MINUTES OF BOTTISHAM PARISH COUNCIL MEETING Held on Monday 7 November 2005 at Bottisham Village College
PRESENT: Chair: Cllr Tilley. Cllr’s Astill, Boal, Bryant, Clark, Morris, O’Dell, San Vicente. District Councillor McLean and Leake and County Councillor Shuter attended for part of the meeting.
1. APOLOGIES FOR ABSENCE: Received from Cllr’s Bailey and Buchanan.
2. MINUTES OF LAST MEETING: The minutes from 3 October 2005 were amended on page 3 under 7(b) Environment. Section (3) Heathway should read a damaged bridge rather than gate. The minutes were then signed.
3. MATTERS ARISING: a) S137 Grant Aid Policy In the past applications have come in and then a sum allocated at the precept meeting. Due to the current problems with the distribution of the Cresset the applications will not be available to do this and it was agreed that the Finance Committee will propose a budget for grant aid at their precept meeting.
b) Flooding The Highways Department have jetwashed the drains in Lode Road but Councillors reported that in recent heavy rainfall the area is still flooding from Arber Close to Tunbridge Lane. Cllr San Vicente also reported that water was bubbling over the tops of the drains down to Beechwood Avenue. ACTION: Clerk to contact Andrew Tipple.
c) Lode Road The District Council Enforcement Officer has reported that there was no proof of trading at an address in Lode Road. All cars on the premises were taxed and in the driveway. Cllr Tilley suggested that this should be reported back to the complainants and they be advised that if they felt strongly enough they should take it up with Trading Standards.
d) Jenyns Close Hereward Housing are in the process of getting quotes for the pathway which needs repairing.
e) Adventurers Playground Cllr San Vicente has spoken to the Headmistress of the Primary School. She advised that major work had been undertaken in 2003 and there may be some remedial work required in 2006. Councillors discussed the letter in the Cresset asking for a voluntary group to progress the playground. Cllr Boal asked if we could approach the Bottisham Village College Warden or the County Council about re-considering a playground on College grounds. It was agreed that the
Environment Committee would discuss this at their next meeting,
f) Police Sergeant Leadbeater will be attending the 5 December meeting. Bottisham will be registering with a new scheme called E-Cops which enables residents to e-mail police direct with local issues and problems.
4. REPORTS OF COUNTY AND DISTRICT COUNCILLORS County Councillor Shuter reported that many Cambridgeshire Schools are running a deficit. Bottisham Village College is not one of these.
County Councillor Shuter was consulted about the Arber Close development and the fact that the hedge was not reinstated after the build. There used to be a grass verge which 3 houses now have right of way over and this has been incorporated into householders land. As there are no boundary markers it is not clear who the land belongs to and who is responsible for grass cutting. The District Council have said this was not a planning condition so it was agreed to write to the County Council for clarification on who the land belongs to. ACTION: Clerk to write letter to County Council.
The Parish Council have received a reply from Alan Dover at the District Council regarding our observations on the new Tunbridge Lane development. It was agreed that we would ask Alan Dover to attend the next meeting to explain how the density allowance for the development has been calculated as there was some confusion as to the methodology. ACTION: Clerk to write to Alan Dover.
District Councillor Leake spoke of the free bus travel for pensioners and the disabled that the Government had reported on some time ago. The District Council are trying to get more guidance as to how this will be progressed.
5. CORRESPONDENCE Correspondence as listed to 31st October was noted.

6. COMMITTEE REPORTS: a) PLANNING 05/01164/FUL Single storey extension to 70 Tunbridge Lane – Application accepted
05/01129/FUL Extension to existing dormer window – 20 Bell Road – Application accepted
05/01136/CAC Total demolition of existing property – 139 High Street. Attachment was noted. There have been objections from residents. There is now a re-submitted plan which is 4 x 3 bed properties. Response to Planning Department is that we accept the plans but with reservations.
b) ENVIRONMENT Heathway Cllr O’Dell reported that some of the newer rubbish has been removed but the older rubbish remains. Cllr Astill said that John Cooper was the person to contact. ACTION: Clerk to contact.
Bus Stops The Perspex panels on the bus stop on the A1303 will be replaced. Quotes are being obtained to repair the wooden bus shelter at the bottom of Beechwood Avenue. There may be some remedial work needing to be done to the brick bus shelter and the clerk will get someone to look at this. ACTION: Clerk to order panels.
Bench The bench outside of the Post Office has been repaired again. The Council agreed that this would be the last repair and they would look at replacing the bench the next time.
Litter Picking Cllr O’Dell is reviewing the litter picking rounds and will report back to the meeting at a further date.
Tree’s We are awaiting a quote from Eastern Tree Surgery on various tree work within the village. Cllr O’Dell will ring to answer a query that they raised on the tree in the cemetery.
Pavements Cllr Tilley spoke about a letter that had been received from Highways detailing repairs that had taken place in the village. Cllrs felt that the repairs were not adequate and that more work needed to be done and it was felt that Cllr O’Dell should send a letter to them. ACTION: Cllr O’Dell to write to Highways.
Bridleway Mr Bugg had reported that the path had dropped and was quite dangerous on the new bridleway on the A1303. The Clerk has reported this to Highways.
Grass Cutting Cllr Bryant suggested we have an audit of the grass that Mr Bugg cuts to make sure we are not paying for cutting of private land. It was agreed for Mr Bugg to do a 12th village cut. ACTION: Clerk to request Mr Bugg to send us a list of grass cutting areas with his next invoice.
Precept Budget A figure of £10,500 has been proposed by the Environment Committee. A working party will be splitting this into sub-headings.
c) FINANCE Cllr Clark reminded Cllr’s that the Precept Meeting was on Monday 21 November.
7. NOTIFIED BUSINESS:
Jointly Funded Minor Highway Bids We have not been successful with our bid for more speed reduction schemes on entrances to the village this year.
Speed Limit on the A1303 Councillors discussed reducing the speed limit to 50mph on the A1303 past the village. This has been discussed in the past. There have been some improvements on the A1303 from the Quy roundabout with more bollards and signs being erected. Cllr Tilley suggested we ask the advise of Sgt Leadbeater when he attends the next meeting.
Possibility of a Minibus Cllr Boal has volunteered to attend meetings.
