BOTTISHAM PARISH COUNCIL 5/03
Minutes of Council Meeting held in the Village College 6th May 2003
Present - Cllrs Astill, Boal, Bryant, Buchanan, Clark, McCartney, ODell, Tilley and Walker. Newly elected District Councillors Valerie Leake and Colin McLean attended Apologies were received from County Councillor James Fitch who was attending parish meetings in the area. 2. Cllr Tilley proposed by Cllr Buchanan and seconded by Cllr McCartney was elected unanimously as Chairman. Cllr Tilley then took the Chair. 3. Cllr McCartney proposed by Cllr Tilley and seconded by Cllr Laister was elected unanimously as Vice Chairman. Cllr McCartney stated that he would not be willing to become Chairman in 2005 The standing order made in May 1995 restricting Chairmanship and Vice Chairmanship to a 2 year term of office will be an agenda item in June. 4 Council Committee Members will be Cemetery - Cllrs Laister, McCartney and ODell Environment Cllrs Astill, Boal, McCartney and WalkerFinance Cllrs Buchanan, Clark, Laister and McCartneyPlanning Cllrs Bryant, Buchanan, Clark and Walker The Chairman will be an ex-officio member of each committee and other persons could be co-opted. A meeting of each committee is to be held within a month to choose a Chairman. 5. Appointment of representatives to associated committees a. Bottisham Community Primary School Minor Authority School Governor Vacancy. Clerk to contact the Headmistress this is shared in rotation with Lode and Quy Parish Councils and Quy should appoint. b. United Charities and Local Charities Cllrs Laister and McCartney will serve on both c. Local Councils Association (CALC) Cllr Walker will continue to serve for the moment d. Police Consultation Group any Cllr could attend the meetings dependent on topics under discussion. e. Bottisham Bowling Club Cllr McCartney
6 Minutes of the meeting of 7th April were amended as follows :- Minute 3.L third line have been refused deleted and replaced with are still under discussion and referred to Public Enquiry and Planning 4.3 final line development replaced by building The minutes were then agreed and signed. 7. Matters Arising A. St Peters Field. This has been officially opened and Hastoe Housing representatives were again told of our concerns over the delay in reinstating the Bell Rd footpath. A reminder letter will be sent concerning the £200 donation promised towards tree work. B Cllrs Boal and Tilley will attend a meeting at the Primary School where the County Solicitor will discuss minor amendments to the new agreement for the Childrens Play area. C The annual meeting was reasonably well supported. Changes are to be considered for next year at the February Council Meeting minutes not to be read but tabled, reports by local groups and visual aids to be used. A library committee is being formed, community based and set up as a charity. The wooden seat in the bus shelter will be covered in metal by Edmund Rank. D. Anglian Water will review the current hydraulic model for Lode Rd and Beechwood Ave in April/May. E. A review of the lettings procedures to community groups for Bottisham Village College is still being considered. F Alterations to the A1303 and Bell Rd junction will start in July at the earliest. G We have not suffered power cuts within Bottisham recently suggesting that the promised remedial work to bring our supplies from Fulbourn and not Burwell has been completed. H. The environmental committee will consider the type and size of a flagpole to be purchased and choose a position for it. The Clerk will ask the Churchwarden if the American Flag can hang alongside the memorial in the Church. I. It was agreed not to enter the Village of the Year Competition. Promised support from local groups and societies was not forthcoming. The Clerk and Cllr Walker were thanked for the work and advice they had given in the past and Cllr Boal for his work this year. The £250 reserved in the budget would be used to purchase a flagpole.
8. Chairmans Report a. The Chairman congratulated the 2 new District Cllrs. The Council looks forward to working with them in the best interests of the village. b. There are no new faces on the Council and we must encourage people in other organizations to work with us. c. The Council should perform an informal scrutiny function at local level to ensure that County and District Councils and the Police Authority each provided value for money. d. Thanks were given to Cllr Buchanan the previous Chairman who had taken on such a high level of work for the Council for many years and was considered by all to be a special person. Her advice would be sought. Cllr Buchanan thanked members for their support .
9. Reports of County and District Councillors. Cllr Leake invited Cllrs to attend the Police Community Support Officer discussion group at Ely on 4th June proposing that joint funding is made available between Constabulary and District and Parish Councils to provide Support Officers. ECDC have progressed to the 2nd round of the competition to receive funding for the provision of Broadband in the District. Cllr McLean welcomed the invitation to come and listen at our meeting. With a newly defined ward with 5 parishes he hoped to be able to attend as frequently as possible. Cllr McCartney questioned Cllr Leake on District Council finances and increased Council Tax charges as outlined in one of the election pamphlets. There was a long discussion and Cllr Leake will obtain details of the major projects funded throughout the District from the money received from the sale of housing stock.

Public Consultation starts 28th April and is displayed at many venues. 5 ECDC - District Council Election 1st May 2003. Posters displayed Result of Uncontested Parish Election Payment under the FITT scheme for grass cutting received. Request for Murder Poster to be displayed Invitation for Cllrs to attend a meeting Wed 4th June at Ely to support the provision of Police Community Support Officers within East Cambridgeshire. All Councillors were interested in attending. Agenda item in June Request for support of ECDC application for funding from EEDA to provide broadband internet services within the district - e-mail sent Committee Decision List for Planning 2nd April Strategic Development 8th April Planning 23rd April Special Community Services 23rd April Agendas for various meetings now out of date 6. Additional post Histon Police Sector February Newsletter - 6 crimes in Bottisham Notification that PC Ian Butcher is our new Community Beat Officer Local Council Review Magazine for April Letters of thanks from Bottisham Village College, Leisure in Retirement Group, Bottisham Carpet Bowls Club and First Bottisham Scout Group for the precepted payments Invitation to the new Chairman to the Licensing Ceremony for the new Vicar on 10th June Request from the Pension Service for village magazine and other contact addresses to promote benefit entitlements. - details provided East Cambridgeshire and Fenland NHS Primary Care Trust press release - to the Cresset ABA information on Health and Safety Procedures for Funeral Directors. Information on Quality Parish Councils was distributed at the meeting. Official launch of the scheme is in May and further papers are expected. This will be a future agenda item.
11. Committee reports PLANNING 1. Planning Decisions made since last Council meeting. 1. 03/00111/FUL - Cremgah, Lode Rd - demolition of bungalow and building of 2 four bedroom dwellings. Refused 2nd April 2. 03/00275/FUL - Coventry Farm, Wilbraham Rd, Six Mile Bottom. Permission for 2 years for a 40m guyed anemometry mast to measure wind speed and direction. Approved. 3. 03/00166/OUT - 17 High Street - erection of a bungalow and garage in the rear garden. Refused access to the site is inadequate 4. 03/00146/FUL Brian McKay Commercial Vehicles, A1303 Service Station Newmarket Rd New workshop and offices in connection with applicants existing business. Refused. This is an Inappropriate and unjustified area of new commercial floorspace in the open countryside and within the Green Belt. Would cause demonstrable harm to the visual amenity and overall rural character of the locality. Copy of the Mediation Panel report received. Mr McKay has been contacted by the Planning Department to discuss possible modest future development on this site 2. Planning Applications under consideration 1. 03/00306/FUL Land at 18 Lode Road erection of single dwelling 2. 03/00363/FUL Royal British Legion Club to form new small lounge/kitchen and relocate snooker hall to first floor. Cllrs Buchanan, McCartney and Tilley declared an interest as they are members of the Bowling Club.
3. Other matters 1. Bottisham Public ByWay No 7 and Planning Permission E/3009/02/CW retrospective use of land as scrapyard at Green Gables Newmarket Road Bottisham. Copies of County Council reply to James Paice MP following site meeting with details of action taken - passed to Cllrs Buchanan and Tilley. Copy of letter dated 29th April from James Paice to Alan Barnish asking that the verge removed to provide hard standing should be reinstated and that space should be provided within the yard to provide parking space for employees and visitors 2. Notification from ECDC that application 01/00845/FUL property will be numbered 1 Stocks Close 3. Cambridge and Peterborough Structure Plan Review publication of proposed modification to Deposit Draft plan. Copies are available at Shire Hall and the Grange, Ely. Consultation period 6th May to 17th June. Cllr Buchanan has studied this and no changes will affect Bottisham or likelihood of a possible development at Six Mile Bottom Environment 1. We are waiting to receive funding from the Parish Paths Partnership Scheme 2. Cllr Astill is continuing to seek the registration of the path at the rear of Cedar Walk and Maple Close as a public right of way. 3. A further advert will be placed in the Cresset for a replacement litter picker. We need to consider an older person or the formation of working parties 4 The invoice for the repair and repainting of the post office seat has been received. 5. The Prospects Trust will send an invoice for cutting ivy on the Tudor House boundary. Cllr Boal will speak to the owner about the promised financial help towards the cost. 6. Eastern Tree Surgery quote of £110 for tree work at 60/62 Lode Rd to be accepted 7. Dr Buchanan will assist Cllrs to construct an up to date map using the GPS system. 8 Andrew Tipple from the Highways Department has advised that work on the Bell Rd path opposite the Police building, West Walk and Vineyard Walk will be done shortly. Further work on the Park Estate paths is under consideration. Funding for the dropped kerbs in Lode Rd is not available at present. 9. The resurfacing of the High St not completed in 2002/03 is subject to funding being available. 10. A new bin is to be requested for Lode Road on the Village College site. There are dangers to youngsters riding skateboards and cycles down the concrete steps. The Police are to be made aware and the College Governors advised. The Clerk will contact the Primary school so that pupils are told of the dangers. 11. Cllr ODell will arrange for the painting of the Parish Pump in Bell Rd 12. A survey of the condition of the trees within the village is to be made before the budget meeting. C. Cemetery 1. Building work within the Church started on 29th April. The quote from John Henry, Contractors for repairs to the paths has been accepted. 2. Urban Forestry have been paid for the work on the Church sycamore tree. A survey will be made by the Cemetery committee of the 30 trees needing attention and appropriate planting of new trees.. 3. A wildflower area in the Churchyard will be discussed before the next precept meeting. 4. A second dustbin has been purchased for the collection of organic waste in the cemetery. Byron Engraving will be asked to produce an appropriate sign. 5 Edmund Rank has tal\ken the brass plates for cleaning and will arrange for the church gates to be repainted.
D. Finance 1. The insurance renewable on 1st July was reviewed and the 2 new pieces of play equipment will be included. 2. The petty cash account was closed on 22nd April. The Financial Regulations were amended. 3. The unaudited accounts for the year ended 31st March 2003 were approved. The Audit date is 1st July and Cllr McCartney and the Clerk will meet the internal auditor Alan Fair on 2nd July to complete the Annual Report Form. 4. It was agreed that a Bank Mandate form would be completed to include 5 signatories. Any two to sign from Chairman, Vice Chairman and Chairman of Cemetery, Environment and Finance committees. Committee Chairmen have yet to be appointed.
12 Notified business. a. Declarations of Acceptance of Office were signed b. Cllr Buchanan registered her concerns about the completion of the declaration of interest form and will be considering the matter before the next meeting. This will be an agenda item. c. A request will be made in the Cresset for a co-opted Cllr to fill the remaining place on the Council.
13 Accounts A cheque was signed on 15th April to Urban Forestry (Bury St Edmunds) Ltd for £804.88, in respect of work on the sycamore tree by Cllrs Boal and Buchanan
