BOTTISHAM PARISH COUNCIL 6/02

 

Minutes of Council Meeting held in the Village College - 10th June 2002

 

Present - Councillors Astill, Boal, Buchanan, Laister, McCartney, O’Dell, Rayment, Tilley and Walker. Cllr Buchanan chaired the meeting. Cllrs Fitch and Leake attended later following their attendance at Lode Parish Council meeting.

 

1. Apologies. There were no apologies

2. Minutes of the meeting held on 7th May were agreed and signed.

3. Matters Arising

A.. The Annual Meeting attended by 19 villagers and 7 Cllrs was a positive meeting with excellent reports from several groups and societies. The meeting was curtailed as we had over run our booking time and the Cresset report will ask if there were any items or concerns not dealt with. Cllr Boal thanked Cllr Buchanan as Chairman of the meeting and Council.

Aa. Andrew Budden spoke and answered questions for the Affordable Housing Scheme off Bell Road. Completion is expected in November and houses will be allocated under strict guidelines fairly soon. Road names and landscaping plans are awaited.

Ab There has been continuing delay to the various outstanding transport matters as the letter of complaint to the Chief Executive had not been received. The reflectors at the junction of Tunbridge Lane/High St. and the school warning signs are now in place as promised. The College flashing warning lights are on order and promised in 6 weeks. The Clerk will contact Matthew Lugg about the road markings at the junction which have not been painted and advise that the School warning sign near the Court House is hidden by a tree.

Ac. PC Hurry and Sgt Kerr attended the Annual meeting and again explained the problems in policing rural areas. It is hoped that an additional Community Policeman will soon be appointed. The 8 community policeman work as a group in one village as necessary. Cllr Fitch had accompanied PC Hurry on an Operation Insight Patrol in Burwell helping with speed checks and visiting Park Side Police Station. Individual Cllrs would pursue their own applications to go on this patrol.

B. The commemorative mugs have been received. Order forms had been printed in the Cresset for those eligible to receive a free mug and for those wishing to purchase. A list for each was being kept by the Clerk. The order date will be extended to 8th July with surplus mugs available for sale at the Church fete on 13th July.

C John Cooper at CCC will request the Access Development Officer to consider a path from Beechwood Avenue to the surgery. He wishes to be informed when plans for the new development to be built near the surgery are received.

D. We have reached the 2nd round of the Village of the Year competition. Cllr McCartney (possibly with members of his family) will attend a meeting on 1st July (our Parish meeting night) with a display and answer questions about the village. The Clerk will collect items ( photos, leaflets, programmes from village groups) and include a request for a general clean up in the village in the Cresset as an inspection will be made in early July assuming we reach the third round of the competition.

E Cllrs Boal, Tilley and Walker will review the present Adventurers Playground Licensing agreement sited at the Primary School and will meet with the Head before the end of term. The Clerk will write to Mrs Barclay to advise her that the agreement is to be considered. She is happy to continue with the present arrangement with joint responsibilities and suggests that a group is formed and regular meetings held. Cllr Boal will meet her on 20th June to discuss possible replacement of the broken play equipment.

F. 24 Seven have apologised for recent power cuts and arranged to patrol the line to look for possible future problems and review settings on some equipment to ensure that faults are isolated correctly. 3 of the 6 power cuts this year were the result of a third party involvement. In the hope that the service will improve we shall not request a representative to attend a meeting until later in the year. If there are further faults Cllrs should contact Andy Ing on 0870 1963762 or mobile 07879 804371.

G. Cllr Buchanan or Tilley will arrange for the reframing of the damaged picture and claim £30 from Bottisham Village College School Fund towards the cost.

4. Chairman’s Report

a. There are continuing concerns with speeding traffic in the High Street. Traffic lights in operation from the Church towards Newmarket whilst Anglian water Board are repairing the sewers and the installation of new traffic lights at Quy roundabout are both affecting traffic. The Clerk will contact PC Hurry for more speed checks to be carried out and to enquire if it is possible for the Parish to buy and be trained in the use of redundant police speed cameras. The Clerk will contact the Highways dept to check whether coloured tarmac (a traffic calming device) could be used when the High Street is re-surfaced.

b. We need to advertise in the Cresset for a Neighbourhood Watch Co-ordinator to re-start and then run the Scheme. John Hutchinson is prepared to write monthly in the Cresset. Chris Bradley is the current contact based at Histon.

5. Reports of County and District Councillors.

James Fitch reported on County matters.

a. The Social Services Dept has been praised by the National Inspectorate on the quality of services provided for children and old people.

b. Traffic growth in Cambridgeshire has increased by twice the national average in the past few years but the introduction and increasing use of Park and Ride schemes has reduced the number of cars in the city.

c. Cllr Fitch was questioned on the increasing safety concerns at the A1303/Bell Rd junction which was altered 2 years ago to a reduced specification on the grounds of cost. There have been several near accidents and the Clerk will contact Matthew Lugg to request a Safety Officer to review the problem.

d. There are rumours that the Traffic Police are to leave the premises in Bell Rd and that the CID will take over the site. The Clerk will write to John Reynolds Chairman of the Police Authority for information.

Cllr Leake’s District Council report had been circulated with the minutes. New recycling timetables are expected this week. The final decision on the Periodic Electoral Review may not result in any amendment in view of the impending Regional Government plans. It is hoped that the proposed E-Space 3 project development may be sited in nearby Burwell or Soham.

Letter from the Minister for Rural Affairs explaining government support for Parish Councils following bad publicity in the Press - copied to Cllr Buchanan

7. Committee reports

A. Planning

1. Planning has been refused by ECDC for;-

02/00196/FUL - Hilton Park Care Centre - construction of additional 34 bed care unit. The building would be obtrusive in the open countryside because of its height, size and location and constitute inappropriate development, having an adverse impact on the rural character and openness of the Green Belt and visually cramp the listed building .

 

 

2. Planning applications sent to ECDC with the following comments :-

a. 02/00324/FUL 82-84 Beechwood Avenue - demolition of a pair of semi-detached houses and erection of 4 town houses. Accepted that the area should be considered as a whole for replacement of wood clad houses in Beechwood Avenue with part available as affordable housing. It was felt that 4 town houses would not easily blend into our village High Street in their current proposed design. Concerns with height of the proposed houses and the dominance of dormer windows. Concerns too with an additional 3 executive houses accessing the High Street causing potential traffic and accident problems in an already congested area.

b. 02/00378/FUL - 100/102 High Street - detached garage to the rear . ‘No objection’

c. 02/00413/FUL - 3 Stocks Close - two storey extension to dwelling - ‘No objection’

d. 02/00432/FUL - Bungalow, Swynford Paddocks, Six Mile Bottom - demolition of garage and replacement with store rooms behind and glazed corridor linking with bungalow. ‘No objection’

e. 02/00439/FUL - 106 High Street - Demolition of existing rear extension and erection of new extension. ‘No objection providing that the plans are approved by the Conservation Officer as this is a listed building’

f. 02/00440/LBC - 106 High Street - as application 02/00439/FUL above.

3. Planning Application under consideration,

a. 02/00445/FUL - 143 High Street - single storey conservatory extension to the rear.

4. Other matters

a Letter sent to David Archer, Executive Officer of Development Services requesting prior consultation by officers in any likely controversial applications - sent 13th May. No reply to date. Cllr Leake will arrange a meeting with John Abbott District council chairman and Chairman of the District Planning Committee and David Archer to meet with the planning committee to discuss current planning regulations and lines of communication between Council and Parish.

b. Nigel McCurdy has offered any help necessary in the completion of our Parish Plan. A request for help from residents for this plan will be included with the next Cresset.

c. 01/00240/FUL - 52 Lode Road - application for erection of a carport - withdrawn.

d. The Council responses to the Cambs and Peterborough Deposit Draft Structure plan have been noted.

e. Cllrs Buchanan and Tilley will attend the ECDC Planning Meeting on 12th June to discuss application 02/00294/FUL - 44 Lode Rd

B. Environment

1. A grant of £320 has been made under the Parish Paths Partnership Scheme for work on the Bendysshe Farm path. Cllr Boal will arrange a meeting to discuss the work.

2. John Richards of East Highways Division has stated that no money is available to upgrade the A1303 path at present used for walking to a cycle path. It may be possible for the work to be dealt with in stages or to be maintained as a gravel path and not as tarmac. He will speak to David Brace and advise the Clerk. This path has deteriorated badly and is in urgent need of attention. It may be that if Bottisham Village College applied for a Safer Routes to School grant some money could be made used for this path repair.

3. Discussions regarding CCTV are continuing

4. Eastern Tree Surgery will cut back 3 trees in the old cemetery and outside

99 Beechwood Avenue on 20th June.

5. Cllr Boal apologised that the brick bus shelter wall had not yet been repainted.

6. Cllr Boal has asked Mr Bugg to quote for work needed around the Village Pump situated outside 53/55 Bell Road.

7. Mr Bugg’s quote of £150 for cutting the protruding stump in the cemetery below ground level and treating with chemicals to destroy the roots was accepted.

8. Mr Bugg will be asked to cut back the cemetery hedge between Vineyard Walk and Downing Close and the growth along the Primary school fence near the Dirt Hills.

C. Finance.

The Clerk reported on the new arrangements for Audit from the recent CALC Workshop. The Council have now to take more responsibility for the financial procedures which will mean additional committee meetings and an internal auditor needs to be appointed when public liability insurance problems are settled by NALC and CALC. it is likely that the new system whilst easier for the Responsible Officer (the Clerk) will cost more than under the previous system.

D. Cemetery

a. The laurel bushes to infill the hedge will be purchased in September and this will be noted in the Cresset

b. A meeting will be arranged to amend the site plan to include the additional grave spaces now available. The recognised spacing for plots is 9ft by 4ft.

b. The County Council Property and Procurement Division have not yet replied to a letter of 13th May for details of the acquisition and a copy of the legal documentation proving validation of the sale for Camping Close. A reminder will be sent.

8. Notified business. - none

There was no urgent business

Cllrs were again reminded that urgent matters or concerns after the agenda was issued should be notified by 7.00pm on the day of the meeting to the Clerk or Chairman
