BOTTISHAM PARISH COUNCIL 6/04                                                  UNCONFIRMED

 

MINUTES OF COUNCIL MEETING HELD IN THE VILLAGE COLLEGE – 10TH MAY 2004

 

PRESENT - Cllrs Astill, Bryant, Boal, Clark, Clarke, O’Dell and Tilley attended. County Cllr Fitch and District Cllrs Leake and McLean attended for part of the meeting. (Lode Parish Council also had a meeting)

 

1.  AN APOLOGY was received from Cllrs Buchanan.

 

2.  Cllr Tilley was nominated as Chairman for the coming year by Cllr Boal and was seconded by Cllr Bryant. This was agreed unanimously and Cllr Tilley then took the Chair.

The composition of the committees remains unchanged.

 

3.  APPOINTMENT OF REPRESENTATIVES TO APPROPRIATE COMMITTEES

a.  Mr Laister and Mr McCartney will continue to serve on the Board of Trustees of the Local and United Charities. The Parish Council nominates members who do not need to be serving Parish Councillors to serve on the board. The Clerk will write to Mrs Coles enclosing a copy of “A Guide to Conflicts of Interest for Charity Trustees” and requesting a brief explanation of the aims and objectives of the Board to be given at the Annual Meeting.

b.     It was proposed that Cllr Buchanan, a member of the Bottisham Bowling Club Committee should serve as Parish Council representative if she is agreeable.

 

4.    MINUTES for the meeting of 5th April were agreed and signed.

 

5.    MATTERS ARISING

The letter from Cllr Tilley referred to in 5     (c) of the Chairman’s report has still not been included in the Cresset. The points raised – the resignations of Cllrs Laister and McCartney, increased bureaucracy and Quality Parish Councils will be covered at the Annual Meeting.

 

6. No applications have been received for the 2 places to be filled by co-option to the Parish Council. Notices in the Cresset and on the notice boards will continue and a request will be made at the Annual Meeting.

The position concerning Cllr Walker who has not attended meetings since September 2003 will be discussed at the June meeting.

 

7.  CHAIRMAN’S REPORT

a.  Arrangements for the agenda, reports and displays were made for the Annual Meeting on 19th May.  County and District Councillors are to be restricted to a 15 minute report excluding questions. Any other business will not be included. Questions will be invited during the meeting on the points raised.

b.  Papers had been received concerning a Conference detailing the background to the Quality Parish Council Scheme and the links between Parishes and the District Council. The Council will not make an application at the moment.

 

 

8.  REPORTS OF COUNTY AND DISTRICT COUNCILLORS.

County Cllr Fitch’s written report was adopted. He had met with Community Beat Officers Tony Payne and James Bannister and the Ely Police Sector Commander Adam Gallop and hoped that policing would be more apparent in the locality. A good report had been received from the Audit Commission on the work of the County Council and the Ofsted Report on Education, Libraries and Heritage was also favourable.

He was seeking an explanation for the part removal of the grass verge to the area of A1303 currently being resurfaced.

 

The District Council Report submitted by Cllrs Leake and McLean was accepted. The provision of Broadband is still unresolved but the necessary preparatory work is being done before the announcement of the name of the provider.  Tourism in East Cambridgeshire has increased by 40% in the last 3 years and £92 million was spent in 2003/04 in the district. This has been the result of a single brochure serving both Forest Heath and East Cambs District Council. A site is to be found for plastic re-cycling in Bottisham.

 

9.  CORRESPONDENCE

Correspondence as listed to4th May was noted.

Request for funding for the Newmarket Youth Fund Fun Day on 27th June passed to Cllr Clarke.

10.  COMMITTEE REPORTS

 

a.   PLANNING.  A report of the position as at 6th May was adopted.

Cllr Clark reported the recommended comments for the following applications: -

a.   04/00478/FUL – 40 Beechwood Ave – proposed conservatory to rear – Routine conservatory, no impingement on neighbours, no objection.

b.    04/00492/FUL – 11 Beechwood Ave – First floor extension at rear. Replacement carport.  New wall and gates – straightforward application, no objections.

c.    04/00501/FUL – 16 Pound Close - Amended proposal approved originally under 03/00748/FUL. Rear single storey extension and first floor side extension – no objections.

d.     04/00521/FUL – 19 Bell Rd - replacement conservatory – No objections.

The Council endorsed the comments and the Clerk will report them ECDC

 

B.  ENVIRONMENT AND CEMETERY. A report of the position as at 30th April was adopted.

Cllr Boal reported on the following items

a. The insurance claim for repairs to the A1303 Bus Shelter has been met.

b.  Eastern Tree Surgery has started work o the trimming of the parish owned trees.

c. The soft traffic calming at the 4 entrances to the village will start on 31st May

d.   Cllr O’Dell will verify the work done by Eastern Tree Surgery in the cemeteries and Churchyard before the invoice is paid.

e. Cllr Astill has prepared a briefing document concerning the claimed bridleway off the High Street and will speak to this if necessary at the Annual Meeting.

 

The terms of reference for the environment committee were approved by the Council following the insertion of “and Cemetery” in the title. This will be displayed in the Library

Additional items

Mr Bugg has advised that the Wolf Tractor Mower requires 2 new tyres.

Prospects Trust have removed ivy and creosoted the wooden bus shelter and an invoice has been received. JCM Property Maintenance has now been requested to only repair the roof.  

The Clerk will contact Andrew Tipple (Highways Dept) about the blocked gully on the corner of Tunbridge Lane causing a large puddle to collect in that area.

All Cllrs will be invited to attend the next environment and cemetery meeting when management of existing cemeteries and possible new sites will be discussed.

 

C.  FINANCE

The report of the meeting of 22nd April was adopted.

Cllr Clark reported that

The Bank Mandate form will be returned after signatures of those to be deleted were obtained.

The revised Financial Regulations were unanimously accepted. The operation of PAYE and NIC Legislation on the payment of the Clerk’s salary will be discussed at the next Finance meeting.

The meeting with the Internal Auditor (Alan Fair) is on Monday 13th May. Copies of the Accounts for the year ended 31st March 2004 were circulated to all Cllrs.

A letter will be sent to Allianz Cornhill Insurance Plc removing the two motor mowers (one is to be sold and the other is covered by the Motor Insurance cover held) from and adding the cemetery seat. To the list of assets

Cllr Clarke is to prepare a risk register for discussion at the next finance meeting.

The terms of reference were agreed by Council after 4 had been amended to read “The Committee will be responsible for recommending all charges.
