BOTTISHAM PARISH COUNCIL 06/06

 

MINUTES OF BOTTISHAM PARISH COUNCIL MEETING

Held on Monday 5th June 2006 in the Round Room at Bottisham Village College commencing at 7.30pm.

 

PRESENT:

Chair:  Cllr Tilley.  Cllr’s Astill, Bailey, Banks, Bryant, Buchanan and O’Dell.  District Cllr McLean and County Cllr Shuter also attended for part of the meeting.

 

45.       APOLOGIES:

Received from Cllr’s Boal, Clark, Morris, San Vicente and District Cllr Leake.

 

46.       ELECTION OF CHAIRMAN:

Cllr David Tilley was re-elected as Chairman for the next year by Cllr Buchanan, seconded by Cllr O’Dell.  This was agreed unanimously and Cllr Tilley then took the chair.  Cllr Tilley proposed that Cllr Hilda Buchanan remain as Vice-Chairperson, this was seconded by Cllr Astill. 

 

47.       APPOINTMENT OF REPRESENTATIVES TO APPROPRIATE COMMITTEES:

There is no Parish Cllr representative on the Board of Trustees of the Local Bottisham Charities but those appointed have been recommended by the Council.  Cllr Buchanan is the representative for the Bottisham Bowling Club Committee and Cllr Clark for Bottisham Action for Youth.   It was recommended that the present serving members roll on for another year, this was agreed by all presentCllr Boal has resigned from the Environment Committee so there is a vacant post.  Cllr Tilley recommended that this be discussed at the next meeting as several Cllr’s were absent at today’s meeting.

 

48.       MINUTES OF LAST MEETING:

The minutes dated 8th May 2006 were agreed and signed.

 

49.       MATTERS ARISING:

There were no matters arising.

 

50.       REPORTS OF COUNTY AND DISTRICT COUNCILLORS:

District Cllr McLean discussed bus travel and assured Cllr’s that the District were doing all they could to bring a county-wide scheme into force.  Cllr O’Dell had had a query from a resident on why East Cambs did not use wheelie bins.  This was mainly because of cost.  The vehicles would need to be adapted to lift the wheelie bins and there was still some debate that the wheelie bins did not encourage people to recycle.

 

District Cllr Mclean and County Cllr Shuter have been working together to try and solve the waste problem on the Heathway and have made a significant step forward.  County Cllr Shuter has been speaking to the District and County Council to establish exactly who should be removing the waste.  The byway is actually the District’s responsibility although there is an element of responsibility on both parties.   Gerald Tickner at ECDC has agreed to get the work done on the proviso that the County take preventative action for the future.  The problem is how to block off access as it is actually a right of way.  The possibility of having a kissing gate was discussed or some kind of surveillance equipment.   The services of a large chipping machine to remove various green waste has been acquired and work should be underway before the next meeting.  Cllr Tilley thanked both the Cllr’s for their assistance and hoped that this would soon be a public amenity for all residents to appreciate.

 

The travellers have now left the site on the A1303 although a large amount of waste remains.  County Cllr Shuter has been in discussions with regard to having the site closed off permanently.  Hilton Park are in the process of purchasing this piece of land and have been very co-operative .  Local farmer, Adam Paul has offered a large amount of chalk to use as a barrier which the County can then put topsoil on. 

 

County Cllr Shuter recently gave a talk to the Year 8’s at Bottisham Village College.  He was surprised that they were not aware of many facilities for young people in the village.  The subject of Parish Council had been discussed and County Cllr Shuter suggested that BVC could send a representative to Parish Council.  Cllr Tilley agreed this would be a good way of communicating with the young people in the village if there is a genuine interest.  He proposed that the clerk write to the Warden of BVC asking if they are interested in having a pre-meeting session with the Parish Council.

ACTION:  Clerk to write to BVC

 

County Cllr Shuter informed Cllr’s that the 6 week consultancy period for the proposed wind farm at Wadlows Farm has now started.   There was a discussion on whether this was a suitable site for a wind farm.

 

After a letter and 2 e-mails to Alan Dover, Cllr Buchanan now had a written reply regarding the trees at the Tunbridge Lane Development Site.  The ECDC Tree Officer inspected the trees on the 24th March.  Cllr Buchanan felt that Highways recommendations were very late and asked District Cllr McLean to enquire as to the reason we did not receive the paperwork until the beginning of June.  There were concerns over visibility from the splays on either side of the access to the development.  As there were Tree Preservation Orders on some of the trees it was suggested that they be removed and then re-planted in a safer position.  Although Cllr Clark was not present, he has declared an interest and has concerns over safety and what effect tree removal will have on the residents of Tunbridge Lane.

 

Cllr Tilley and Buchanan recently attended a Local Development Framework meeting.  The reading material they were given spoke of altering the greenbelt in Bottisham which Cllr’s had not been made aware of.   Six possible sites for future development were  mentioned and District Cllr McLean was asked to express the Parish Councils concerns to Geoff Hall.

Cllr Buchanan asked that the clerk flag up if replies from the County and East Cambs District Council are not received within 14 days.

 

52.       COMMITTEE REPORTS:

a)  PLANNING

Applications as listed on the agenda were discussed and the responses recommended by the Planning Committee were agreed. 

 

Cllr Buchanan reported that the sign outside Local Flavour Ltd, Wilbraham Road will only be lit up during opening hours.

68 High Street

This property is in the conservation area.  The Planning Committee hadn’t yet discussed this but had all viewed and the recommendation to Parish Council was no objection.

 

b)  ENVIRONMENT

Cllr O’Dell informed the meeting that in the grass cutting contractors opinion 10 cuts this year would not be adequate as the grass is growing at a high rate.  Cllr Tilley agreed that the grass did need extra cuts however the budget may not allow for this extra spend.  He recommended that we authorise extra cuts for the Spring to deal with the current problem but we may have to cut back in the Winter. 

ACTION:  Cllr O’Dell to monitor situation and look at budget in detail.  Clerk will contact Mr Bugg to agree cuts for Spring.

 

A briefing on ‘Tackling the growing challenge of congestion in Cambridgeshire’ was being held by the County Council.  Cllr O’Dell was unable to attend.  As no other councillor was available that evening it was agreed that we would ask for a report of the meeting to be sent to us.

ACTION:  Cllr O’Dell to contact County Council.

 

Cllr Buchanan suggested that we write in the Cresset notes what committees each Councillor is on to make residents aware of whom to contact in the event of a problem.  It was agreed that this would be done after next months meeting when the various Committee’s would be discussed.

 

Cllr Tilley updated the meeting that maps of the village will be available this week.  The Environment Committee must plot grass cutting and also the trees that we have responsibility for on the map.

 

Cllr Bailey informed the meeting of a tree in Tunbridge Lane where a branch had fallen.  It was in a dangerous position and could, at any time, fall onto the road.  It was proposed that the clerk write to the owner of the property asking him to take remedial action.

ACTION:  Clerk to write to owner of property.

 

c)  FINANCE

The minutes of the last meeting and income and expenditure 05/06 were attached.  Cllr Clark was unable to attend the meeting but had reported to Cllr Tilley that he was concerned that the Environment Committee, as they have the biggest spend, do not have a grip on the budget.  He is preparing some documentation which he will pass onto Cllr O’Dell.

ACTION:  Cllr Clark to contact Cllr O’Dell re. Environment budget.

 

53.       NOTIFIED BUSINESS:

a)  Proposal for maintenance on village noticeboards

A quote had been received from David Frost.  It was requested that Cllr O’Dell wait until he had spoken with Cllr Clark about the budget and also inspect the noticeboards themselves before Parish Council agreed the spend.

 

b)  Minutes of Meetings Publication Policy

It was agreed approximately 3 years ago that all Parish Council Meeting minutes would be available on the website.  However, Cllr Tilley has become aware that the Committee Meetings and the Annual Meeting minutes have not been put on there.  He recommended that all minutes be available and that we ask Barry Sharp to create separate folders for the Finance and Environment Committee.  It was also agreed at a previous meeting that minutes would be displayed on the noticeboard before being confirmed.  This will be reviewed in 6 months.

 

c)  Bottisham Website – Parish Council Content

Cllr Tilley suggested that there be a folder on the website for the clerk to use for documents that should be in the public domain.  This should be used as a section to put information that won’t fit into the Cresset.

ACTION:  Clerk to contact Barry Sharp

 

d)  Jointly Funded Minor Highways Improvement Bids

A letter has been received from the County Council encouraging bids for the above.  Cllr Tilley asked that the Environment Committee discuss this at their next meeting.  If we are going to make a bid for 2007/08 then provision will need to be made in the precept towards the end of the year.

 

e)  Proposal to sponsor an Annual Best Kept Garden Competition

Cllr Tilley has been approached by the Gardening Club Committee asking if the Parish Council would sponsor such a competition.  It was agreed that this should be discussed in more detail at the next meeting as many councillors were absent and budget implications would need to be looked into.
