BOTTISHAM PARISH COUNCIL 6/05 

 

MINUTES OF COUNCIL MEETING IN THE VILLAGE COLLEGE – 6th June 2005

 

PRESENT - Cllrs Astill, Bailey, Bryant, Buchanan, Boal, O’Dell, San Vicente and Tilley attended. County Cllr Shuter and District Cllrs Leake and McLean attended for part of the meeting. The new Parish Clerk Claire Fullwood also attended.

 

1.  APOLOGIES were received from Cllrs Clark and Morris,

 

2.  MINUTES of the meeting held on 9th May were agreed and signed

 

3MATTERS ARISING

a. Cllr Tilley welcomed the New Clerk to the meeting as an observer. She will commence work officially on 1st July.

b. There has been no response to the request for a new Cllr to replace Nick Clarke. A further request will be made in the Cresset and advertisements placed on notice boards.

c. Cllr Clark, the present Parish Council Representative on the Bottisham Action for Youth Board is willing to continue.

 

4.  CHAIRMAN’S REPORT

Cllr Tilley thanked Cllr San Vicente for her help in producing the PowerPoint presentation for the Annual meeting. Whilst attendance was lower than was expected there were no adverse comments and the presentation showed the Council was involved in many areas especially the cemetery and churchyard and the Bridleway at Whitelands Farm and the Right of Way from the High St. The Chairman again thanked all Cllrs for their support. The presentation and reception for James Fitch, retiring County Cllr concluded the evening.

 

5.  REPORTS OF COUNTY AND DISTRICT COUNCILLORS.

County Cllr Mathew Shuter queried our perception of local policing and grass cutting in Bottisham. These subjects were high profile in other villages. The Parish had had good service from our previous Community Police Officer and it was too early to comment about the present officer. The Parish arranges for grass cutting within the village and although we receive a grant from both ECDC and CCC we pay for an additional 6 cuts per annum and have no complaints with our present contractor Mr Bugg.

Cllr Shuter was informed about the regular visits of a traveller on the A1303 near Hilton park. There are now 3 caravans and vans there and Brian Hicks the County traveller Liaison Officer is aware of their presence.

 

The District Councillors report circulated with the agenda was noted. There were no questions.

 

 

 

 

Cllr Buchanan questioned Cllr Leake about the ECDC Policy for Street naming for new roads. It was agreed that the Clerk would write to Andrew Killington (Executive Director of Human Resources and IT) stating details of the policy held by Bottisham Parish Council in that “we do not name any street after any person, living or dead” and that the District Policy should not allow the choice of name to be made by a developer.

 

The following planning applications were discussed in the presence of both Cllr Leake and McLean

a.  05/00548/FUL – Queens Court Downing Close – Demolition of existing redundant bungalows and outbuildings, building of new extensions and 16 bed room block, new service access road, parking areas and landscaping. Replacement of existing external doors, windows and cladding.

Following a meeting with Hereward Housing, ECDC Planning Department, Queens Court Residential Home and Cllrs concerning parking issues it was agreed after a long discussion that whilst the Council supports the general principle of redevelopment and agreed that the design was well thought out, the issue of car parking has still not been resolved. The Council will recommend that the decision is referred after mediation procedures to the Full District Council Planning Committee.

b.  05/00538/FUL – Swynford Paddocks Hotel – retrospective application for the retention of a marquee used for weddings and functions. The Council does not object to this application but would expect comments from nearby residents. Cllr McLean has spoken to the owners of Swynford Paddocks and they are now aware that they need a more open dialogue with the local residents.

5. CCC

Issues and Options Consultation Paper for Cambridgeshire and Peterborough Minerals and Waste Development Plan are available on the Web. Responses are to be made by 15th July. The Clerk will obtain copies of the report and the response form and this will be discussed by the Environment Committee.

6.   POLICE

2 recorded crimes in Bottisham in May 2005

a.   PLANNING.

The report circulated with the agenda was noted. Discussions on this are noted under Council Reports Item 5 above.

3. A further letter has been received from a resident in Arber Close concerning the boundary line in the front of properties in Arber Close

 

b.  ENVIRONMENT AND CEMETERY.

The report circulated with the agenda was adopted. Our bid for Jointly Funded Minor Improvement Scheme 2006/07 is to be an agenda item for the July meeting.

The provision of disabled parking at the Triangle and red tarmac road markings at the entrances to the village have been suggested.

 

c.  FINANCE

Cllr Tilley (in the absence of Cllr Clark) reported that the internal auditor Alan Fair had completed his section of the Annual Return for the audit for our Council for 1st July. The accounts for the year ended 31st March 2005 were agreed unanimously and the Annual Return for the year ended 31st March 2005 was completed and signed and will be forwarded to the Auditors. The necessary advertisements concerning viewing of the accounts by residents are in place.
