BOTTISHAM PARISH COUNCIL 07/07
MINUTES OF BOTTISHAM PARISH COUNCIL MEETING
Held on Monday 2nd July 2007 in the Round Room at Bottisham Village College commencing at 7.30pm
PRESENT: Cllr’s Astill, Bailey, Banks, Boal, Bryant, Buchanan, Clark, Morris and San Vicente. County Councillor Shuter and District Councillor Robert Stevens also attended for part of the meeting. Cllr Bryant is both a Parish and District Councillor.
62. APOLOGIES: Apologies were received from Cllr O’Dell.
63. MINUTES OF LAST MEETING: The minutes from 4th June 2007 were agreed and signed. C/Cllr Shuter asked that a correction be made to (55). This should read scrutiny people rather than security.
64. MATTERS ARISING: a) Communication with village No one had forwarded any ideas on to the chairman and more than enough was currently being done to enable us to reach quality status.
b) Hereward Housing – Lode Road Parish Council were unable to discuss this as no reply had been received from Hereward and the clerk was asked to write again asking for more information on when they are likely to clear the car park. ACTION: Clerk to write to Hereward Housing again
Although the County Council were unable to provide laybys in place of the grass verges along Lode Road, Cllr Bryant asked if a cheaper alternative would be possible, similar to that recently installed by Swaffham Bulbeck park.
c) Village College School Hours Most cllr’s have now seen the papers that were sent out to all parents on the decisions made to change school hours and are aware of the procedure.
Cllr Buchanan had worked with Revd. Lewis and an article explaining the circumstances of why the sycamore tree in the cemetery was to be felled had been printed in the July Cresset. This should be satisfactory to all.
65. REPORTS FROM COUNTY AND DISTRICT COUNCILLORS: Cllr Buchanan thanked cllr’s for their work in chasing up on the footpaths.
District Council Report circulated. D/Cllr Bryant gave a report on the Lodestar Festival prepared by D/Cllr Stevens. She reported that the organizers of the Lodestar Festival were reviewing ticket sales by the end of June to make a decision on whether the event took place, nothing had yet been heard. The diocese have given permission for people to walk on a designated footpath to go from the car park to the festival.
County Council C/Cllr Shuter reported there is to be a review of speed limits. The government has asked County Councils to review all speed limits by 2011. The priority will be areas near to schools. Cllr Bailey had read an article whereby villagers had hand held speed guns and were given the power to prosecute drivers of speeding vehicles and would distribute. C/Cllr Shuter confirmed that a similar experiment was currently taking place in Ashley and would keep councillors updated on its outcome.
C/Cllr Shuter has visited the Heathway recently. He feels certain that vehicles are coming over the farmer’s field to dump green waste which is being prevented at the moment due to the height of the crops. He has also had an enquiry recently regarding having a dropped kerb put in. If driveways have been extended across to fit more than one vehicle then the county council will not do this work but have details of contractors that will.

67. COMMITTEE REPORTS: A) PLANNING The amendments to the Tunbridge Lane site were only minor such as change of balcony style, sanitary ware etc. Planning Committee will reply with no objections.
B) ENVIRONMENT Cllr Buchanan has received copies of maps from First Copy and has distributed to relevant people. Cllr San Vicente reported that the bus shelter panel has now been replaced. She has arranged for the small brick wall around the brick bus shelter to be removed. This is in urgent need of repair and as the wall serves no purpose it was easier to remove altogether. As there has been various problems with anti-social behavior at the bus stop recently Cllr Buchanan felt that removing the seats may be an option to prevent people gathering there and this will be discussed further by the Environment Committee. Councillors agreed that for urgent repair work decisions needed to be made without consultation. Cllr Boal is compiling the bid for the Jointly Funded Minor Improvements Scheme which needs to be returned by the end of July. He has also been dealing with the fence around the pump on Bell Road which needs replacing. Prospects Trust have recommended a handyman and Cllr Boal will also ask him to look at some repair work to the village sign. The overgrown hedges onto the footpath of The Pightle have been cut back and the owners have happily agreed to keep on top of this. Cllr Bryant will enquire as to whether ECDC could provide a larger bin outside the shop as this regularly overflows. She also enquired as to litter picking at the end of the High Street. This was carried out quarterly and parish council had felt this sufficient as it was not possible to do the whole village every month. The clerk had also spoken to the Scouts and asked them to only put their rubbish out the night before collection, although it transpires that Cleanaway have not been removing their waste and this should now be remedied. ACTION: Cllr Boal to contact Prospects Trust handyman. Cllr Bryant to speak to ECDC regarding litter bins
C) CEMETERY AND CHURCHYARD Cllr Morris reported that she is meeting with Mr Bugg next week. She has asked him to quote for cutting back the trees growing over from the cemetery into Spring Lane. Volunteers were needed to clear the shed and it was agreed that they would meet on Sunday 15th July 11am. Cllr Boal will ask the handyman to dispose of the brick incinerator at the cemetery and also to paint the wood on the shed. The outside tap is now up and running. ACTION: Cllr’s to meet at cemetery Sunday 15th July 11am
D) FINANCE The minutes of the last meeting had been circulated and a printout of current income and expenditure. The decision had been taken that we would not need tenders for contracts for work under £1000 and this was written into the financial regulations. The internal auditor has done a thorough job and we are ‘okay’ on the majority of items. He did pick up that the clerk was also the ‘responsible financial officer’ which was not mentioned in the contract of employment. Cllr Clark has now written to the clerk confirming this and confirming hourly pay. To keep control of pay the clerk also now notifies Cllr Clark of hours worked each month to enable him to produce a payslip. Cllr Clark will also look in more detail at the fixed asset register before the next audit giving consideration to depreciation. Cllr Buchanan thanked the clerk and Cllr Clark for their work on this matter.
68. NOTIFIED BUSINESS: a) Proposal to adopt new Code of Conduct All agreed to formally adopt the Code of Conduct.
b) Quality Parish Council The clerk has filled in forms requesting grant funding to complete the CILCA course.
c) Parish Council Meeting date for August Although meetings do not usually take place in August it was agreed to have a working party meeting at Cllr Buchanan’s house on the 6th August in order to follow up any outstanding issues. This would be for anyone that could attend but particularly the Committee Chairpersons.
d) Bottisham Village Guide Update Cllr Astill updated the last version in 2001 and volunteered to update again. ACTION: Cllr Astill to update Village Guide
69. ANY OTHER BUSINESS: Cllr Bryant reported that the Bottisham in Bloom competition was being judged week beginning 14th July. She was having a meeting with the other judges to decide on the criteria. The flowerbeds opposite the church have been dug out and plants are beginning to go in.
