BOTTISHAM PARISH COUNCIL 05/06
MINUTES OF BOTTISHAM PARISH COUNCIL MEETING Held on Monday 8th May 2006 in the Round Room at Bottisham Village College commencing at 7.30pm
Prior to the meeting Councillors were informed of the death of John Walker who had served on the Parish Council for many years. Everyone stood for a minutes silence in recognition of his dedication and hard work in the community.
PRESENT: Chair: Cllr Tilley. Cllr’s Bailey, Boal, Bryant, Buchanan, Clark, Morris, O’Dell and San Vicente. District Councillors Leake and McLean also attended for part of the meeting.
36. APOLOGIES FOR ABSENCE: Received from Cllr’s Astill and Banks and County Councillor Shuter.
37. MINUTES OF LAST MEETING: The minutes dated 3rd April 2006 were agreed and signed.
38. MATTERS ARISING: There were no matters arising.
39. REPORTS OF COUNTY AND DISTRICT COUNCILLORS: As County Councillor Shuter could not attend the meeting Cllr Tilley suggested that the Parish Council write him a formal letter actively asking for his support and action regarding the travellers camp on the A1303 and the rubbish at the Heathway. Cllr Buchanan has visited the travellers camp with PC Davies and has spoken to the District and County Council. She has been updating them on a daily basis as the camp expands. Parish Council felt that the County were not doing enough to solve the problem, they had done nothing about removing the rubbish after the last travellers left and were taking no positive action now. We want the site cleared of rubbish and bolllards or topsoil put in place. It was agreed that we should write to the Chief Executives of both the District and County Council strongly enforcing our views and our concern on their lack of action on both the travellers camp and the Heathway.
As the District Councillors were attending another meeting prior to this one their item was deferred until their arrival. ACTION: Clerk to write to CCC and ECDC and County Councillor Shuter

Cllr Buchanan asked for Parish Councils views on the letter from Land Charter Homes on naming the new development off Tunbridge Lane. They have suggested using a Roman Emperor as the village has roman links and there may be a roman villa under the site. She suggested bringing this up at the Annual Meeting for other resident’s views and this was agreed.
There was a discussion on the letter received from Revd Lewis. The Privy Council Order asking for closure of the churchyard has now been found. Cllr Tilley has been in communication with the Burial Authority and it appears that even if Parish Council take over responsibility for the churchyard the Parochial Church Council would still have responsibilities which include trees and gravestones. Cllr Tilley has suggested putting together a working party to assess the level of responsibility and agree how this would work and Revd Lewis is putting this idea forward at the next Parochial Church Council Meeting.
The letter from Januarys on behalf of the Barr Trust was discussed. Within the local development framework there are no plans to alter the greenbelt around Bottisham but they would look at representations. The Parish Councils initial response is no change from before and it was agreed that we wait to see what happened.
The letter from Mrs Overton asking for 4 items to be put on the Annual Parish Meeting agenda was discussed. Cllr Tilley stated that any villager is entitled to add items to the agenda although the Parish Council sets the policy and would not change their standing orders. There were concerns over some issues but it was agreed to put all items onto the agenda for public consultation. We would not be replying to Mrs Overton’s letter in the Cresset but are happy to answer her queries privately.
District Councillors Leake and McLean arrived at the meeting and the District Councillors report was distributed and discussed. Cllr Tilley updated them on the view of the Parish Council on the County Council. D/Cllr McLean confirmed that he has been trying to get a group of people together to clear the Heathway but the County Council has not been co-operative at all even though it is their responsibility as the landowner.
41. COMMITTEE REPORTS: (A) PLANNING Applications as listed on the agenda were discussed and the responses recommended by the Planning Committee were agreed.
(B) ENVIRONMENT AND CEMETERY The minutes from the meeting on Wednesday 26th April were discussed. Cllr O’Dell confirmed that the hedging had now been put in by Prospects Trust and they had cleared the area of the chippings that remained. Cllr Tilley asked Cllr O’Dell to order another 10 plants as there was a gap and liaise with Prospects Trust to plant these. No final decision has been made on planting a shrub or tree on the corner of Bradfords Close. Cllr Boal was concerned there was not enough space and that this could be costly in maintenance for the Parish council in the future. He had also spoken again with Cathy White, the ECDC Tree Officer as a resident had approached him regarding the horse chestnut tree at the cemetery being dangerous. Cathy had stated that the risk of a tree being dangerous should always be put before the health of the tree but no one, including Cathy White in her assessment of the horse chestnut had said it was dangerous in its present condition and Parish Council endorses the decision made by the Committee to get a report from another Tree Surgery company. ACTION: Cllr O’Dell to purchase more hedging for cemetery
(C) FINANCE: Cllr Clark has renewed the Parish Council insurance. The playground equipment has been removed as this is insured by the Primary School which has made a saving of approximately £300. Section 137 payments were discussed. The Community Library Art Club have given us a note on what they will be spending the money on but an actual invoice is required before the money can be released. Cllr Clark reported that there is a Finance Committee Meeting on the 23rd May and he is awaiting bank statements to reconcile fully the accounts. ACTION: Clerk to contact Art Club representative
42. NOTIFIED BUSINESS: a) Side Turnings and White Lines Cllr Bryant was concerned that many roads which came out onto a main road in the village did not have white lines . There seemed to be no methodology. There is also no stop sign at the end of Tunbridge Lane although there is in Bell Road. It was agreed, particularly bearing in mind the new development being built off Tunbridge Lane that we should write to David Groom asking for clarification on where and when white lines are required. The cows parsley growing on the A1303 verge was also discussed. Paul Butcher from Highways had confirmed with the clerk that this would be cut back this week. ACTION: Clerk to write to David Groom, Highways
43.
