BOTTISHAM
PARISH COUNCIL 05/01 Minutes of Council Meeting held in the Village College - 8th May 2001 Present - Councillors Buchanan, Bryant, Laister, Leake, McCartney, Rayment, Meade, ODell, Tilley and Walker. County Cllr Fitch attended in the meeting. 1. There were no apologies. 2. Cllr Leake requested nominations for Chairman of the Parish Council for the coming year. Cllr McCartney proposed Cllr Buchanan seconded by Cllr Laister - agreed. Cllr Buchanan then took the Chair and thanked Cllr Leake on behalf of the Council for chairing meetings for the last two years. 3. The Chairman requested nominations for Vice Chairman for the coming year. Cllr Tilley was proposed by Cllr Buchanan and seconded by Cllr Leake - agreed. 4 Council committees are - a. ENVIRONMENT - Cllrs Boal, Meade, ODell, Rayment and Tilley ** b. PLANNING - Cllrs Bryant, Buchanan, Laister and Walker. ** c. FINANCE - Cllrs Buchanan, Laister and McCartney. d. POCKET PARK - Cllrs Bryant, Laister, Leake and Walker. e. CEMETERY - to be agreed at next meeting. The Chairman and Vice-Chairman are ex-officio members of each committee and changes can be made during the year. 5. Council representatives on the associated committees are:- a. UNITED CHARITIES - Cllrs McCartney and Walker b. LOCAL CHARITIES - Cllr McCartney c. LOCAL COUNCILS ASSOCIATION (CALC) - Cllr Walker d. POLICE CONSULTATION GROUP - Cllr Rayment e. BOTTISHAM BOWLING CLUB - Cllr McCartney. 6. Minutes of the

(a) - was amended to

link fencing. 7. County Councillor Report - James Fitch a. The County Structure Plan review will consider the proposal for the large town development at Six Mile Bottom just outside our parish. b. House prices have risen by 17% in East Cambridgeshire in the past year and there is continued need for affordable housing. c. County Farms continue to be a good well run estate providing substantial income for the County. d. There was a serious assault on a villager at the weekend when a group of youngsters congregated on the Triangle. The police were called and the culprits cautioned. PC Mark Hurry seems to be settling in well, he now has some civilian support from Julie Gilbert as Community Contact Co-ordinator and the Neighbourhood Watch scheme should be revitalised soon. District Councillor Reports - (1). Valerie Leake had provided a written report circulated with the minutes covering the new political management, the periodic electoral review, the contaminated land consultation and the waste strategy meeting to be held in Bottisham on 8th June. It has been decided to prosecute those who have wifully failed to complete their electoral registration forms and the car parking at Ely is under review. Their were no questions. (2) James Fitch reported that it was relatively quiet at the moment as the new administration was being set up. 8. Matters Arising A. Affordable Housing. Legal documents have been signed and all is going to plan. B. Bell Road/A1303 junction - Cllr Fitch has reported that there is a marked lack of funds for any major improvement. C. New bus shelter A1303 near former White Swan has been installed. Comments generally favourable and Clerk will state in Cresset report that the shelter is (hopefully) only to be used in the short term. The Clerk will contact Philip Sharp about the pathway to it across the grass and a path to the kerb D. Provision of cycle racks outside 2, 4 and 6 High St. The CCC had written stating that their opinion after legal advice was that the area was private property and no help could be given. It was agreed to order the racks and after installation arrange a site visit with Cllrs and representatives to arrange for possible resurfacing of the area. E The gravel has been replaced outside the Church. F. The conversion of the store in Howletts Way to garages is still dependent on the completion of the S106 agreement. The Clerk will write to find out the present position. G. Following the Transport/Traffic meeting a speed check. was carried out in Lode Road resulting in 8 drivers being cautioned from 45 cars. Additional checks have been requested during start and end of the school day in the High Street, Lode Road and Beechwood Avenue. The Clerk will add Downing Close to this list. 30 mph repeater signs are not available in Cambridgeshire in villages with street lighting. School warning signs have been requested for the High Street near the Primary School and the cost of flashing lights near the College and Gateway signs is being obtained. The Community Beat Officer, and the Traffic Warden have promised to visit the village to check on Primary school parking now that the yellow lines are down. The site for additional parking at the junction of Lode Road and Tunbridge Lane is under consideration by Philip Sharp and the pavement widening on the opposite corner to reduce the hatched area is expected soon. The commitment to Kill Your Speed initiative and the awareness raising stall at the Triangle will be discussed at the next meeting H Replies have been received from the Clerk to the Police Authority concerning revenue received from the 7 parishes covered by the Community Beat Officer stating that we can not expect this total amount to be spent within our policing area. Chief Superintendent Fuller replied to the second part but it was felt that there were still matters of concern as funding of Police Pensions, Policing at Huntingdon Life Sciences and low police morale should not result in the low level of policing we receive. It was agreed that a visit by Chief Supt Fuller and the Chairman of the County Police Authority was necessary. I. Barry McKennie was still searching for a suitable bottle bank location and Cllr Fitch in his capacity as a College Governor will suggest using the corner of the main car park. J. Cllr Laister will let the Clerk have a list of the possible cemetery sites so that the owners could be advised of our interest and that ownership questions could be instigated. The suggestion that the laurel hedge within the present cemetery be removed to allow for additional plots will be discussed by the new cemetery committee. A meeting of the new
Pocket Park Committee will be called to which interested villagers will
be invited to discuss the feasibility of providing a park perhaps to
celebrate the Queens Golden Jubilee. There will be a 15 minute public
question time at the start of each
Council meeting starting on June 4th. Dates for
Public Planning meetings will be arranged. 9. Chairmans Report All items were included in the agenda. 10 Correspondence 1. ACRE - Details of a village services conference 17th May to cover mini seminars on ICT in villages, Parish Grant, Community Services Funds and Launch of Cambridgeshire Villages Guide to Local Facilities 2001 - Details of Cambridgeshire Village of the Year Competition. New procedures and launch meeting 19th May at Willingham 10.00am. Cllr Walker will attend as a member of Acre committee and Clerk will confirm our entry and research previous correspondence - Community Action Plans letter including Bottishams follow up action to Appraisal 2 CALC Cllr Buchanan hopes to be able to attend the Chairmans Evening on 24th May at the Countryside Centre. There will be speakers and discussion on rural policing 3. CCC - Details of bus service changes throughout the County - Cambridge Community Transport guide 2001 - Complaints procedures details - Request for more Carers for the Link Scheme - passed to the Cresset - Countryside Management Best Value Questionnaire - completed by Cllr Meade.. - Information for Youth Shelters Promotion Evening - 17th May 2001 - Surface dressing programme details - Bell Road from A1303 to High St. This is expected to commence shortly. The Clerk will question the possibility of the provision of coloured tarmac at the 4 entrances to the village. - Local Agenda 21 documents Working Together for our future and Taking Action for Local Quality of Life - Cambridge Community Network newsletter - copy to Cllr Tilley Parish Paths Partnership letter stating details of grants have been delayed due to foot and mouth outbreak. Details of current guidelines to be included in the Cresset. 4. ECDC - Posters for Notice of Election for County Council Election for Burwell Ward - displayed - Draft copy of Contaminated Land Inspection Policy Dec 2000 - comments by end of June. It was agreed that the Clerk would reply that the proposals were acceptable . Time given for responses to consultative documents are short and it is questionable if Cllrs or the Clerk have the necessary knowledge to assimilate the information and offer constructive criticism. - Best Value Performance Plan 2001 - Periodic Electoral Review for the District - papers had been circulated with the agenda. There were no credible alternatives to the changes proposed for our ward. - Agendas for various meetings - out of date. - Grass cutting Grant for 2001/2002 of £610.80 (same as 2000/2001) had been received. Additional costs to cover inflation were applied for on 1st May 5. - Letters of thanks from Bottisham Scout Group, Bottisham Players and Bottisham Sports Football Club for S137 payments for 2001/2002 - County Archaeology News for March 2001 - Letter from Australia for information on Willis and White families who left Bottisham 1857. The Clerk will write requesting further information. - Questionnaire on Rubbish What shall we do with it? Display at the College on Friday 8th June - details in Cresset - Document on Cambridge Heath from James Quinlan Associates - passed to Cllr Buchanan with details of an open meeting on 27th April to discuss the proposal. - Letter from Local Government Commission re the Periodic Electoral Review - Minutes of Histon Sector Police Local Consultation Group at Comberton Village College on 4th April - Care Network update and invitation to lunch on 13th June - CHUMMS newsletter distributed with agenda - Details of Sawston Police Local Consultation Group meeting Wed 30th May 10am to 2 pm at Tesco Superstore Fulbourn - Letter from DETR acknowledging our response to the Model Code of Conduct Consultation. - Letter from PC Mark Hurry giving details of the theft during April of plants from a front garden. Advice re securing property to be included in the Cresset. - Request from the National British Legion requesting funding. - May 2001 copy of Clerks and Councils Magazine. 11. Committee Reports. 1. Environment. a.Stephen Hill has advised that chain links between decorative posts around the Triangle would be dangerous if installed and Cllrs Boal and Laister will revisit the site to check the additional number of posts required. The Clerk will remind Mr Hill about posts to stop parking on the corner in the interim. b. David Frost has installed the notice board on the Triangle. A letter has been received from Bottisham Post Office Store requesting removal of the noticeboard on the Post Office Wall as there are continuing problems with punctures from dropped drawing pins. It was agreed that David Frost would be asked to move it to Lushers Wall. c. It was agreed to contact the Prospect Trust for them to provide a days work ( two workers and a supervisor at £16 per hour) to clear the hedge trimmings within the cemetery and clearing of Downing Close to High Street footpath if time permits. Cllr ODell will liaise with the group. If this is successful the group could be employed regularly. The Probation service have advised that community service clients do such work, free of charge but there is a long waiting list d. The Clerk will purchase a replacement dustbin for the cemetery.. e. The gate and supporting posts on the footpath behind the Golden Ball is to be removed. (ii) Planning. 1. Two members of the Planning Committee will attend the meeting on Monday 21st May convened by Great Wilbraham Parish Council to consider a plan of action against the proposed development plans at Six Mile Bottom - Cambridge Heath 2. The following applications have been returned to ECDC with no objections - a. 01/00220/FUL conversion and extension of part of a former coach house to provide annexe accommodation at Shirley Stud, Six Mile Bottom. b. 01/00248/FUL replacement timber workshop and summer house for the Sensory Garden project at Bottisham Village College c. 01/00307/FUL first floor extension at 19 Beechwood Avenue. 3 Planning applications to be discussed at the next meeting :- a. 01/00240/FUL erection of carport at 52 Lode Road b. 01/00113/FUL new 15 bedroom residential care provision at Queens Court c. 01/00269/FUL conservatory at 7 Beechwood Avenue d. 01/00275/FUL Change of use C2 to C3 for units 3/19 inclusive and 17 parking bays at Hilton Park Care Centre 4, Planning permission has been given by ECDC for;- a. E/01/0082/F for change of use and alterations for a building at Tunbridge Hall, Tunbridge Lane. b. 01/00124/FUL extension to rear for use as an annexe and erection of 2 stables with tackroom at Orchard House 179 High Street. 5. E/00/0931/CC Muck Dungle Corner application dated 23rd November is still under discussion with CCC. Application E/00/0724 for variation of personal condition of occupancy at the Homestead Newmarket Road has been approved by ECDC Planning Committee and has been referred to CCC. 6. Copies of the Councils response to the structure plan have been circulated.. (iii) Finance. Insurance premiums have increased by 10%. It was agreed to include the new bus shelter and seat and exclude the double rocker from the playground equipment list from the list of optional extras to be insured. The Public Liability indemnity Limit is to be increased from £5,000,000 to £10,000,000. 12. Notified
business. a. It is noted that a standard rose bush has been planted on a grave. There is no written policy concerning planting and the cemeteries committee to be convened at the next meeting will discuss the matter. b. Letters, signed by several residents of the High Street, concerning car parking and the speed of traffic in the High Street were discussed. The Clerk will write to each resident explaining the action currently being taken after the public traffic and transport meeting and to restate the view of both the Police and County Council Highways Dept that it is not illegal to park on roadways and that in some ways it is a traffic calming measure. 13. It was agreed that Cllr Tilley would not serve on the Environment Committee and that Cllr McCartney would join the Planning committee.
