BOTTISHAM PARISH COUNCIL 05/07
MINUTES OF BOTTISHAM PARISH COUNCIL MEETING
Held on Monday 14th May 2007 in the Round Room at Bottisham Village College commencing at 7.30pm
PRESENT: Cllr’s Astill, Bailey, Banks, Boal, Buchanan, Clark, Morris, O’Dell and San Vicente.
Councillors had not yet signed declaration of acceptance forms but all were in favour of continuing with the meeting and the clerk would chase.
39. APOLOGIES: There were no apologies.
40. ELECTION OF CHAIRPERSON: Cllr Buchanan proposed by Cllr Clark and seconded by Cllr Morris was elected unanimously as Chairperson. Cllr Buchanan then took the Chair.
41. ELECTION OF VICE CHAIRPERSON: Cllr Clark proposed by Cllr Buchanan and seconded by Cllr San Vicente was elected unanimously as Vice Chairperson.
42. ELECTION TO COUNCIL COMMITTEES: Council Committee members will be:- Cemetery – Cllr’s Morris and O’Dell. Environment – Cllr’s Astill, Banks, Bailey, Boal and San Vicente. Finance – Cllr’s Clark and elected chair of Environment Committee Planning – Cllr’s Astill, Buchanan, Clark and Morris Cllr Buchanan as Chair will be an ex-efficio member of each committee but will continue to Chair the Planning Committee. A meeting of each committee is to be held before the next parish meeting to choose a chairperson.
43. APPOINTMENT OF REPRESENTATIVES TO ASSOCIATED COMMITTEES: The Chair recommended that the clerk write to the Secretary of the United and Local Charities asking if representatives were still prepared to serve. Cllr Buchanan is currently the representative for the Bowls Club and all were in favour of this continuing. ACTION: Clerk to write to Secretary
44. MINUTES OF LAST MEETING (2ND April 2007): These were agreed and signed.
45. MATTERS ARISING: Cllr Buchanan said that the decision made by councillors to defer the meeting by 2 weeks was a mistake as this time period was too long and should not happen again.
The flag was not flown on the Queens Birthday and it was requested that the clerk contact David Tilley who was no longer a member of the parish council asking for the return of the flag. ACTION: Clerk to contact David Tilley
Some councillors queried whether council rubbish bins in the village were emptied weekly or fortnightly as some seemed to be overflowing. The clerk will contact Martyn Stacey asking for confirmation.
46. CORRESPONDENCE: Correspondence as listed to 8th May 2007 was noted.
Extra correspondence received from 9th May 2007:-
ECDC – Street naming for Tunbridge Lane site – passed to Cllr Buchanan CALC – Code of Conduct – passed to Cllr Buchanan CCC – Jointly Funded Minor Highways Improvements
The clerk also had a card from Valerie Leake which she had sent to thank councillors for their gift on her retirement.
Cllr Buchanan asked all councillors to read and sign a copy of the new Code of Conduct which came into force on the 3rd May. This has to be adopted by 1st October.
47. COMMITTEE REPORTS: A) PLANNING The attachment was discussed.
B) ENVIRONMENT 1. Bus Shelter on A1303 Cllr San Vicente proposed that the top wooden panel be removed and replaced with plastic or hardened glass. This is due to complaints from people who cannot see buses approaching. Cllr Bailey is looking at the brick bus shelter that needs repairing.
Cllr Buchanan asked that the Environment Committee look at updating the village sign and noticeboards and advised that the fence near the pump on Bell Road needed to be replaced. Cllr Buchanan and Colin Bryant have dug out a flowerbed near the village sign which Red 2 Green will be filling for the Bottisham in Bloom competition. The Environment Committee will need to look at what work needs to be do done on the previous flowerbed.
C) CEMETERY & CHURCHYARD 1. Sycamore Tree in Churchyard Cllr Buchanan explained how Revd. Lewis had requested a meeting last week. The East Cambs Tree Officer has a new proposal which is to pollard the tree. He has been advised that the decision to remove the tree had already been taken. The Cemetery Committee would need to contact Revd. Lewis and get him to explain the reversal of the decision to the Parish Council. If the tree is pollarded the Parish Council will still be responsible for the upkeep of the tree which could then cost a lot more money. The decision needs to be made on whether we wish to pay for the pollarding or only offer to pay for the removal. We are still waiting for sight of the East Cambs Tree Officers report. Revd. Lewis needs to be made aware that as Parish Council have made the decision to remove the tree on a recommendation by the PCC. This is the PCC’s responsibility and the longer the PCC sit on this the liability will fall upon them. We will liaise with the PCC to inform the village of any further developments and it is not anticipated that anything will happen to this tree until the birds have finished nesting.
D) FINANCE 1. End of Year Accounts 2006/07 Cllr Clark circulated a copy of the accounts which were discussed.
Cllr Buchanan asked for some money to be made available and proposed that the water butt be removed from the cemetery and the outside tap altered so all parishioners could use this. It was agreed that Cllr Morris would get some quotes for this work. ACTION: Cllr Morris to obtain quotes
2. Appointment of Internal Auditor The clerk will be meeting with Dr Williamson this week. He had been recommended by CALC and, if suitable, will be appointed as our internal auditor.
48. NOTIFIED BUSINESS: a) Co-option of Councillors for Remaining Seats Cllr Buchanan advised that a notice had been put on the noticeboards with a closing date of the 4th June and the procedure for choosing new councillors will be discussed at the next meeting. She asked that if any councillor knew of anyone that would have something to offer to please speak to them. She added that it would be advantageous to have the far end of Lode Road represented.
Christine Bryant and Robert Stevens, the new District Councillors will be attending the next meeting. Cllr Buchanan asked that the clerk write to Colin McLean thanking him for this hard work as a District Councillor. She also asked that the clerk write on behalf of all councillors to David Tilley, our past Chairman.
b) Revised Model Code of Conduct This item was covered under correspondence.
Cllr Buchanan asked that we contact Barry Sharp who currently runs the Bottisham website. He is shortly leaving the village and we wish to keep the domain name and find someone who could take over the site. ACTION: Clerk to contact
