BOTTISHAM
PARISH COUNCIL 03/01 Minutes of the Parish Council Meeting held in
the Village College - 5th March 2001 Present - Councillors Boal, Bryant, Buchanan, Laister, Leake, McCartney, Meade, ODell, Tilley and Walker. Cllr Leake took the Chair. James Fitch and one visitor attended. 1. Apologies were received from Cllr Rayment. 2 Minutes of the
meeting held on the 5th February were signed after the inclusion
of high kerbed bollard
islands as an additional improvement under item 5 (d). 3. County Councillor Report - James Fitch a. A villager has requested that kerbing should be installed in Lode Road on the left hand side to the end of the bungalows (no 133 Lode Road). The Clerk will contact Stephen Hill and provide a copy for Cllr Fitch for him to support. b. Cllr Fitch is making strong representations for the early appointment of a new Community Beat Officer for Bottisham. c. Recruits are required as retained officers for the Fire Stations in the District. The number of hoax calls to the Fire Service has been consistently reduced over the last 5 years following Fire Officers talks to schoolchildren. d. The cycle path from Longmeadow to Swaffham Bulbeck is expected next year and plans for this route and for the proposed path from the A1303/Bell Road junction to the Quy roundabout were referred to the Planning committee for comments by 2nd April. e. The recent pay settlement for teachers salaries is 4.1% (3.7% was included in the budget figure). f. The County Bus Stategy papers were available for comment. After perusal by Cllrs at the meeting they will be passed to Cllr Rayment for completion. A copy will be sent to Paddy James. 3. District Councillor Reports - (1). Valerie Leake had provided a written report circulated with the minutes. There were no comments on the items included - Council tax for 2001/2002, extended opening hours for public lavatories in Ely, details of the next edition of the ECDC paper Connexions and information on the Chartermark Award for the District Revenue and Benefits Service. (2) James Fitch will
attend the site meeting and the Planning Committee meeting for the
Stocks Restaurant application. His
comments no objection had been misquoted and he had not seen the
plans. A copy was passed to him. Cllr Fitch then left the meeting. 4. Matters Arising a. Affordable Housing. The sale of land is expected to be completed at the end of April and then tenders will be issued for building contracts. Work is expected to commence in June with occupancy in January or February 2002. Archaeological Survey Work tenders are currently being considered. b. Appraisal. A cheque has been received today following the closure of the Appraisal Steering Group account and details with receipted invoice for payment of the printing account will be submitted to Shirley Blake Funding Officer at ECDC who expects to be able to provide a grant to cover the shortfall. c. Bell Road/A1303 junction -The white lines have been replaced with paints using reflective beads. Cllr Fitch is continuing to monitor the situation. d. Bus shelter mural. Kathryn Meade has tidied the unfinished work and a letter of thanks has been sent. e. New bus shelter A1303 near former White Swan. Philip Sharp (Transportation Dept CCC) has ordered the shelter and delivery and installation is expected shortly. f. Provision of cycle racks outside 2, 4 and 6 High St. The Highways Department have passed the letter concerning surfacing of the area to Bob Speller CCC for his approval. This matter is now being dealt with by Alison Hodges (Rights of Way Officer at CCC) and the Clerk will pursue this. Galvanised racks will be used. David Frosts quote for £365 was accepted for the installation work. Joel Morgan did not provide a tender and Kim Sheldrick will be advised that his quote was not accepted. Discussions are continuing about the installation of a lamp standard for this area. g. Village Guide. There have been several letters , telephone calls and comments praising this as a whole and advising the Council of a few misprints and wrong information. The majority of the guides have been distributed and Cllrs were thanked by Cllr Walker for this. It was agreed that payment should be made to Colin Sore who prepared the artwork and map. Cllr Walker will speak to his wife to choose a suitable gift in view of Colins recent stroke. h. The replacement Gravel Path outside the Church is still awaited. i. The WI Millennium seat will be delivered shortly and David Frost will position it. j. The County Stucture Plan Review will be completed by the Planning Committee. k. The Store in Howlett Way is still being considered for a S106 agreement and the conversion of the store to garages is dependent on this. l. The Lettings Policy for next year at the Village College will be considered by the Governors Finance Committee in March. m. Transport and Traffic meeting Wednesday 28th March. Stephen Hill, maintenance engineer for the area from CCC, Lesley Hall representative of Safer Routes to School, a representative from the Police and Peter Hains from BVC will all attend. The Clerk will contact Mrs Barclay at the Primary School to check whether she and representative governors and PTA members will attend. The agenda will cover speeding within the village, parking at the shops and the primary school and traffic calming measures within the village. n. Copies of Round Room
photographs together with old minute books for the Council have been
lodged with the County Record Office. The Clerk will make further
enquiries about missing minute books. It was agreed that the
commemorative poster be enclosed in a glass clip frame and the
additional pictures donated by Mrs McCartney and Mr Maltby set in wooden
conventional frames. 5. Chairmans Report a. The Parish Forum meeting of 20th February provided information on the 2001/2002 budget, the Periodic Electoral Review and details of the consultation process for New Political Management Arrangements for the District. Details were also given for the new public access learning facilities in IT centres throughout the District planned for 2002. b. The bottle bank presently sited in the Royal British Legion car park requires emptying more frequently now that the facility at Bottisham Village College has been removed and there is consequently increased wear and tear on the tarmac surface by the heavy lorries involved. It was agreed that a possible new site could be the lay by near Hilton Park Care Centre and Cllr Leake will contact Barry McKenny from ECDC Waste Management Dept. c. It was agreed to include the provision of a 15 minute public question period at the start of the Council meeting as an Agenda item at the Annual Meeting on 25th April. d. There had been a
request for a further sign concerning dog fouling at the Dirt Hills and
a letter was awaited from the Park Estate (Bottisham) Residents
Society with further details. 6. Correspondence ACRE - Request for information to update Cambs Villages Guide to Local Facilities. Completed and returned. 2. CALC - Details of Working Lunch for Clerks - 31st March. - Bulletin - circulated with agendas. It was agreed to join the Association of Burial Societies and items on Competitive Tendering and the implications of legal costs for any project that is not clear cut (eg purchase of land for pocket park) were noted 3. CCC - Cambs Passenger Transport map 2001. - List of Jointly funded minor highway improvement schemes for 2001/2002 was advised Unfortunately the Bell Road footpath along the A1303 is not included. - facts card to support Council Tax payments 2001/2002 - a notice regarding care in using public footpaths during the current Foot and Mouth outbreak has been displayed. 4. ECDC - The District Local Plan (without relevant maps) is with Cllr Buchanan - Notification of Periodic Electoral Review. and background papers were received. It was agreed that no amendments would be sought to amend the number of Cllrs for the Parish. - Register of Electors which notes 1498 electors for 2001 - Chairmans awards for Young People - nomination forms were available to Cllrs. The Village College has been informed - Agendas for various meetings - all out of date. - A poster as part of the public awareness campaign aimed at encouraging people to vote will be displayed. 5. - Acknowledgement of promise of 2001/2002 grant from Bottisham Players. - Hereward Herald for February 2001 - Board Vacancy on East Cambs Primary Care Group was included in the March Cresset. - Acknowledgement of £500 cheque from BVC Swimming Pool Association and copy of accounts to 31st March 2000. - Anglian Water Services re recent drainage problems in Lode Road. It was agreed that the reply was unsatisfactory and the Clerk is to write at the suggestion of the Planning Committee to ascertain whether the treatment works is large enough to cope with the planned extra housing in the village. - letter from Mrs Bedford - to arrange for gardener to trim large laurel bush after complaint from a villager. This work has been completed. - DETR consultation Paper for Draft Model Code of Conduct with final proposals on general principles of conduct. Copies of the present National Code of Conduct together with the suggested draft code will be distributed to Cllrs. Papers relating to the work completed by the Council following the Nolan Report in the 1990s will be copied too. - Notification from Gardner Weller Solicitors that land adjoining Hilton Park Care Centre is available for sale for a possible pocket park. The Clerk is to contact Mark Hallam from Carter Jonas for advice as to probable cost now that the land is not deemed suitable for cemetery use. - signed maintenance contract for public lighting 8. Committee Reports. 1. Environment. Details of the meeting of 27th February stated a. Mr Bugg has signed the new contract for 2001/2002 and quoted £125 for the clearing of the old cemetery. The Clerk will ask him to complete this work during March. b. The Parish paths application had been acepted and the agreement form will be forwarded soon. c. Cllr Rayment has offered to keep Jenyns Close tidy if she can have a litter picking stick. Cllr Leake will provide the stick prevously used by Kirsty Leake.. d. A Bus timetable board is necessary for the wooden bus shelter. The Clerk will contact Stagecoach. e. The Thomas Christian Way memorial needs refurbishment and the Clerk will obtain 2 quotes for this work. f. There will be a further meeting to discuss open spaces, footpaths, conservation area, village triangle and the possible pocket park and then a joint meeting with the Planning committee to prepare a Village Design Statement. g. Cllrs Meade and Tilley will arrange a meeting with Mrs Barclay from the Primary School to discuss the problems raised by the closure of the school gates during the schoolday which denies access to the childrens play area. This area is for joint parish and school use and the decision for closure (although the reasons for doing so were recognised) had been made without prior consultation. A sign was needed to indicate how access could be obtained. h. Cllrs Boal and Laister will survey the Triangle before the Transport and Traffic meeting on 28th March and cost the provision of decorative posts. This is necesary to protect the area from parking on the corners. The suggestion that the path be extended and given a stronger base so that cars could park on the corners was not accepted. I. The trees to the right hand side entrance of College Close and those on the verge in front of Mr Newmans land in the High Street are encroaching on telephone wires. The Clerk will obtain a quote from Eastern Tree Surgery and notify nearby residents before any work is done (ii) Planning. Papers relating to the meeting on 31st January were tabled. 1. E/01/0031/LB Internal alterations and extensions at Stocks restaurant -conservation area and E/01/0030/F Change of use to B1 (offices), alterations and extensions - Stocks Restaurant . Site visit on Wednesday 7th March when Cllrs Laister and Walker will attend and Cllr Buchanan will speak at the Planning Meeting later in the day. Cllr Fitch will attend 2. E/00/0931/CC Muck Dungle Corner application dated 23rd November is still under discussion with CCC as is application E/00/0724 for variation of personal condition of occupancy at the Homestead Newmarket Road. Letters to Nigel Brown dated 22nd February have not been acknowledged and Cllr Leake will pursue this matter. 3. E/00/0598/F - Toilet block for Bottisham Village College - amended plans for repositioning of doors and reversal of slope of the roof have been received. 4. E/01/0093/FUL - Queens Court - ground and first floor extension for 4 new flats and bay window extensions to a further 20 flats was recommended for approval. A request will be made for off-street parking to be provided if the site is to be further extended. 5. Approval has been given by ECDC for :- a. E/00/0937/F - temporary siting of mobile dental surgery at Crystal Park Tunbridge Lane. b. E/00/0975/F - 38 Beechwood Avenue - two storey side extension c. E/00/1013/F - Old Telephone Exchange, Lode Rd - new single storey building d. E/00/1019/F - change of use to residential for 2 units and parking bays at Hilton Park Care Centre. e. E/01/0064/F - 3 College Close - first floor extension and porch 6. Letters and contact made with homeowners in Bell Road relating to the sale of land to the rear of their properties for further development. Details are different for various owners and some could be vulnerable. Cllr Meade is making further enquiries. 7. Rumours concerning the sale of large tracts of land at Six Mile Bottom for the development of 2000 houses plus are becoming fact. The area in question is mainly within South Cambridgeshire District Council but the effects would be noticeable to our parish. Cllr Buchanan is taking a keen interest and Nigel McCurdy from ECDC Planning Dept is aware of our concerns (iii) Finance. The contract of employment for the Clerk proposed by Cllr McCartney and seconded by Cllr Buchanan was approved. The terms will be reviewed annually at the Precept Meeting. It was agreed that an allowance of £100 for use of the Clerks personal computer be made for the current year. It was agreed that the Clerk would provide quarterly bank balance statements. The annual VAT return will be completed this month. 9. Notified
business. a. The report from the Clerks Training Day had been circulated. It was agreed that draft minutes be made available in the Community Library and possibly on the Bottisham Website. Cllr Buchanan will check with ECDC Planning Dept concerning open meetings for the public for the discussion of planning applications. At present working parties to discuss certain areas within the village also allow for consideration of received plans. The suggestion of monthly meetings to discuss outstanding plans would be an agenda item for the Annual Meeting. b. The 4 options for the new Political Management Arrangements for ECDC were discussed and a vote taken. The majority decision was to support the 4th option for alternative arrangements relating to Shire District Councils with populations under 85,000. c. The local Brownie Pack would like to be involved in a village project. It was agreed that the Clerk should contact the Leader to suggest help with bulb planting later in the year, the care of the Church Flower beds or planting pots of flowers for the foot of the village sign. d. There are concerns regarding the parking of cars ½ on and ½ off the pavement and this will be included in the Cresset. e. Cllr Laister suggested that the Church Fete for 2002 should
be celebrated on or around 3rd or 4th June to coincide with the
Queens Golden Jubilee. The Clerk will contact the Churchwarden about
this matter. 10. Accounts The following cheques
