BOTTISHAM PARISH COUNCIL 5/02
Minutes of Council Meeting held in the Village College - 7th May 2002 Present - Councillors Astill, Boal, Buchanan, Laister, McCartney, ODell, Rayment, Tilley and Walker. Cllr Buchanan chaired the meeting.
1. Apologies. Councillors Bryant and Leake and Councillor Fitch. 2. Minutes of the meeting held on 2nd April were agreed and signed. 3. Matters Arising A.. Affordable Housing off Bell Road. Building work is progressing. The open meeting on 3rd April was well attended with much interest shown in the shared ownership houses. Road names have not yet been decided and landscaping plans will be prepared. B. A formal complaint was sent to CCC on 13th March regarding the delay in various highway matters dealt with in the Transport and Environment Dept. Mark Lugg who is now dealing with our requests has not contacted the council since 21st March despite a request for updated information. A letter was sent to the Chief Executive, Alan Barnish on 2nd May and his reply is awaited. The commitment to kill your speed initiative is on going. C. An order has been placed with Chris Aston Ceramics for 252 commemorative mugs. These are to be collected by Cllrs Boal and Laister. It is hoped to distribute the majority of these at the Primary School and the Saplings Pre School Playgroup. An advert will be placed in the Cresset for additional eligible children. Any surplus mugs will be sold at £5 each on a first come first served basis. It was agreed that a donation of £200 be made to Bottisham WI towards the Jubilee Tea on June 2nd for older villagers. D. A letter was sent to the Chief Constable on 2nd May requesting information on the Operation Insight Scheme as Cllrs had completed their applications in early February and had not yet had an acknowledgment. E. Final arrangements were made for the Annual Parish Meeting on 15th May 2002. The draft minutes needed slight amendment. F. It was agreed in principle that a path from Beechwood Avenue to the surgery and the new development expected to be built near the surgery, should be considered. The Clerk will contact John Cooper at CCC for advice from the Access Development Officer. G. The entry for the Village of the Year competition will be based on the 2001 details and any information received from groups and societies as requested in the Cresset.
4. Chairmans Report a. A reply from 24 Seven concerning problems with recent power cuts was discussed. The Clerk will seek confirmation that work promised a few years ago to ease problems was done and to ask a representative to attend a council meeting. b. Peter Hains at Bottisham Village College has spoken to the parents of the 2 pupils who removed the pictures from the Round Room in February. The pupils will be requested to pay £15 each for the reframing of the damaged photographs. c. The bus shelter on the A1303 has been vandalised yet again and a further 2 glass panels smashed. It was agreed that repairs should not be made at present and a notice placed in the shelter explaining this (in)action. Peter Rank advised that metal panels would not be suitable d. The Mother and Toddlers Group is to be re-formed in Bottisham and advice has been given them to obtain funding from ECDC. 5. Reports of County and District Councillors. Cllr Fitch had not provided a written report. The alterations to the heating in the Youth Centre were to comply with new Health and Safety regulations.
Cllr Leakes District Council report circulated with the minutes gave details of changes to bus services, new recycling facilities for the collection of aluminium foil and aerosol cans and details of the provision and emptying of dog waste bins. Cllr Leake will step down as Chairman of the Council in late May and become Council Leader. Cllr Buchanan and Tilley will speak with Cllr Leake regarding concerns with support of Parish planning views and recommendations. A letter will be sent thanking Valerie for her year as Chairman. 6. Correspondence 1. ACRE Details of a Play and Youth Leisure Conference 19th June and a second Parish Plans Networking Evening 25th June at March. 2. CALC. Details of Accounts Workshops 28th May at Huntingdon. The Clerk will attend. Supplementary editions of the Bulletin were circulated with the agenda. Guide to Race Relations (Amendment) Act 2000 Lighter Touch Audit Regime report - copied to Cllrs Buchanan and McCartney Leaflet Why you should stand for Local Government.- for the Cresset at a later date Details of NALC Conference in Preston 14-16 June 3. CCC Research Questionnaire on Cambridge Hackney Carriages - passed to Cllr Buchanan. Confirmation of Resurfacing and Reconstruction work in the High Street later this year Details of changes to the Sunday and Evening bus services 111, 112, X11 and X12 following low levels of use - copied to Cllr Rayment. Agreed that although an altered timetable is planned there will be no overall cut in services. Details of Confidence in Local Democracy Conference on 30th April Barbican Centre. Initial details of Public Consultation on Stage 3 of the Cambridge Core Traffic Scheme 4. Government Department Correspondence Letter from the Minister for Rural Affairs explaining Government support for Parish Councils following bad publicity in the Press - copied to Cllr Buchanan 5 ECDC Copy of advert in Cambridge Evening News re adoption of Local Code of Conduct. Copy of Vision 21 - Agenda 21 newsletter. Details of District Council Information Booklet. Information Leaflet about Abandoned Cars - circulated with agendas. Concerns with a car and van on the grass verge in Bell Rd. The Clerk will contact ECDC. Best Value Questionnaire on Democratic Services returned 22nd April. Decision List for Special Strategic Development Committee - meeting 15th April Decision List for Personnel Committee meeting 24th April Agendas for various meetings - out of date. 6 Additional post Cambs Constabulary list of crimes recorded for April 2002 - 6 for Bottisham Histon Police Sector April Newsletter. Poster displayed for clinical governance review of East Anglian Ambulance NHS Trust Letter from Primary School requesting replacement of rocking animals on Childrens Playground. Cllr Boal will contact Mrs Barclay. The 10 year joint agreement needs to be reconsidered and will be included in the next agenda Advance warning from Anglian Water concerning re-sealing of sewers in the High Street and Maple Close in June/July. This will not involve disturbance to the road surface. Acknowledgment from Dr Towriss following Council letter expressing appreciation of Hilda Buchanans service as Practice Nurse. Details of Think Country Child Conference at the Maltings 29th May and Policy Document to Cllr Buchanan. Final recommendations for Boundary Commission Review. 2 Councillors will represent Bottisham, Brinkley, Burrough Green, Lode and Westley Waterless. Confirmed that this was and always had been County Council owned land. 7. Committee reports A. Planning 1. Planning permission has been approved by ECDC for;- a. 02/00160/FUL - 2A Arber Close - retrospective permission for shed. Not to be used for business. Environmental Health Dept satisfied that there are no current concerns regarding the storage of chemicals. Current investigation by Environmental Health regarding noise from machinery on site and emptying of cleaning equipment in the public drain. b. 02/00161/FUL - Transmitting site at Parsonage Farm Newmarket Road - replacing a 15m monopole with a new 18m monopole. c. 02/00030/FUL - Former A1303 Service Station, Newmarket Road - renewal of planning permission for the change of use to allow for stationing of portable office building. Expires 10th April 2003 d. 02/00217/FUL 11 Arber Close - 2 storey extension, front linking porch, part rebuilding of the garage and minor internal alterations. e. 02/00092/FUL - 49 Bell Road - two storey extension to the side f. 02/00060/FUL - Swynford Paddocks Hotel - erection of conservatory. g. 02/00208/FUL 28 High Street - single storey extension to the rear 2. Planning permission has been refused for ;- A. 02/00141/FUL - 31 Tunbridge Lane (old surgery) - two detached dwellings instead of three - development does not make best and most efficient use of the site. 3. Planning applications sent to ECDC with the following comments :- a. 02/00196/FUL - Hilton Park Care Centre - construction of additional 34 bed care unit. - no objection but the Council feel that the site will be fully developed with the addition of this unit and that no further development should take place. b. E/01/0082/F Tunbridge Hall, Tunbridge Lane - 3rd amendment to change of use of the existing building from agriculture to Class B1 (business use) with alterations and car parking - no objection c. 02/00294/FUL - 44 Lode Rd - demolition of bungalow and erection of 2 houses with garages. Several objections - overdevelopment of site, building line altered, traffic concerns in Jenyns Close, bungalow in this position should be preserved and there is a probable covenant pertaining to this property relating to planning. 4. Planning application for 02/00324/FUL 82-84 Beechwood Avenue - demolition of a pair of semi-detached houses and erection of 4 town houses. Recommended that the area should be considered as a whole for replacement of wood clad houses built in Beechwood Avenue with part available as affordable housing. It was felt that 4 town houses would not easily blend into our village High Street in their current proposed design. Concerns with height of the proposed houses, and the dominance of the dormer windows. Concerns too with an additional 3 executive houses accessing the High Street causing potential traffic and accident problems in an already congested area. 5. Other matters a. Structure Plan Review was dealt with by Cllr Buchanan on 22nd April. b. Licensing application amendment for Swynford Paddocks Hotel following application for a conservatory. Papers signed by the Clerk after consultation with Cllr Tilley. c. A letter is to be sent to the Planning Officer at ECDC. The Council is dissatisfied with the lack of consultation on planning matters. Where there is a sensitive issue or a large scale planning application it would be useful to have prior knowledge before plans are sent to us for the short consultation period. B. Environment 1. A1303 bus shelter repair dealt with under Chairmans report 4 (c) above. 2. A reply is awaited to letter of 9th April to John Richards of East Highways division requesting that the A1303 path at present used for walking becomes a cycle path. 3. Forms of agreement are awaited from 2 of the litter pickers. 4. The quotes from Eastern Tree Surgery for work on 3 trees within the old cemetery and outside 99 Beechwood Avenue were accepted. 5. The brick bus shelter wall should be painted soon. 6. Cllr Boal will send a written request for the disused CCTV cameras in Ely. 7. Cllr Boal and Laister will check the condition of the Village Pump situated outside 53/55 Bell Road. 8. The seat in Jenyns Close is past repair. It was decided not to replace it at the moment.
C. Finance. a. The audited accounts for the year to 31st March 2001 had been circulated. b. The insurance premium for the year to 1st June 2003 has been received. The new seat in Lode Road is to be included and the Jenyns Close seat and the Crazy Nellie and Panda play equipment excluded.
D. Meadow and Woodland Project. We are still waiting for information about any possible tree preservation orders.
E. Cemetery a. There had been a meeting to review the cemetery now that the hedge had been removed to which Cllr McCartney had not been invited. Thirteen laurel bushes are required to infill the hedge. An additional 28 grave spaces have been identified. The Clerk will obtain advice concerning the recognised spacing for plots. Mr. Bugg is to be asked to quote for the removal of the tree stump next to the path. b. The County Council Property and Procurement Division have advised that the area known as Camping Close (0.52 acre) was acquired by the Council in 1971. The Clerk will write for details of the acquisition and a copy of the legal documentation proving validation of the sale. Was the land purchased by compulsory purchase order, were we recompensed for it as there is no record of funds received?
8. Notified business. - none Urgent business a. Cllr Rayment advised that the litter deposited near the sewage farm over a month ago had not been removed. The Clerk will contact Gerald Tickner at ECDC about this and the litter left on the A1303 layby and at the top of Nine Mile hill. b. There were safety concerns about the 2 cycle races held recently at the College. The Clerk will contact the Lettings Officer to ensure that there will be adequate and timely signage for similar events.
Cllrs were reminded that urgent matters or concerns after the agenda was issued should be notified by 7.00pm on the day of the meeting to the Clerk or Chairman
9.
