BOTTISHAM PARISH COUNCIL 11/04 UNCONFIRMED
MINUTES OF COUNCIL MEETING HELD IN THE VILLAGE COLLEGE – 1st November 2004
PRESENT - Cllrs Astill, Bailey, Boal, Bryant, Clark, Clarke, Morris, O’Dell, San Vicente and Tilley (Chairman) attended. County Cllr Fitch and District Cllrs McLean and Cllr Leake attended for part of the meeting.
1. APOLOGIES were received from Cllr Buchanan
2. MINUTES for the meeting held on 4th October were agreed and signed.
3. MATTERS ARISING These were dealt with under specific agenda items.
4. CHAIRMAN’S REPORT Cllr Tilley had been told about 2 instances of unsocial behaviour in the village. The police are investigating the problems. One of the ‘victims’ has requested to speak to the Council on 6th December before the official start of the meeting. Cllr Tilley will monitor the situation before the next meeting.
5. REPORTS OF COUNTY AND DISTRICT COUNCILLORS. County Cllr Fitch reported that he supported the recommendation that the County Council should make an order to register a public footpath on land leading north of the High St backing on to properties in Maple Close and Cedar Walk. Fordham by pass should be completed in March 2005. The Council has applied for Government funding to provide smoke alarms in schools. Cllr Fitch has met with Tony Payne (the Community Police Officer) and felt that he was aware of the problems within the Bottisham Ward and was making his presence known by regularly walking the villages. Cllr Tilley thanked Cllr Fitch for his support for our request to reduce speeding along the A1303. Cllr Fitch was asked to contact the Highway Department concerning flooding near the entrance to St Petersfield and the provision of cycle markings alongside the newly surfaced Bell Rd path adjoining the Bell Public House. Cllr Fitch is aware of the problems with the surface of the A1303 footpath from Bell Rd to the White Swan and will support our bid under the Jointly Funded Minor Improvements Scheme.
Cllrs Leake and McLean had prepared a District Council report circulated with the agenda. District Cllr Leake had been advised by the County Council that the fence erected by Hereward Housing to the rear of 20 Downing Close was not on County Council owned land. It was agreed that the fence had been erected outside the property boundary and that no further action should be taken regarding its removal. There are concerns about the future maintenance of the tree within or near the fencing and a search of the Land Register could be made if necessary. The Clerk will contact the representative responsible for the Arches to ascertain ownership of the tree. If it does not belong to them Hereward Housing will be asked if they will adopt the tree.
The County and District Cllrs then left the meeting.
6. CORRESPONDENCE Correspondence as listed to 25th October was noted.

b. ECDC. Agenda for Parish Forum Meeting Wednesday 24th November. Cllr Tilley will attend Notification that trees within the conservation area along the driveway from 179 to 165 High Street will be pruned within the next two years. Consultation papers relating to the draft statement of Licensing Policy re the Licensing Act of 2003 and details of meetings with Licensees to discuss the transitional arrangements and beyond were passed to Cllr Tilley. Leisure and Tourism Strategy 2005-08 Consultation Document – passed to Cllr Tilley Posters advertising Broadband Information Road show at Bottisham – Round Room at BVC on 23rd November 2-8pm will be displayed Poster for Basketball Coaching Workshop on 13th November will be displayed at the College. c. GOVERNMENT DEPARTMENTS Notification of New Ethical Framework regulations coming into force on 4th November 2004 d. Clerks and Councils Direct Magazine for November 2004 passed to Cllr Tilley The Edge – National Youth Agency magazine for Autumn 2004 – passed to Cllr Clarke
7. COMMITTEE REPORTS PLANNING.Cllr Clark reported on the planning meeting of 20th September. It was agreed that the Clerk would inform all Cllrs at the time of receipt of any contentious planning application. The Clerk will check with the Planning Department to ascertain if plans are available on the East Cambridgeshire website.
Application 04/01248/OUT – Land to the North East of Arber Close – erection of a total of six flats on 3 floors with associated parking was discussed. It was agreed that there were no objections on planning grounds. There were concerns about the volume of traffic in Arber Close as 4 new dwellings are currently under construction close to the entrance, that windows in the proposed development should not overlook existing properties and that the ground level of the proposed site is higher than the gardens in Thomas Christian Way. Cllrs and neighbours to the site welcomed the provision of smaller properties in the village.
PLANNING (CONTINUED) The unconfirmed minutes of 20th September were then adopted.
Applications 04/01299/FUL and 04/01300/LBC – Stocks 76-78 High St for change of use of existing outbuildings, to provide an upholstery/soft furnishing workshop and change of use of existing room in the house to provide a new showroom are still under consideration.
b. ENVIRONMENT AND CEMETERY. Cllr Clarke reported on the meeting of 20th October.
a. A1303/Bell Rd Junction. Cllr Fitch had provided a positive response to and support for our letter Detailed reports of 36 accidents on the A1303 from Quy Roundabout to 500m past the A1303 White Swan junction since 30/6/99 have been received and will be discussed at the next environment meeting. It was noted that a motorcyclist involved in a recent accident has since died from his injuries. b. Highway Work - see County Council report at item 5 above. c. Mr Bugg will collect and install the kissing gate for Path 4 at the end of November. d. Cemetery. Cllr Clarke will arrange a meeting with Reverend David Lewis, Cllrs San Vicente and Tilley to continue discussions on cemetery and churchyard matters. It was agreed that a cremation plot in the cemetery should be made available following a request in June from a villager. The charge would be £85 for the plot, £30 for the internment and £20 for permission to place a memorial inset into the grass. It would be in a spot adjoining the footpath between Downing Close and Vineyard Walk. This is a specific permission until decisions are made following further discussions with the Vicar. e. Cllr O’Dell has contacted the Prospects Trust team concerning work to be done on the hedge adjoining the bowling green and the British Legion. f. Cllr Boal has spoken to the residents about the trees in the area bordering the British Legion and Downing Close properties and is meeting with Eastern Tree Surgery this week for their advice and a quotation for the work. They will also be asked to quote for the removal of the hawthorn tree in the hedge between the Old Cemetery and the Bowling Green The Bowling Club has confirmed that they will continue to maintain the yew hedge planted by them.
The unconfirmed minutes of the meeting of 20th October were adopted.
Cllr Astill reported on the Application by the Council for a definitive map modification order to register a public bridleway leading north of High St Bottisham to the immediate East of properties in Maple Close and Cedar Walk. The recommendation that the order should be to register a public footpath over the route was agreed unanimously. Cllr Tilley thanked Cllr Astill for all the hard work involved in processing the application. c. FINANCECllr Clark reported that the Finance Committee would meet on 22nd November to discuss the precept for 2005/06
