BOTTISHAM PARISH COUNCIL 03/06

 

MINUTES OF BOTTISHAM PARISH COUNCIL MEETING

Held on Monday 6 March 2006 at the Round Room, Bottisham Village College, 7.30pm

 

PRESENT:

Chair:  Cllr Tilley.  Cllr’s Astill, Bailey, Boal, Bryant, Buchanan, Clark, O’Dell and San Vicente.  County Councillor Shuter and District Councillors Leake and McLean also attended for part of the meeting.

 

16.  APOLOGIES FOR ABSENCE:

Received from Cllr’s Banks and Morris.

 

17.  MINUTES OF LAST MEETING:

The minutes dated 6 February 2006 were altered under Environment and Cemetery, Tree Surgery 13(b).  Minutes should state that Cllr Boal recommended that Cllr O’Dell authorise the work quoted for and that this was voted and accepted by all councillors.  The minutes were then agreed and signed.

 

18.  MATTERS ARISING:

There were no matters arising.

 

19.  REPORTS OF COUNTY & DISTRICT COUNCILLORS:

A report had been circulated prior to the meeting, which was discussed.  D/Cllr McLean, in his capacity as trustee of the Youth Club updated the Parish Council on recent problems involving violence and vandalism.  Cllr Tilley asked for figures of attendance, which D/Cllr McLean agreed to provide.  Cllr Buchanan stated that she had had numerous resident complaints.

ACTION:  D/Cllr McLean to provide Youth Club attendance figures

 

D/Cllr Leake reported on the Environmental Action Day, which took place on the 23rd February.  There had been a good response from people in the village who left out heavy waste to be disposed of and came to talk to representatives from the various organisations.  Graffiti was also cleared from Arber Close.  The area off the A1303 near Hilton Park needs heavy lifting equipment to clear the rubbish there, this is a problem as the area is so small but the Council are working towards solving the problem.  D/Cllr Leake also reported on concessionary bus fares, which is by District only, which means the service to Newmarket, will be free but not to Cambridge as this was out of the East Cambs District.

21.  COMMITTEE REPORTS:

(a) PLANNING

Applications as listed on the agenda were discussed.  There were 2 refused applications and Cllr Buchanan has received reports from the review team on the rationale behind their decision, which other councillors could view.  The Planning Committee have not yet met to discuss new applications listed, which include   Arber Close, which was received today.  These will be reported on further at the next Parish Council Meeting.

 

(b) ENVIRONMENT AND CEMETERY

Cllr Buchanan asked that minutes from Committee’s be circulated with the main Parish Council agenda for all to view.  It was agreed this would be done in future.

 

Trees at Churchyard/Cemetery

Cllr Boal has asked Cathy White, ECDC Tree Officer to inspect the horse chestnut tree at the rear of the cemetery which is overhanging garages and will report back at the next meeting.  Cllr Clark asked all councillors to familiarise themselves with the position of the tree before the next meeting.  Cathy White has written to the Parish Council about a tree in the churchyard, which is in need of maintenance.  Cllr Tilley thinks this is the responsibility of the Parochial Church Council as there are no records, which show that they have applied for the Parish Council to take over responsibility for the churchyard.   Cllr Buchanan was concerned about the major expenditure that could be involved if Parish Council did take over responsibility especially concerning maintenance of the medieval wall in the churchyard.  It was proposed by Cllr Tilley that the clerk write to Revd Lewis asking for application to be made for the Parish Council to take over the responsibility of the churchyard.  Cllr O’Dell seconded this.

ACTION:  Clerk to write to Revd Lewis and Cllr Boal to report back on inspection of horse chestnut tree

 

Shrub Replacement at Bradfords Close

It was agreed at the Enviroment and Cemetery Committee Meeting to replace the 2 trees taken down on the corner of Bradford Close with an appropriate shrub.

 

Pathways

Cllr Bailey is currently surveying pathways in the village and will be sending a report to David Groom shortly on his findings.

 

Bus Shelters

The bus shelter on the A1303 was repaired a few days ago.  Over the weekend it has again been vandalised and glass panels broken.  Cllr Tilley asked Cllr O’Dell to discuss this further at the next Environment and Cemetery Committee. 

 

 

 

 

Litter Picking

The Womans Institute has offered to clear the A1303 of litter quarterly.  Cllr Tilley proposed that we accept their offer and write thanking them for their generosity.  All councillors agreed this.  Cllr Buchanan questioned if the WI would be covered on our insurance to do this and this will be investigated. It was also agreed to write to Mark Turner once he has replaced the guttering on the brick bus shelter, which he has agreed to do free of charge.

ACTION – Clerk to write to Woman’s Institute and to ask Cllr Banks about insurance.

 

Public Rights of Way

The pathway behind Cedar Walk has still not been cleared but Cllr Astill has been assured this will be done.  Cllr Tilley reported that Highways have now repaired the path on the bridleway off the A1303.

 

22.  FINANCE:

No items to discuss.

 

23.  NOTIFIED BUSINESS:

(A) Policy on Publishing of Meetings

One resident was dissatisfied at how Parish Council makes their information public.  It has been suggested that access to the library is limited.  Cllr Buchanan stressed the importance of having the word ‘Draft’ on minutes, which had not yet been confirmed by Parish Council.  It was agreed to have the word ‘Draft’ rather than ‘Unconfirmed’.  It was also agreed that at the bottom of the agenda we should add on that papers were available from the Parish Clerk.  Cllr Tilley suggested a working party be formed to work with Barry Sharp who currently puts papers onto the Bottisham website.  Cllr Bryant and San Vicente offered to do this.

 

(B) Annual Parish Meeting – 17 May 2006

The meeting has been booked and Cllr Tilley asked for councillor’s proposals on what they want included.

 

(C) Council Resolutions

Cllr Tilley stressed the importance of making sure that resolutions are clearly stated in minutes and asked that these be highlighted in future.  All major items from Committees need endorsing at main Parish Council.  Agendas now have concurrent numbering to make it easier to find items and it was suggested that minutes be kept as short as possible.


 

 

 

(D) Declaration of Interest

We do not currently hold a register showing declaration of interest, whether they are personal or prejudicial although this is noted in the minutes.  Cllr Tilley asked councillors their views on whether we should keep a register.  Cllr Clark proposed that this should be included in the minutes and not start another list.  Cllr Buchanan seconded this.

 

(E) Crime Statistics

The Cresset did not publish crime statistics that the clerk sent them last month as the editor felt it was a depressing read and he asked that Parish Council discuss this.  Cllr Clark felt it was important that people knew the Parish Council were aware of what was going on in the village and this was reiterated by Cllr Buchanan who stated that crimes in Bottisham were listed in other villages local magazines.  The majority of councillors felt that this should be included in the Parish Council notes.

 

(F) New Postcodes

Cllr Clark reported on major changes to postcodes which will affect all householders but to a wider degree organisations and businesses such as Bottisham Village College and the Surgery.  Cllr Clark will be attending a roadshow on the implications and will report back at the next meeting.

 

(G) Maps of the Village

Cllr Tilley reported that to get a large up-to-date map of the village printed would cost £134.76 with further copies at a reduced rate.  Cllr Buchanan will make some further enquiries before the next meeting.

 

Mrs Paddy James, a local resident was invited to speak.  She is campaigning for Stagecoach to reinstate the bus going through the village, which would mean the bus shelter on the A1303 would not be required.  The bus would run half hourly and as Newmarket will soon be charging for parking she feels this would encourage people to use the bus service more.  Cllr Tilley asked Cllr O’Dell to put this on the next Environment and Cemetery Committee Meeting Agenda.

Beacon Status

ECDC has achieved Beacon Council status for its role in the Cambridgeshire and Peterborough Waste Partnership, in recognition of successful partnership working which has resulted in many improvements for the waste and recycling services provided by the districts and has gained more than £3m of government funding for this service. The District Councils have also worked with Cambridgeshire County Council in their PFI funded contract process for waste disposal facilities in Cambridgeshire

Volunteers needed

Care Network is looking for Trustees.  They have only recently started to develop their work in East Cambs with a project called Good Neighbours, with funding from the District Council and Healthy Living Centre.  You may have heard of them through their Welcome Home from Hospital Project, which placed unpaid volunteers with isolated patients on their discharge from hospital.  They already have Development Officers operating in 4 rural districts who help communities to set up independent good neighbour schemes, and offer ongoing support and advice.  The schemes themselves undertake a variety of activities, including:  Social car schemes providing door-to-door transport;  Mobile Warden schemes providing a daily check of people living in their own homes (not sheltered housing);  Lunch clubs and other social activities;  Village help schemes to meet practical needs.  These schemes have volunteer management committees, using volunteers to deliver their service.  The services are sensitively delivered by older people to others in their own communities.

 

They are looking for people of vision, to act as volunteers in East Cambs, who can represent the interest of older people.  They are currently preparing their next 3-year business plan, and would value the contribution of an East Cambs representative in helping them to shape their services.  If you are interested, or require more information, please contact Marion Bailey, Chief Executive Officer at Care Network on 01954 211919.

Dangerous Signs

Transport chiefs have launched a crackdown on illegal signs on the highway, in response to calls from Government to make roads and paths safer.  People who put up illegal signs, including advertising boards on paths or roadside verges have been advised to remove them before the campaign started on Monday, 20th March. Although these signs often advertise local businesses they can clutter up pavements, causing a hazard to people with disabilities or using pushchairs. They are also a distraction to drivers and pose a threat to road safety.  Cambridgeshire County Council receives complaints from groups and individuals who are elderly, wheelchair users and those who are blind or visually impaired about advertising boards as well as complaints about the visual intrusion of other illegal signs. The Government has asked all authorities across the UK to clamp down on illegal signs. From Monday, 20th March, a week long targeted campaign has been launched and illegal signs will be removed from the highway without notice.

 

Richard Preston, Head of Network Management for Cambridgeshire County Council, said: "Each year we receive phone calls from people who have tripped or walked into signs put out on footways illegally and the Council has a duty to ensure footways are kept safe for pedestrians.  Illegal signs are a safety issue as they create hazards and distract drivers and can cause confusion. We want to see businesses do well and urge anybody who wants to advertise to contact their local planning authority for advice about how to do this legally.”

PLANNING COMMITTEE NOTES  APRIL PARISH COUNCIL MEETING

 

A meeting was held on 21st March present:  Christine Bryant, Carol Morris Eddie Clark and Hilda Buchanan. 

 

The applications detailed below were discussed and we give details of our recommended response to East Cambridgeshire District Council

 

Ref 06/00171/LBC. Construction of Bay window extension to south facing wall at

                                  66 High Street Bottisham

 

Comments: This dwelling is in the conservation area and a listed building.

                      No objections to this application.

 

Ref 06/00186/AND.  Shop Sign adjacent Little Wilbraham Road Bottisham

                                    

Comments:  No Objections to this application

 

Ref 06/00167 FUL.   5 flats with parking for 6 cars, land to North East of

                                   20-42 Arber Close Bottisham

 

Comments:   This application is a re-submission and we feel that some of the issues we commented on before still remain.  The overlooking issue has been addressed.  We consider the current application to still be over development of the site and is referred to  04/01248 OUT by East Cambridgeshire District Council in their refusal of the original application.  We feel 4 flats with additional parking would be more acceptable, although this would not be in accordance with current Government guidelines.

 

Mrs Buchanan reported on an informal meeting she has had with Heirk Daslington of

Laid Chaiker Homes Plc. who hopes to develop the Tunbridge Lane site.   She will make contact again in due course, they are aware of the importance of both communication with and the in put of Parish Council  regarding this large development.   We need also to write to both the developer and E.C.D.C. informing them that as a Parish Council it is our policy passed by resolution that we do not support naming of streets etc after people.  We feel that it is important that local and historical knowledge should play a big part in the naming of streets.  We expect to be part of the decision making for the names used in this development.

 

After the meeting  on 21at March a further planning applications was received.

 

Ref 06/00315/FUL.  Demolition of bungalow and building of 5 Dwellings

Comments:  This application is a re submission and the planning group will make recommendations of our response to full Council on 3rd April. 06
