sit on more than one relevant authority, as outlined in the Standards Board Guidance Leaflet of September 2004.

b.  New schemes for dealing with anti-social behaviour had been outlined by Brian Tully as above.  Anti-Social Behaviour will be an agenda item for the February meeting when PC Tony Payne will attend.

c.   It was agreed to form a small working party to consider the setting up of a Charitable Land Trust where Councils and local landowners work together with to identify needs and areas suitable, for affordable housing.  District Cllrs Leake and McLean both wished to join the group. Parish Council and village representatives will be decided at the February meeting. It was noted that there is affordable housing included in the land to be developed in Tunbridge Lane near the new surgery.

 

 

 

d.  It was agreed to invite Stephen Clements from ECDC to the March meeting to explain the proposed trial scheme planned for the late spring/early summer whereby there would be alternate weekly collections, one week collecting residual waste in the black sack and in the next week, using the same vehicles, to collect the green waste (bottles, cans and garden waste).  The Council is interested in taking part in this trial to identify the inevitable challenges and will report in the Cresset asking for resident’s opinions. We could ask Mr Clements to also attend our Annual Meeting on Wednesday 25th May so that we may have a public debate.

 

 6.  REPORTS OF COUNTY AND DISTRICT COUNCILLORS.

County Cllr Fitch reported that the work underway in Great Wilbraham in South Cambridgeshire District Council is not a cycle path but a path being replaced by the Drainage Board. There is no possibility that this could become a cycle route linked with the A1303 footpath that urgently needs attention.

 

a.  Bottisham has not been successful with their 2 bids for 2005/06 under the Jointly Funded Minor Highways Improvement Scheme. Work will be done at Lode cross roads and in Swaffham Bulbeck under this scheme.

b.  The Audit Commission have given Cambridgeshire County Council an excellent Status Report - one of only 8 in the country despite the Social Services Departments large overspend.

c.    The increase in Council Tax is expected to be less than 5% for 2005/06.

 

Cllr Fitch was requested to contact Andrew Tipple Eastern Highways about the delay in   reinstating the path on Bell Rd adjoining St Peters Field. This will be discussed at the Environment Committee meeting on 12th January.

 

The written District Council report was noted and accepted.

Cllr Leake has arranged a Safe, Well and Warm Surgery for 25th February in Bottisham. Publicity for this event will be sent to the Clerk

 

The County and District Cllrs then left the meeting.

8.  COMMITTEE REPORTS

 

a.   PLANNING.

The report circulated with the agenda was adopted.

There are concerns that the showroom at Stocks could result in additional cars parking in the conservation area.

 

b.  ENVIRONMENT AND CEMETERY.

An environment meeting will be held on 12th January.

 

c.  FINANCE

The Budget for 2005/06 and changes to Cemetery and Interment Fees have been displayed on the notice boards.

 

9.  NOTIFIED BUSINESS

None

It was noted that the Council is aware of the Freedom of Information Act 2000 and has adopted the Publication Scheme. A copy is held in the Community Library.

 

A representative from Hereward Housing will attend the meeting on 7th February to discuss a proposed planning application for Queens Court Residential Home.  Briefing papers should be available before the meeting, which will commence at 7.00pm.
