BOTTISHAM PARISH COUNCIL 10/06
MINUTES OF BOTTISHAM PARISH COUNCIL MEETING Held on Monday 6th November 2006 in the Round Room at Bottisham Village College commencing at 7.30pm
At 7pm prior to the meeting representatives from Barchester Health Care gave a presentation. Following on from their visit in September they showed councillors plans they will be submitting to East Cambs District Council next week for new accommodation at Hilton Park.
PRESENT: Chair: Cllr Tilley. Cllr’s Astill, Bailey, Boal, Bryant, Clark and O’Dell. District Cllr’s Leake and McLean and County Cllr Shuter also attended for part of the meeting.
83. APOLOGIES: Received from Cllr’s Banks, Buchanan, Morris and San Vicente.
84. MINUTES OF LAST MEETING: The minutes dated 2nd October 2006 were agreed and signed.
85. MATTERS ARISING: There were no matters arising.
86. REPORTS OF COUNTY AND DISTRICT COUNCILLORS: The District Cllr’s circulated a report. D/Cllr Leake will be visiting a community land trust next week and will report back to the next meeting. They reported that recycling levels at Witchford are up to 77% and that Bottisham is likely to be trialed soon. Cllr Tilley reported that he had recently attended the Parish Forum by ACRE and asked that village plans be on the agenda at the next meeting as this was discussed in some detail. D/Cllr McLean advised that prior to this meeting he had attended a community meeting at Swynford Paddocks and that a revised plan for the marquee will be submitted soon. There has been a re-organisation of staff structure at ECDC as 2 Chief Executives have left and their responsibilities are being shared out.
C/Cllr Shuter has been updated on training at the call centre and is pleased that people seem to be taking his complaints seriously. He reported that there will be some overspends on the County Council budget and that next year will be hard as they are expecting more government cutbacks. C/Cllr Shuter also reported that he had been horrified by recent crime figures for the area which show burglary up 100% and car crime up 90% on the same period last year and had asked the Police for a response as to what action they are taking. There was a general discussion on Neighbourhood Panels which is being piloted in Soham. Cllr Tilley asked that councillors try to attend one to see how they work and be able to make comments.
District Cllr’s Leake, McLean and County Cllr Shuter then left the meeting.
87. CORRESPONDENCE: Correspondence as listed to 31st October was noted.

88. COMMITTEE REPORTS: a) PLANNING The minutes of the recent Village Open Meeting and Parish Councils response to ECDC was attached. Cllr Clark commented that the village meeting had been well attended and very worthwhile. There had been another application which had been expected for a vacant paddock to be made into public open space. He mentioned that it was critical that this land be designated public open space and that it stays that way.
19 Beechwood Avenue. Single storey extension to front with replacement of flat roof to side with tiled pitched roof. There were no objections to this application.
An amendment had come in that day for 55 Bell Road giving an update on parking and modus operandi. The Planning Committee had not yet had the opportunity to discuss this and will update Parish Council at the next meeting on this application.
69 Beechwood Avenue. Erection of single storey 2 bedroom detached dwelling and integral garage. Confirmation had been received from East Cambs that the appeal for this application had been rejected.
b) ENVIRONMENT: 1. Councillors discussed items that were in the minutes. It was suggested that as the litter pickers job description was being updated that we ask them to sweep out the bus shelters once a month. It was also thought sensible to provide them with reflective bibs and Cllr Bailey offered to look into obtaining these. ACTION: Clerk to update Cllr Banks
Cllr Boal will get an estimate for grinding out the remains of the tree at Bradfords Close and this will be discussed further at the next meeting.
Cllr’s are appalled at the state of paths in Bottisham particularly on the Park Estate. Cllr Bailey has not yet had time to look at the survey of pathways in the village. Cllr Bryant suggested each cllr have a section that they undertake to survey which will ensure the survey is completed. Cllr Bailey will look at this next week.
Cllr Tilley asked that both the Environment and Cemetery Committee’s look at their proposed budgets for 2007/08 in preparation for the Precept Meeting on 24th November.
c) CEMETERY Cllr O’Dell reported that the new water butt was now in the cemetery. He reported that there had been a complaint about leaves on the pathway in the cemetery. This is cleared periodically by the Prospects Trust but it would be impossible to deal with on a daily basis.
d) FINANCE Cllr Clark reported that the bank had been taxing the interest we had been earning on our savings accounts for the past 2 months although this has now been resolved.
89. NOTIFIED BUSINESS: There was no notified business to report.

91. DATE OF NEXT MEETING: The meeting closed at 9.45pm. The next meeting will be on Monday 4th December 2006, 7.30pm in the Round Room at Bottisham Village College.
