BOTTISHAM PARISH COUNCIL 03/07

 

MINUTES OF BOTTISHAM PARISH COUNCIL MEETING

 

Held on Monday 5th March 2007 in the Round Room at Bottisham Village College commencing at 7.30pm.

 

PRESENT:

Chair:  Cllr Tilley.  Cllr’s Astill, Bailey, Bryant, Buchanan, Clark, Morris, O’Dell and San Vicente.  County Councillor Shuter and District Cllr’s Leake and McLean also attended for part of the meeting.

 

19.       APOLOGIES:

Apologies were received from Cllr’s Banks and Boal.

 

20.       MINUTES OF LAST MEETING (5TH FEBRUARY 2007):

Cllr Tilley queried item 16(b).  Cllr Bryant confirmed that she will be assessing the need for allotments in the village as an individual rather than as a parish councillor.  The minutes were agreed and signed.

 

21.       MATTERS ARISING:

a)  Lode Road Car Park

Councillors and the District Cllr’s had visited the car park at the rear of the houses on Lode Road.  Hereward Housing have also been to look and will be clearing the site.  D/Cllr Leake did not think it appropriate for residents to park their vehicles at this site. Cllr Buchanan has spoken with residents who do not feel part of the village and who also had concerns over the speed of traffic, the school buses exacerbating the problem. 

Cllr Tilley confirmed that councillors could make a recommendation to the County Council to put in proper laybys in place of the grass verges and it was asked that this be put on the agenda for the following month.

 

b)  Pavements

Following on from our letter to David Groom, Paul Butcher at Highways has asked for a site visit with councillors and a date will be arranged through the clerk.  Cllr Tilley reinforced the need for a solution, even if for budget reasons, this has to be over 5-10 years.

 

22.       REPORTS OF COUNTY AND DISTRICT COUNCILLORS:

County Council

C/Cllr Shuter confirmed that the County budget has been set.  There will be a 5% increase in council tax and further cuts will need to be made.  Mobile libraries may be affected although the school budget has been ring fenced.  He also reported that the usage of buses in Cambs has increased dramatically and that plans for the guided bus were in progress.

 

C/Cllr Shuter has been to visit the Heathway again and has spoken with the local farmer.  There has been an amount of green waste dumped there recently.   The farmer is happy to work with the County and District in April in another waste clearing exercise.  C/Cllr Shuter has also spoken with the Environment Agency who confirm that they will prosecute if evidence can be found of flytipping.

 

District Council

D/Cllr McLean has arranged a date for the visit to Donarbon.  He will e-mail final details to the clerk to arrange numbers attending.  Two dates may be needed.

 

D/Cllr McLean advised Cllr Tilley to speak with Phillip Turner with regard to funding existing play facilities a detailed in the District Council notes.

 

Cllr Buchanan said that the ‘Here to Help’ day had been successful although not that well attended.  People were appreciative to Martyn Stacey (ECDC) on that day and also for the recycling roadshows he had organised and she asked that we write to Martyns line manager thanking him for his help on this initiative.

 

Cllr Buchanan outlined to District Councillors  highway concerns Parish Council had over the planning application for 5 new dwellings on the site at 40 High Street specifically over the splay.

 

County Councillor Shuter and District Councillors Leake and McLean then left the meeting.

ACTION:  Cllr Tilley to contact Phillip Turner

24.       COMMITTEE REPORTS:

A)  PLANNING

Applications itemised on the agenda were discussed.  Cllr Buchanan recommended that Parish Council give support to the Hilton Park application but ask that this go before committee as it is a big development.  Plans will be available in the library.

 

Cllr Buchanan again outlined her concerns over 40 High Street.  County Highways would need to come up with an alternative road layout that the contractor could pay for.  There were also concerns over this would affect the bus stop.

 

The footpath linking the Tunbridge Lane development to Beechwood Avenue had been agreed although it was not in the preferred location and this was discussed in detail. 

 

B)  ENVIRONMENT

Cllr San Vicente confirmed that the tree stumps at Bradfords Close had been removed and it was agreed that she should purchase some suitable low maintenance shrubs to replace this.  Cllr Tilley thanked Mr Maxey for his generous donation towards costs.  The glass frame containing the bus timetable has been smashed at the bus stop on the A1303.  The bus company will be replacing this and the clerk will report to the new PCSO.  The clerk has spoken with the Youth Club who are happy to do the mural on the brick bus shelter and will be liaising with her with regards to purchasing paints. 

ACTION: Clerk to contact PCSO.  Cllr San Vicente to purchase shrubs

 

The hedge running along the backs of Rowley Gardens was encroaching on the public footpath running through the Pightle and it was requested that Parish Council write to residents informing them of their duty to cut this back.

ACTION:  Clerk to write to Rowley Gardens residents

 

The County Council had written offering the same funds as last year towards village grass cutting.  Cllr Tilley recommended we reject this offer as there should be some increase.  The majority were in favour of writing asking for an increase of 3.6% which is the headline rate of inflation.  He reinforced that this was not a grant but a contract.  The County had a responsibility with regards to road safety.   There was a need to protest for the sake of all parish councils.   Councillors discussed the need for extra cuts to be agreed by all before taking place.  

ACTION:  Clerk to write to David Groom

 

C)  CEMETERY AND CHURCHYARD

Cllr Morris and O’Dell will be having a meeting this week with Prospects Trust.  Cllr Buchanan asked that we receive value for money from them, various residents had complained about the state of the cemetery.  Cllr Buchanan along with other volunteers had recently cleared rubbish and generally tidied the cemetery.  She particularly singled out John and Pat Hutchinson.  It was asked that Prospects Trust detail on their invoices what work they had done each month.  Cllr Astill needed this information to complete a Parish Paths application and also, it was currently impossible to monitor their work.  It was agreed that all work whether this be Prospects Trust, Eastern Tree Surgery or any other needed to be checked before being paid. 

 

The Cemetery Committee will empty the shed and Cllr Clark will assist with this as various equipment in there needs to be disposed of.  Cllr Buchanan stated that the Cemetery Committee needed to come back to Parish Council with proposals on how the cemetery was going to be cleared and to set terms and conditions and a policy for removing wreaths.  They may have to increase their budget for the removal of waste.  It was reinforced that we pay Prospects Trust for 3 hours work a month most times of the year and this is for the whole village, not just the cemetery.

 

D)  FINANCE

The attached summary of income and expenditure was discussed.

 

25.       NOTIFIED BUSINESS:

a)  Grass Cutting – County Council grant

This was discussed under Environment 24(b)

 

b)  Annual Meeting

The Annual Meeting is on the 18th April, before the elections.  This item will be on the agenda next month so that councillors have time to think of anything they wish to contribute.

 

c)  Elections

The clerk handed out nomination papers to all councillors present and will pass on to those who were not at the meeting.  It was agreed that these should be returned to the clerk by 25th March.  An advert asking for people to come forward to become parish councillors had mistakenly been missed by the Cresset.  The clerk will put up posters on the noticeboard which CALC have sent through to her. 

 

d)  Review of the Freedom of Information Act 2000

This Act had been adopted by the Parish Council.  Cllr Tilley asked that this be endorsed by the new Parish Council after elections have taken place.

 

26.       ITEMS FOR THE NEXT AGENDA:

Cllr Bryant asked that councillors come to the next meeting with suggestions of dates that the flag should be flown in the village.

 

Cllr Buchanan has a handout on Parish Plans and asked that this also be on the next agenda.

DISTRICT COUNCIL NOTES

Bottisham Parish Council

2 April 2007

East Cambs to the rescue

 

Cecilia Tredget, the Deputy Chief Executive at ECDC, has been seconded for a year to South Cambs District Council to help to implement their Improvement Plan which is required by the Audit Commission.  This is to avoid the real possibility of direct Government intervention which would not be good for local government in Cambridgeshire.

 

Chief Executive John Hill has assured us that there will be no significant detrimental impact on service delivery to the community in East Cambs. There will be some internal reorganisation within the Council which will provide excellent career opportunities for some staff.

 

Alternate Week Collections

 

The introduction of the alternate week collection seems to have gone reasonably well. As yet we don't have the recycling figures for the new scheme but we will report them as soon as they become available.  One problem which has been highlighted is that inconsiderate parking near the Primary School has caused access  difficulties for the Cleanaway vehicles.

 

There are 2 new plastic banks in the car park at the Youth Centre, plus a green bank for the collection of tetra packs (juice cartons etc).  Martyn Stacey has tried unsuccessfully to negotiate a site at the College, which would have been much more convenient for residents at that end of the village.

 

There has been some confusion about the number of replacement brown sacks which are being given out.  The limit is 10 per household. As they are intended for domestic use, it is felt that is a reasonable number.  The sacks are expensive and this year the cost of them has been £25,000 over budget.  However Valerie has a supply of extra sacks if people do run out. Parents and Grandparents may like to know that she also has some yellow 'tiger' sacks which are used for disposable nappies.

 

Concessionary Bus Passes

 

Since the current scheme came into operation in October 2006 there has been an increase of 36% in passenger journeys which is excellent news.  However just as there is no such thing as a free lunch, neither is there such a thing as a free bus journey.  The District Council spent £97,024 on concessionary bus passes in 2005-06 and for the coming year, 2007/08, it has budgeted £326,000.  This second figure includes a grant from the Government but it does not cover the whole cost.  In addition to this the County has agreed to cover the likely shortfall in revenue so that the bus operators are no better or worse off as a result.

PLANNING NOTES

 

A meeting was held on Thursday 22nd March.  Present was H Buchanan, E Clark and C Morris.  Apologies from C Bryant but she had commented on some of the plans.

 

1.         07/00158/ADN

Advertising board on planning grounds.

No objections.

 

2.         06/00315/FUL

40 High Street, Bottisham

Discussion re. the splay.  County Council had no objections.  We still feel it is dangerous and have sent our concerns to the Planning Department.  Letter on file.

 

3.         07/00161/FUL

Change of use of single dwelling to a pair of semi-detached houses and building of 2 detached properties

132-134 High Street

 

This proposal is in the conservation area.  We have concerns and reservations in this area which is being further developed.  It is situated in a busy area near an entrance to a through road near to a primary school and a junction which now has yellow lines in order to ease parking congestion.  We have asked the Planners to share our increasing concerns with Highways and suggested when the site visit is done to come preferably between 3-4ish.

 

Villagers will be further concerned with the traffic density in the narrow High Street.

 

Affordable Housing

Hastoe Housing have again contacted us and we will report when there is any further development. 

 

Correspondence on file and ECDC last did a survey in 1999 and now they estimate 14 families who have asked for Bottisham as their only choice.

 

If a site goes ahead it will be subject to the rules of Rural Exception Sites including that people from Bottisham Parish will have priority.

 

We will keep everyone up-to-date when further information is available.
