BOTTISHAM PARISH COUNCIL 6/03

 

Minutes of Council Meeting held in the Village College – 2nd June 2003

 

Present -   Cllrs  Astill, Boal,  Bryant, Buchanan, Clark, Laister, McCartney,  and Tilley. Cllr Tilley took the Chair. County Cllr Fitch and District Cllrs Leake and Colin McLean attended

1.  Apologies were received from Cllrs O’Dell and Walker.

2.  Minutes for 6th May were amended to include Clr Laister as present and then agreed and signed.

3.  Matters Arising

A. St Peters Field. There are continued concerns over the delay in reinstating the Bell Rd footpath. Copies of correspondence from the Highways Department and the contractor have been received. The Clerk will write to Andrew Tipple who has confirmed that the road will not be adopted as a public highway until the pathway is reinstated. A  £200 donation promised towards tree work has been received and acknowledged.

B.  Cllrs Boal and Tilley, Mrs Barclay and the County Solicitor have agreed the minor amendments to the new Children’s Play area agreement. The Solicitor is to draw up the Legal Document for signing. Details of school day time access will be included in the Cresset report.

C. A library committee will be formed. It is being registered as a Charity and applications are being made for grants. The Parish Council is sympathetic to the cause but is not prepared to provide funding. This is a responsibility of the County Council and financial help from the Parish is considered to be double taxation. As a goodwill gesture it was agreed unanimously (proposed by Cllr McCartney and seconded by Cllr Laister) to make a £100 donation towards the start up costs eg the cost of police checks for the 20 volunteers. The Community Library will close on 21st June and the first mobile library visit will be on 7th July.

D.  Edmund Rank will arrange for the wooden seat in the bus shelter to be covered in metal. The cost will not exceed £50.

E.  Details of the revised lettings fees have been received from Bottisham Village College. The Clerk will write requesting adequate heating during the winter months.

F   Cllr Fitch advised that plans for a mini roundabout and lighting for the A1303 and Bell Rd junction are at the design stage and the work will be done this financial year.

G.  The environment committee will make a recommendation at the next meeting as to the type of flagpole to be purchased and where it will be placed. The Clerk will speak to the new Vicar about the placing of the American Flag near the memorial in the Church.

H   It was proposed by Cllr McCartney seconded by Cllr Buchanan and agreed unanimously that  the Standing order of 9th May 1995 concerning tenure of office for Chairman and Vice Chairman of the Council be rescinded and the following order adopted.

The term of office for chairman and vice chairman of the Council will not exceed 4 consecutive years. Advice had been obtained from CALC on this matter. Standing orders state that the first business at an Annual Meeting will be to elect a Chairman.

I.  Legal advice had been taken by Cllr Buchanan concerning the completion of the Declaration of Interest form.  All Cllrs had completed their forms within the requisite 28 days and these will be forwarded to Democratic services Department at ECDC.

J.  The meeting to discuss the provision of Community Support Officers in East Cambridgeshire has been postponed. The papers circulated with the agenda will be an agenda item as necessary.

K. Anglian Water has cancelled plans to review the current hydraulic model for Lode Rd and Beechwood Ave. A representative is to be invited to the July or September meeting.

L.  Cllr Leake will check the conditions of the section 106 agreement for Howletts Way – the building used as storage will be converted to garages.

M.  The Clerk will contact the Lighting Department about the provision of additional lighting at the entrance to Howlett  Way.

N.  The disposal of the remaining 71 commemorative mugs and a proposal to adopt a commitment to reduce speed levels in the village will be agenda items in October.

 

4.  Chairman’s Report

a.  Bottisham Public By Way No 7. The area had recently been improved after the meeting with James Paice MP but the County Council were still waiting for the verges to be re-instated. Cllr Leake will contact officers again about the fly tipping in the area. It was agreed that the area should become an environmental facility for villagers with appropriate signage. A meeting will be held for all Parish, District and County Cllrs to discuss what was needed before meeting with the Countryside team or involving residents.

 b.  Village Plan. It was agreed that we should not continue with this project. We had a village appraisal in 2000 and any proposals made by the Parish regarding development would be affected by the District Local plan and the Structure Plan  which would take preference.

5.  Reports of County and District Councillors.

County Councillor James Fitch reported on the high level of arson attacks within the County and the small reduction in road accident figures. The Police Authority is to have a new road radio system.

He has spoken to Andrew Tipple about the delay in street repairs. He suggested that we could consider the provision of dropped kerbs under the next jointly funded minor works scheme.

District Cllrs Leake and McLean had provided a joint report detailing their membership of committees, the increasing costs incurred in the collection of abandoned cars and the success of the Household Waste recycling schemes. An illuminated scroll is to be presented to James Fitch for his admirable service as an ECDC Cllr for the last 24 years

Cllr Leake had provided details of the major projects funded in Bottisham from the money received from the sale of housing stock and other District Grants received.  A copy will be made for all Cllrs. Cllr McCartney thanked Cllr Leake for the details given and will pursue the matter independently as he requires additional information.

The Clerk will reply to a letter printed in the June Cresset stating that the slide  was removed from the Dirt Hills was not owned by the Parish Council. There are no funds available in the current year for the provision of new facilities.

7.  Committee reports

A.  Planning.

1.   Planning applications sent to ECDC with the following comments :-

i.  03/00306/FUL – Land at 18 Lode Road – erection of single dwelling.  Comments are :-

a.  The 1974 site plan is very misleading. The site is behind and not next to 18 Lode Rd

b. Tight infill and the carport/garage area will make it difficult for neighbours to maintain their property.

c.  Recommended that this should go to committee in view of the history of this area.

d.  On planning grounds we can see no reason to refuse and it should be possible to compromise (see b above).

e.  We recommend a completion date ie from start to finish.

f.   We would like to be informed of a site visit.

g.  We have general concerns about development in this street but these should not impinge on this application.

To be discussed by ECDC Planning Committee 5th June. Cllr Buchanan will attend the site meeting.

ii.  03/00363/FUL – Royal British Legion Club – to form new small lounge/kitchen and relocate snooker hall to first floor.    Supported – the extension will provide more facilities for the Legion and the Community.  Declaration made that 5 members of the Parish Council are Social members of the Legion but are not committee members or have been involved with the application

 

2.  Planning Applications requiring consideration

1.  03/00458/FUL – 1A and 1B Jenyns Close (formerly 44 Lode Rd). Variation of condition 7 of planning consent dated 15th Nov 2002 for 02/00294/FUL to “ so that the windows at first floor level in the NW elevation shall be obscured glazed and with a limited opening but with the ability that they can be fully opened as a means of escape from fire only”  Comments will be returned as follows Nothing has changed in planning terms since the original constrictions were imposed to protect the neighbours privacy. This application has been made because of building regulations not now conforming – this should have been pointed out by the enforcement officers when the Parish Council asked for the changes to the interior to be monitored.  We would hope this application is not granted. A separate letter will be sent to the Council.

2. 03/00490/FUL – 17 Howlett Way – conversion of part of integral garage into residential

The Council feel it is a retrograde step to remove a garage at a time when on street parking is becoming such a problem. This area in particular can become congested

 

B.  Environment

i.  Cllr Astill has processed the claim to the Public Bridleway at the rear of Cedar Walk and Maple Close leading to the High Street. Residents affected have been notified. Notices served on the landowner will be displayed and the claim will be considered by Camilla Haggett from the Countryside Services Team. A decision is not expected before June 2004

ii.  Cllr Boal will check that the Prospects Trust Team have cut the ivy on the Tudor House boundary.

iii.  Eastern Tree Surgery will complete the tree work at 60/62 Lode Rd in June/July

iv.  Dr Buchanan will assist Cllrs to construct an up to date map using the GPS system.

v   The Clerk will write to Andrew Tipple from the Highways Department for a commencement  date for works to be done in the following areas

 West Walk and Vineyard Walk as agreed to a good standard,

Bell Rd path opposite the Police building will be covered by slurry

dropped kerbs in Lode Rd which are urgently in need of repair – this was requested a year ago.

Tunbridge Lane also needs work on dropped kerbs.

Subsidence in the newly resurfaced High St outside number 53

vi.  A new bin requested for Lode Road on the Village College site and repairs to an existing bin should be dealt with this week.

vii.  The streetlight in College Close is to be repaired and added to the list of Parish owned lamps.

A meeting of the committee will be held in the Round Room to elect a chairman, discuss the appointment of a litter picker, the quote for £110 for the removal of a poplar tree in Lode Rd, survey the condition of the village trees and the painting of the Parish Pump in Bell Rd.

 

C. Finance

 Cllr McCartney, Chairman of the Finance Committee reported on the meeting with the internal auditor Alan Fair who completed his report on the Annual Report form. He confirmed that the systems in place worked well. He will make a further check later in the year.

It was proposed by Cllr Astill and seconded by Cllr Boal that the Annual Report Form Return and Statement of Assurance for the year ended 31st March 2003 be approved. This was accepted unanimously and the form signed by the Chairman Cllr Tilley. The unaudited accounts had been approved by Council at the previous meeting item 7D Finance paragraph 3

 

D.  Cemetery  

i. Building work at the Church should be completed by 20th June.

John Henry, Contractors for repairs to the paths has been advised and the quotation has been held.

 Andrew Tipple has been asked to cover the path to the north of the Church with slurry.

ii. Cllr Laister has surveyed the trees now that they are in leaf and  there are not as many dead branches as we were led to expect from the recent tree report. The epicormic growth will need to be cut again this year and it may be possible to spray the boles of the trees.

Iii Byron Engraving has made signs for the 2 cemetery dustbins and an invoice has been received.

iv.  Edmund Rank has cleaned the brass plates and painted the church gates.

v.  Mr Bugg is to be asked to trim the hedge including the remaining laurel hedge within the cemetery.

vi.  The Royal British Legion are to be asked to trim their hedge near the bottle bank.

 

 8.  Notified business.

There was no notified or urgent business.
