MINUTES OF COUNCIL MEETING IN THE VILLAGE COLLEGE – 4 JULY 2005
PRESENT: Cllr’s Astill, Bailey, Buchanan, Boal, Clark, Morris, O’Dell, San Vicente and Tilley attended. County Cllr Shuter and District Cllrs Leake and McLean attended for part of the meeting.
1. APOLOGIES were received from Cllr Bryant.
2. MINUTES of the meeting held on 6th June were agreed and signed.
3. MATTERS ARISING a) The Council agreed that the minutes from the Annual Parish Meeting held on the 25th May 2005 were clearly recorded. These will be confirmed and signed at the next Annual Parish Meeting. b) Again there has been no response to requests for a new Councillor. Cllr Tilley recommended that another advert be placed in the Cresset. Cllr Clark suggested delivering a letter specifically targeting the area of Bell Road which was under represented. The Clerk will prepare a letter.
4. CHAIRMANS REPORT Following on from the last meeting there has been no positive action from either East Cambs District Council, County Council or the Police on the travelers situated on the A1303 by Hilton Park, who have been present for approximately 2 months. The County Council has said there is a dispute as to who the land belongs to. Cllr Tilley expressed concern over safety issues with the vans being near the edge of a busy road and was disappointed on the lack of police support. There have been several phonecalls from residents and Cllr’s discussed the need not to intensify the problem but to take proactive action in moving them on. Cllr Buchanan reported that Brian Hicks, the East Cambs District Council Liaison Officer had been attending the site regularly, leaving them rubbish sacks and encouraging the travelers not to leave rubbish around which appears to be helping. It was proposed that the Parish Council write to the County Council, East Cambs District Council and the Police to arrange for a site visit. Cllr Tilley would attend that meeting and urged any other Councillors that were available to attend. District Cllr Leake did say that the District Council is doing a survey on how many travelers sites are available in East Cambridgeshire and that some land would eventually have to be allocated for this purpose. District Cllr McLean and County Cllr Shuter asked to be advised of the meeting date.
5. REPORTS OF COUNTY AND DISTRICT COUNCILLORS
County Cllr Shuter reported that a survey had been done on the feasibility of a disabled parking bay in the layby outside of the shops. This was passed over to the Environment Committee Agenda. County Cllr Shuter also discussed the obscured school sign on the High Street approaching Beechwood Avenue where a horsebox is usually parked. Arrangements have been made for an overgrown tree to be cut back making the sign more visible. The Highways Department will consider moving the sign if this is not effective.
The District Cllr’s report was circulated at the meeting. There was a discussion about house alarms and the Local Development Framework was also discussed.
6. CORREPONDENCE Correspondence as listed to 28th June was noted.

Information from Libraries and Information HQ concerning proposed changes to the mobile library visits to come into effect in January 2006. Comments are requested by 31st August. A copy of the letter will be passed to the Community Library Association.
Highlights of the week newsletter 1st July from Chairman of ECDC copied to Cllr’s Tilley and Buchanan. Agendas for Planning Committee Meeting 6th July when the application for Queens Court development will be considered and Overview and Scrutiny Committee on 7th July.
Town and Parish Standard 04 – MP’s backing progress of the Board and the Standards Board hearing for a bid to support parish development in schemes to prevent misconduct.

7. COMMITTEE REPORTS
a) PLANNING The report circulated with the agenda was noted. Cllr Buchanan informed the meeting that the Queens Court application had been sent back with the Cllr’s concerns. CllrTilley will attend the site meeting and the East Cambs District Council Planning Committee Meeting.
Additional Planning items 29th June to 4th July 2005:-
1. 05/00675/FUL – Doctors Surgery Parking. Cllr Buchanan recommended the Parish Councils support in increasing parking spaces in the car park as cars were beginning to park in Tunbridge Lane. A covering letter supporting the proposal and emphasizing the need for this facility is to be sent. Cllr Clark, as a near neighbour declared an interest.
2. 05/00746/CAC – Demolishment of 139 High Street. This application was only received today and the Planning Committee will be having a meeting to discuss this.
A general discussion on advertising boards and fly-posting took place. It was asked that residents putting up posters advertising local events remembered to remove them after the event. It was also noted that advertisements were appearing in the village which should be discouraged i.e. homes for sale and Cllr Tilley would be approaching East Cambs about this problem.
b. ENVIRONMENT AND CEMETERY The report circulated with the agenda was noted and ideas for the Jointly Funded Minor Improvement Bid 2006/07 were discussed. Cllr O’Dell reported that there had, as yet, been no response from Horningsea Parish Council on the supplier of their 5 bar gate but he was contacting Landbeach who have a similar style gate. It was agreed that there should be flashing speed signs at all entrances to the village i.e. Tunbridge Lane and by The Swan as Bell Road and Lode Road signs seem to have been a success. Another request is for a footpath on the A1303 which again is something which has been requested for some time.
It was noted that Mr Bugg cannot clear the overgrown A1303 footpath until October as he is so busy. There was a discussion on some tree work which needed to be done in Lode Road the Clerk will check if the trees were planted by the Parish Council.
Sylvia Overton and her husband were thanked by Cllr Tilley for cleaning up the bus shelter which had, again been vandalized. This will be discussed at the Environment Meeting on 20th July.
Cllr O’Dell reported on a consultation paper for Cambridge City Centre, improving the roads around Drummer Street, St Andrews Street by way of a one way system.
There was a discussion on school children gathering by the garages in Jenyns Close at lunchtime and whether the litter pickers were contracted to clear this area of rubbish, which it was identified that they were not at present. Cllr Buchanan agreed to contact the school to take some positive action.
Subsidence outside of Ranks Garage was also discussed. The County Council have patched the area which does not solve the problem permanently. Flooding problems in general around the village were discussed and it was agreed that, although Anglian Water have been out several times, that they should be contacted again. Cllr San Vicente agreed to take this further.
Cllr Clark suggested that money should be set aside to spend on planting spring bulbs down Bell Road which have disappeared since the St Petersfield development. It was agreed that this would be discussed at the Environment Committee.
c. FINANCE Dates for the Finance Meeting to be arranged by Cllr Clark. Sylvia Overton advised the meeting that the accounts are with the auditors.
8. NOTIFIED BUSINESS The computer and printer for use by the Clerk is to be ordered this week.
Sylvia Overton was thanked by Cllr Tilley and the rest of the Council for her work over the years as Parish Clerk. She will be leaving her position at the end of the month and we all wish her the best for the future.

PLANNING MEETING 11TH MAY

Ref: 05/00733/Full *Incorrect information was given on the ECDC application which stated 2 no 2 bedrooms and 2 no 3 bedrooms. The plans themselves were 2 no 3 bedrooms and 2 no 4 bedrooms. I contacted the Planning Department who adjusted their files.
We would like the following issues to be addressed:-
The plan is in keeping with the surrounding houses and if other issues are resolved we would support this application but there are many issues to be addressed.
We believe there will be objections from neighbours. |
