BOTTISHAM PARISH COUNCIL 01/07
MINUTES OF BOTTISHAM PARISH COUNCIL MEETING Held on Monday 8th January 2007 in the Round room at Bottisham Village College commencing at 7.30pm.
Prior to the commencement of the meeting Annette Fontaine from East Cambs District Council came to talk about an event that the East Cambs Local Strategic Partnership was holding on the 14th February at the British Legion. ‘Here to Help’ will bring together organizations such as the Police, Fire Service, Health Service, Citizens Advice Bureau and other voluntary organizations. Residents will be able to come between 1-4pm to meet people and seek help and advice on a variety of subjects. Cllr Tilley enquired as to whether anyone from the County Council will be in attendance and asked if Highways could be invited. D/Cllr Leake suggested inviting the surgery and the Youth Club and Football Association were also suggested. Parish Council enquired as to how the event would be advertised and Annette confirmed that leaflets were being prepared for all householders, posters would be displayed locally and an advertisement would appear in Februarys Cresset.
Liz Knox and Martyn Stacey also attended the meeting to discuss the forthcoming alternate week refuse/recycling collections which has been trialed successfully in other parts of the county. Central government has set a target of reducing refuse to landfill by 2010. Once the target has been reached the District Council would be fined £150 per ton. The target set is to reduce refuse by 75% from figures of waste collected in 1995. At the present rate fines could reach a million pounds which will ultimately be passed on through higher council tax. Cllr Tilley pointed out that this was unfair as East Cambs has spread significantly in population since 1995 but D/Cllr McLean pointed out that this figure had been given to the country as a whole so there were lots of districts that were penalized and the only option was to try to reach the target.
The other target set is to increase recycling by 52% by 2010. Kitchen waste will be taken weekly in either the refuse or recycling bags and there will be separate yellow bags for nappies. An information pack will be sent to each householder detailing when collections will start and answers to frequently asked questions. There will be a roadshow which will be traveling round the village on the weeks prior to commencement. Martyn asked if there were any areas in the village where recycling banks could be placed other than the primary school. He has a meeting with the Scout Leader about putting some banks outside the scout hut, Cllr Buchanan was concerned about parking issues here and Cllr Tilley suggested outside of Hilton Park on a stretch of land owned by the County Council. Cllr Clark reiterated that the scheme would only work if communicated properly to residents and asked that there be an advertisement in the Cresset.
Cllr Clark stated that there seemed to be some confusion over collections over the Christmas Period and Martyn confirmed that over the holiday period priority had to be given to refuse over recycling. Liz confirmed that they will not be limiting the amount of waste or recycling that will be collected although they will be looking at incentives for the future to make people recycle more. Refuse/Recycling collections will start the 9th February and the collection day will change to a Friday.
Annette Fontaine, Liz Knox and Martyn Stacey were thanked for their contribution. The meeting then began.
PRESENT: Chair: Cllr Tilley, Cllr’s Astill, Bailey, Boal, Bryant, Buchanan, Clark, Morris, O’Dell and San Vicente. District Cllr Leake, McLean and C/Cllr Shuter also attended for part of the meeting.
1. APOLOGIES: There were no apologies.
2. MINUTES OF LAST MEETING (4TH DECEMBER): These were agreed and signed.
3. MATTERS ARISING: The clerk confirmed that Eastern Tree Surgery have been instructed to remove the dead tree in the cemetery and to grind out the tree stump at Bradfords Close. She has written to Mr Maxey who offered to contribute towards costs but has not yet had a reply. She has also not yet had a reply from Mr Bugg on the cost of cutting Bell Road, outside St Petersfield.
4. REPORTS OF COUNTY AND DISTRICT COUNCILLORS: C/Cllr Shuter reported on new regulations concerning temporary signs. These will affect village fetes etc. but are aimed at commercial organizations that put signs up on the roads. The Council will take these down and charge these organizations in the future but genuine local events will be looked at differently.
The guided bus is going through towards the west of the county and this could be something to affect East Cambs depending on future development i.e. land at Marshalls.
Cllr Tilley mentioned to C/Cllr Shuter the survey of pavements that Parish Council had completed and would be sending to David Groom and himself. The Parish Council will start lobbying Highways within the next month. Cllr Buchanan asked if the winter maintenance leaflet sent out was cost effective and C/Cllr Shuter confirmed that this was being looked at by the Scrutiny Committee. It was a statutory obligation to get the information out but they will be looking at other ways this could be done to save money.
The District Council circulated a report. The Lodestar festival was discussed as this application has been successful and could be an annual event attracting up to 29,999 people. Cllr Clark expressed an interest in visiting Donarbon Recycling Plant as detailed in the Cresset. Other councillors were also interested and D/Cllr McLean offered to get some dates together and liaise through the clerk.
5. CORRESPONDENCE: Correspondence as listed to 2nd January was noted.
Extra correspondence received from 3rd January 2007:
Funeral fees: £270 Campaign to protect rural England – A Planning Applications Workshop for Parish Cllr’s - passed to Cllr Buchanan Clerks and Councils Direct Hilton Park – copy of detailed plans – passed to Cllr Buchanan Letter from parishioner regarding development site at corner of Beechwood Avenue.
Cllr Tilley asked the clerk to write to Highways asking them to ensure that contractors repair footpaths at site and also site at Queens Court upon completion of work.
6. COMMITTEE REPORTS: A) PLANNING Cllr Buchanan asked Parish Council to consider her approaching John Green regarding the proposed footpath from the Tunbridge Lane site. The Parish Council favour the route through Mulberry Close, the route has to be confirmed before work commences although it may not be in place until first occupation. All were in agreement of Cllr Buchanan and a small delegation of parish councillors meeting with John Green. The meeting discussed the conditions of approval. Cllr Buchanan reiterated that one of the conditions was that work cannot commence until the location of the footpath has been confirmed. The splay and footpath have been included in the conditions and Cllr Tilley thanked D/Cllr’s Leake and McLean for their support. He also thanked C/Cllr Shuter for his help regarding the splay which has to be in place before building work can commence. Cllr Buchanan confirmed that the lengthy site visit and discussion with the District Council Planning Committee had been very worthwhile.
B) ENVIRONMENT: 1. Bus Shelter on A1303 Cllr Boal had received quotes from three different companies. These were for different types of toughened glass, galvanized or stainless steel and for wood paneling. The present fittings would have to be modified to fit the metal at extra cost. Cllr Boal favoured 11mm wood panels at a cost of £400 although there were some concerns as to how the current structure would look with a combination of glass and wood. Cllr Tilley asked that Cllr Boal check the size of the glass panels that are currently insitu and report back to the Environment Committee. A decision had to be reached on whether to go ahead or not and he authorized the Environment Committee to make that decision and spend the money if necessary. ACTION: Environment Committee to discuss at next meeting
2. Pathways Cllr San Vicente circulated the assessment of village paths which all councillors had contributed to. This was discussed and it was agreed that the report would be sent with a covering letter and a collection of photos to the Director of Highways. ACTION: Clerk to send report, letter and photos
3. Grass Cutting on Lode Road verge where vehicles are parked The grass contractor has reported that he is unable to cut the grass verge on Lode Road as vehicles are continually parked here. Cllr Tilley suggested a letter be sent to all residents asking them not to park on the verge. ACTION: Clerk to send letter to residents of Lode Road in area concerned
C) CEMETERY AND COMMITTEE: 1. Meeting with Parochial Church Council Cllr Tilley reported on a meeting held with the Parochial Church Council in December which was to discuss the Parish Councils responsibility for repairs to the churchyard.
2. Proposal for report to be completed on sycamore tree in churchyard The trigger for this meeting stemmed from a local resident living at The Arch, High Street who had concerns over the tree which was close to her property. A report was commissioned on the tree is 2002 which falls short of saying it should be removed but does says it should be looked at annually. The Parish Council made a decision in 2002 that they should not spent any more money on this particular tree. Cllr Tilley recommended that we offer the PCC the money to remove the tree but ultimately the decision is theirs. We are not prepared to pay for a report and then more remedial work as the tree is nearing the end of its life. We would ask that before the order for removal is given that they inform Parish Council so that the public can then be made aware of the decision. ACTION: Clerk to write to PCC
D) FINANCE: There were no items to discuss.
7. NOTIFIED BUSINESS: 1. Village Plan. This item was again deferred as the meeting has started late.
2. East Cambs Independent Remuneration Panel – Payment of allowances to Parish Councillors Cllr Tilley referred to a document he had received which gave information on the parish councils power to give themselves allowances such as the District and County receive. Cllr Tilley suggested that all councillors read the document and asked the clerk to copy and distribute to all. ACTION: Clerk to photocopy document and distribute
3. Gardening Club Competition Cllr Tilley and other members of the Parish Council will be attending the Gardening Club Meeting on Tuesday 23rd January. The meeting discussed Parish Council involvement in the competition. They were happy to fund a prize, whether this be a cup or monetary value prize needed to be decided with the Gardening Club along with other criteria, but Parish Council did not want to take on the responsibility of judging. Parish Council did not want to commit at this early stage to this being an annual event and felt this should be decided after the first year.
