BOTTISHAM
PARISH COUNCIL 10/02 Minutes
of Council Meeting held in the Village College - 4th November
2002 Cllr
Valerie Leake read a letter to the Council before the meeting tendering
her resignation from the Parish Council.
She had been advised that the Chairman and Vice Chairman of the
Parish Council felt it was inappropriate for her to be a member of both
ECDC and Bottisham Parish Council. The
Chairman Cllr Buchanan stated that she recognised the support given by
Cllr Leake in the past and felt that the problems of government
guidelines and procedures caused conflicting interests for District
Councillors who were also Parish Cllrs and this had been highlighted by
the current planning application for 44 Lode Rd. She accepted Cllr
Leakes resignation with regret and thanked her for her invaluable
work as a Parish Cllr for the last 11 years. Cllr Fitch praised Cllr
Leakes dedication, commitment and hard work as a Parish Cllr and felt
that she would be sorely missed. Cllr
Buchanan stated that she too had been caused a lot of anger, worry and
concern in dealing with this application and felt she was up against a
brick wall. Whilst she fell it was morally wrong to resign in the middle
of her term of office she wished to state that she would not be standing
again as Parish Cllr in May next year. Present
- Councillors Astill, Boal, Bryant, Buchanan, Laister, Rayment, ODell
and Tilley. Cllr Buchanan chaired the meeting.
District Councillors James Fitch and Valerie Leake attended. Six
villagers attended as observers. 1. Apologies. Cllr
Walker who was unwell and Cllr McCartney who was on holiday. 2. Minutes of the
meeting of 7th October were agreed and signed after minor
amendment. 3. Matters Arising A.
The development off Bell Road is to be named St Peters Field an old name
for the site. A fence with pyracantha bushes is to be installed to the
side of the first property - the landscape plan is not yet fully agreed.
Cathy White (ECDC Tree Officer) has reviewed the Bell Road trees which
are close to the new houses. She has recommended a scheme of work
involving removal of some trees and crown lifting of others. The Clerk
will obtain a quote from Eastern Tree Surgery
and the Chairman will then contact Hastoe Housing to ask if they
would be able to help provide finance. Ba.The
Environment committee has prepared an application under the jointly
funded minor improvement scheme for 2003/2004 for traffic calming
measures at the four approaches to the village. This should help to
reduce the speed of traffic through Bottisham. The volume of traffic
twice a day to the College and Primary School and the congestion at the
shops was noted. A copy of the application is to be made for Cllrs. Bb.
David Groom has advised that the
statement concerning the
A1303 footpath that the path is suitable for the use it gets and it
is not a strategic link in overall network terms was derived from the
considerable local knowledge that he and his staff have of
the site. He is doubtful of any funding in the next budget round
for any repair work to be carried out. C.
The Police Building in Bell Road is now used by plain clothes staff
comprising Community Beat Officers, Fire Arms Licensing Officer and for
a specific operation. A check had been made by PC Hurry and another
Police officer around the Primary School at the end of the school day at
the beginning of term and he will visit again once the High Street road
works are completed. D.
There are still some commemorative jubilee mugs to be delivered by Cllr
Buchanan. Free mugs are to be offered to those babies born in Jubilee
Year - our original cut off point was 2nd June. We will offer the
remaining mugs for sale at the Village College Craft Fair. E.
A public meeting has been arranged for Tuesday 5th November with a
representative from 24 Seven to discuss electricity supply problems.
Details of recent breakdowns with explanations of the causes
will be available at the meeting. F. Cllrs Boal and Tilley had met Mrs Barclay from the Primary
School on 30th October to discuss the renewal of the Adventurers
Playground Licensing Agreement. It was proposed by Cllr Tilley and
seconded by Cllr Buchanan that the Council would be prepared to
re-negotiate the agreement. It
was agreed that we should be aware of the financial implications as the
smaller pieces of equipment need to be urgently replaced and the larger
items repainted. There is no other provision in Bottisham for play
facilities for children at present. G. Cllr John Powley Cabinet Minister for Social Services has
acknowledged our letter of 9th October concerning the increase in
charges. A reply is expected soon. H. A copy of the Memorandum and Articles of Association of
CARNET Ltd has been received in respect of
Bottisham Broadband. We have not been asked for financial support
and have no input into the group other than as individuals - our only
involvement has been to support the idea in principle from its inception
and it was agreed that we did not need to have a Council representative. 4.
Chairmans Report a. Papers relating to the Race Relations (Amendment) Act 2000
had been circulated to Cllrs and it was agreed that the following
resolution be adopted :- Bottisham
Parish Council acknowledges the general duty placed upon it by the Race
Relations (Amendment) Act 2000. The Council will continue with its
functions and policies to have due regard to the need to eliminate
discrimination, promote equality of opportunity and promote racial
equality between people of different racial groups. b. The Council agreed after circulation of papers to all Cllrs
with the Agenda for the
Freedom of information Act 2000 to adopt only the core information
within the core classes in the Local Councils Model Publication Scheme
as endorsed by NALC. c. 02/00294/FUL - 44 Lode Road - demolition of bungalow and
erection of 2 houses. The Planning Committee had met and prepared a
letter to be sent to John Hill Chief Executive of ECDC and to all
residents. Amendments were made after all Cllrs had read the draft copy
and Cllrs Bryant, Leake and Rayment did not support the intended action.
District Councillor Leake had also written to Cllrs stating her
objections. The letter was
revised, printed and issued to all residents within 72 hours and Cllrs
were thanked for their help. 655 residents signed the letter, 2
residents signed the letter and added comments, 16 people who worked in
Bottisham signed it and there were 7 letters received against. This
information had been delivered to ECDC. A fax message had been received
from Mr Hill giving details of the procedures to be followed at the site
meeting on 6th November and the Planning Committee meeting later that
afternoon. Cllr Buchanan will speak at the Planning Committee meeting.
Cllr Tilley and his planning committee were thanked for the amount of
time he had spent on this application. His written statement on behalf
of the Parish Council had been sent to ECDC to be considered at the
meeting. d. Cllrs Boal, Buchanan and Tilley had attended the recent East
Cambridgeshire Parish Forum meeting which was useful and interesting.
Stephen Clements the Re-cycling Officer gave a good factual and helpful
presentation. e.
Letters had been received from the Warden and Mrs Gostlow Head of
Library and Information Technology at Bottisham Village College
following a report in the Cambridge Evening News concerning the possible
closure of libraries. Members wished that the Community Library in
Bottisham be retained and the Chairman will write on our behalf if
closure is advised. f.
There has been a change of ownership at Hilton Park Care Centre. A
brochure explaining the changes is to be sent and Cllrs Buchanan and
Tilley are to meet the new owner, Ian Matthews. 5.
Reports of County and District Councillors. Cllr
Fitch reported on County matters. The examination in Public of the
Structure Plan has started.. New plans are to be submitted for the
Fordham by pass. The level of Local Government financing for 2003/2004
should be known in early December. The retained firemen stationed at
Swaffham Bulbeck and Burwell will be responsible for this area in the
evening and weekends as normal unless they have been called to a
situation in Cambridge. There are 11 Green Godesses available for
the whole of Cambridgeshire if the Firemens strike takes place. There
are problems in the Social Services Dept with 94 beds presently occupied
by the elderly waiting for places in residential homes. Cllr Leakes District Council report circulated with the minutes gave details of the Green Waste Recyclying scheme expected to start in Bottisham in the next few weeks and the improved Council website which should be available soon. Links have been made with Forest Heath District Council and a joint tourism marketing scheme is being investigated. Cathy White the Tree Officer has confirmed that the Millennium Oak is dead. She considered that the tree was too mature to have been moved and planted. She will arrange for a replacement tree - probably a lime tree. 6.

from a resident stating that it is advisable to park partly on the
pavement and partly on the road especially when the Cleanaway lorries
are in the village. It was considered that we are unable to enforce the
request for correct parking due to the great number of culprits and lack
of Police support. A
resident had expressed her dismay at
Parish Council
support for 2 planning applications. The Clerk will write explaining
that we had reservations on both applications and our recommendations
were accepted. 7. Committee

Planning 1.
Planning Approvals made by ECDC. a. 02/00815/FUL - 117 High Street (Noels Cottage) carport and
bedroom extension. b.
02/00849/RMA - 42A High St - demolish single storey structure and erect
a one bed roomed house 2
Planning applications sent to ECDC with the following comments :- a. 02/00847/FUL Parsonage House 106 High St - double detached
garage to front of the property - the siting seems inappropriate for a
property within the conservation area (sufficient area on site for
re-location), the materials to be used are not in keeping with the
surrounding area. A site visit is recommended. b. 02/00885/FUL - Cremgah Lode Road
- demolition of bungalow and building of 2 four bedroomed houses.
The dwellings are considered too large and cramped for the site and do
not fit in with the street scene in Arber Close. Recommended to be a
committee decision with a site visit. c. 02/00973/OUT - Land adjacent 42 Bell Road - erection of 6
dwellings. No objection in principle but concerns with traffic in Bell
Road and with overloading of public utilities especially the sewage
system. d. 02/00928/FUL - Land rear of 23 Pound Close - three bedroomed
dwelling fronting onto Jenyns Close. Not supported - over development of
site, traffic issues, site dimensions queried and concerns about the
removal of trees. Recommended to be a committee decision with a site
visit. 3.
Planning Applications under consideration, a.
02/00092/FUL - 49 Bell Road - amendment to planning permission -
increasing width of approved extension by 200mm. b.
01/00653/FUL - Former A1303 Service Station - amendment - revised layout
and design of proposed replacement workshop/office. 4.
Other matters a. A tree preservation order E/03/02 made on 3rd July on the
lime tree to the rear of 18 Arber Close was not confirmed. b.
E/0300902/CW (Cambridge County Council) Green Gables Newmarket Rd -
retrospective application for use of land as a scrapyard. Application
approved at meeting 28th October with conditions for times of use and
landscaping. Cllr Tilley had written questioning this decision. The
relevant clauses concerning landscaping of both the 2001 Planning
application and the current one should be strictly kept and Cllr Fitch
recommended that County, District and Parish Councils meet with Mr Meadowcroft to consider how the bridleway could
be cleared. The rural group is preparing a definitive map of the site
and funding is being investigated. The Parish Council had highlighted
problems at Heath Road when the area on the opposite side of the road
was under consideration as a Pocket Park. Nigel Brown the enforcement
Officer at ECDC will arrange for inspection of the site to find out the
names of the residents in the mobile homes. c.
Draft development plan for housing near the new surgery in Tunbridge
Lane. Cllrs Buchanan and Tilley met Mr Hopwood from Bidwells and
landowner John Green to walk the site. The provision of a footpath to
new Surgery from Park Estate was discussed. B. Environment 1.
Cllr Astill reported that the kissing gate had been delivered and paid
for. Mr Bugg will clear the present gate and erect the new gate on the
Bendyshe Farm footpath. 2. We are still waiting to hear about the request for a CCTV
from the disused Ely Car Park units. Cllr Leake reported that due to a
large demand a questionnaire is to be sent to each Council for
completion regarding crimes etc. Information is to be collected in the
meantime. 3.
The roof of the bus shelter
in the High St. has been repaired and an invoice received. 4.
Bulbs have been purchased by Cllrs Laister and McCartney for the Bell
Road junction and a refund is to be claimed from CCC Highways Dept. Cllr
O,Dell is to arrange for the planting. 6. Cllrs Buchanan and Fitch are to meet with the College to
discuss the possibility of siting swings on the College campus. 6. Andrew Tipple (Eastern Highways) is arranging for
repair of uneven dropped kerbs in Lode Road. 7.
Cllr Astill reported that there is no
permissive right of way from Cedar Walk to the High St. The path
had been used when the houses in Cedar Walk were first built but it has
since fallen into disuse and several houseowners have incorporated the
path into their rear garden. He will talk to John Cooper about the path. 8.
There is still vacancy for a litter picker. An advert is in the notice
boards and a request has been made in the Cresset 9.
The path between Downing Close and the High St. is to be cleared and Mr
Bugg is to be asked to do this and also crown lift the tree. 10.
Mr Bugg has been asked to crown lift the tree outside 8 Tunbridge Close. 11.
Cllr Fitch had met with Andrew Tipple after a resident had fallen on the
pavement in Bell Road. Repair work is to be carried out as funds permit. 12.
Andrew Tipple is to arrange for the clearing of the blocked
drains outside 2-8 High St. 13.
The tree opposite 63 Jenyns Close damaged in the recent gales has
been removed by Mr Bugg. C.
Cemetery Cllr Laister reported that :- i.
Mr Bugg has quoted £350 for the removal of 2 alder trees, an old pine
tree and to coppice an ash and sycamore tree. This was accepted. It is
hoped that members of the Legion will help plant the holly and yew
trees. ii.
The Clerk will contact three firms from the ECDC
list of contractors for the repair or replacement of footpaths to
Porch and the South door of Holy Trinity Church. The District Surveyor
arranged for the surfacing of the footpath from Bottisham to Swaffham
Bulbeck in 1990 and the Clerk will ask for him to review its present
condition. Shirley Blake at ECDC has advised that no grants are
available but suggested that the Clerk contact ACRE. iii.
The County Council Property and Procurement Division, Legal
Department have provided details of the sale of land to the rear of the
Primary School considered suitable for a new cemetery. Cllr Laister will
speak to Stephen Conrad and request a meeting. iv.
The villager who has used the complete 9ft by 4ft space by planting
winter pansies has been asked to reduce the planting area in the Spring. v.
Mr Bugg has been asked to remove the hawthorn tree to the rear of 16
Spring Lane in the cemetery hedge. The Tree officer has confirmed that
this work should be done. vi.
The Tree Officer Cathy White has recommended that we contact
Stephen Hayden Arboriculturist Consultant to check the safety and any
tree work necessary on all the trees within the cemetery and
churchyard. This would enable the council to prioritise work and prepare
a rolling plan of care. The Clerk will contact Mr Hayden. vii.
Cheques for those who had been overcharged for grave spaces were signed. vii.
A budget will be prepared by the cemetery committee for the Finance
meeting on 25th November. 8. Notified business. There
was no notified business. Cllr
Buchanan made her apologies for the December meeting when she will be on
holiday. She asked that any contentious discussion on 44 Lode Road
planning application be held over until January in view of her
considerable involvement in the case. 9.
