BOTTISHAM PARISH COUNCIL 9/02

 

Minutes of Council Meeting held in the Village College - 7th October  2002

 

There was a 15 minute public question time session before the start of the meeting but there were no questions.

 

Present -   Councillors  Boal, Bryant, Buchanan, Laister, Leake, McCartney, Rayment, O’Dell and Tilley. Cllr Buchanan chaired the meeting. Mr Carlton attended as an observer.

 

1.  Apologies. Cllr Walker who was in hospital. Cllr Astill attended later.

2.  Minutes of the  meeting of 2nd September were agreed and signed.

3.  Matters Arising

A. The name of ‘College Field’ for the development off Bell Road has been questioned. ECDC and the Housing Association will contact us. Our suggested  list of names was given to Andrew Budden who has a long term illness. Cllr Tilley will contact Nigel McCurdey to ascertain the height of the brick wall (to replace the planned fence) to the side of the first property.

Ba. The trees near the poorly situated School warning sign in the High St have not been trimmed. The Clerk will speak to Philip Sharpe.

Bc. David Groom has confirmed that it is too costly to provide coloured tarmac during the resurfacing of the High St. The Environment committee will prepare an application under the jointly funded minor improvement scheme for 2003/2004 for traffic calming measures, including a marked bus bay at the end of the yellow lines at the High St junction with Beechwood Avenue.

Bd. Correspondence with Highways Dept has confirmed that there are no resources available for  the A1303 footpath to be resurfaced. We have still not been advised what evidence was used to make the statement  ‘the path is suitable for the use it gets and it is not a strategic link in overall network terms’ and the Clerk will write again to David Groom.

Be. Cllr Fitch had met Mr Mugridge Assistant Engineer, Accident Investigation Team to discuss the Bell Rd/ A1303 junction. It was agreed that the County Highways budget would provide an island with a lit bollard at the beginning of the red tarmac strip on the approach from Cambridge as soon as possible to stop dangerous overtaking on the A1303.

C. We will be contacted by Colin Luscombe, Head of Estates for the Police Dept about the future use of the vacated Police Building in Bell Road. Speed checks have taken place in Lode Road and checks by PC Hurry and the Traffic Wardens will be done in Beechwood Ave at the end of the school day soon.

D. There are still some commemorative jubilee mugs to be delivered by Cllr Buchanan. Any remaining mugs are to be offered for sale from a stall on the Triangle.

E. Bottisham was awarded a signed framed certificate in the Village of the Year Competition. We were highly commended in the services available for older villagers. The certificate is to be offered to Queen’s Court to be displayed.

F. A public meeting has been arranged for Tuesday 5th November with a representative from 24 Seven to discuss electricity supply problems. Details of recent breakdowns with explanations of the causes will be copied for Cllrs and printed in the Cresset. Representatives from Quy and Lode Parish Councils will be invited.

G. The outstanding payment of £15 from the second culprit for damage to Round Room pictures has been paid.

H  Cllrs Boal and Tilley will meet representatives from the Primary School on 30th October to discuss the renewal of the Adventurers Playground Licensing Agreement. Maintenance and replacement of the equipment  will also be considered. The Premises Committee for the Governors at Bottisham Village College have yet to meet to discuss the placing of swings on College grounds.

 

4.  Chairman’s Report

1.  The signing of our commitment to the Race Relations (Amendment) Act 2000 will be an agenda item at the next meeting.

2. The Court Case concerning the planning application 02/00294/FUL for 44 Lode Road is continuing.

3. The group seeking to establish the provision of a Broadband connection to Bottisham have asked for a further letter of support from the Parish Council.

5.  Reports of County and District Councillors.

Cllr Fitch reported on County matters. An environmental assessment of the consequences of building a new terminal building at Marshalls is in preparation. The examination in public of the Structure Plan starts in early November. Vetting procedures for County Council staff in schools and for school bus drivers are in place and up to date. Storage facilities for bicycles are to be provided at Park and Ride sites. Speed cameras are to be set up on the Soham bypass. New plans are to be submitted for the Fordham by pass. Trading Standards Department warn against the phoney goods on sale at Car Boot Sales. The GCSE results at Bottisham Village College were good and above average. Social services Charges are to be increased during the financial year. This followed a substantial increase in April and was a result of minimal consultation over the summer holiday period. The Clerk will write to John Powley Cabinet Member for Social Services to express our concerns. Local Government financing has been reviewed by Central Government and Cambridgeshire could lose up to £11million or have an increase of up to £30million. The actual amount should be known in early December.

 

Cllr Leake’s District Council report circulated with the minutes gave details of the Green Waste Recyclying scheme expected to start in Bottisham in the next few weeks. ECDC have been presented with a special award from British Glass for the large amount of bottles and jars recycled.  The next issue of Connections should be delivered soon.

7.  Committee reports

A. Planning

1. Planning Approvals made by ECDC since last Council meeting.

a. 02/00606/FUL 31 Tunbridge Lane (old Surgery) erection of 3 dwellings.

b. 02/00324/FUL - Demolition of a pair of semi-detached houses and erection of 4 town houses at 82-84 Beechwood Avenue

2.   Planning applications sent to ECDC with the following comments :-

a.  02/00815/FUL - 117 High Street (Noel’s Cottage) carport and bedroom extension - no objection but a thatched roof requested as this is within the conservation area. An amendment  for a reduction in the roof pitch has since been received and is under discussion

b. 02/00849/RMA - 42A High Street - demolish single storey structure and erect a one bed roomed house - no objections but regret losing a retail outlet without a replacement being incorporated in the development.

3.  Planning Application under consideration,

a.  02/00847/FUL Parsonage House 106 High St - double detached garage to front of the property.

4. Other matters

a. A tree preservation order E/03/02  made on 3rd July on the lime tree in the back garden of 18 Arber Close has not been confirmed. The Tree Officer Cathy White was most helpful.

b. Planning meeting held with Geoff Hall, Principal Forward Planning Officer, Nigel McCurdy from ECDC Planning Department and Cllr John Abbott Chairman of both the Council and the Planning Committee on 18th September was positive and productive.

c.  Parish Plan. discussed at Sept 18th meeting

d. E/0300902/CW (Cambridge County Council) Green Gables Newmarket Rd - retrospective application for use of land as a scrapyard.  A site meeting was held on 18th September and Helen Wass has responded to our comments. The street way needs to be made more accessible and a decision made about the area set aside for mobile homes and questions on access answered. A meeting on 9th Oct. will consider this application.

e.  02/00294/FUL - 44 Lode Road - demolition of bungalow and erection of 2 houses. Planning permission given. High Court case is in progress to question the judgment.

f.  Bidwells are preparing a draft development plan for housing near the new surgery in Tunbridge Lane. Copy of Appraisal document and comments by ACRE on the report sent. Cllrs Buchanan and Tilley will meet Mr Hopwood to voice thoughts and ideas on behalf of the village.  Provision of footpath to new Surgery from Park Estate to be considered.

 

B.  Environment

1. Cllr Astill reported that a kissing gate had been ordered and arrangements made with Mr Bugg to clear the present gate and erect the new gate on the Bendyshe Farm footpath. This work will be funded with a grant from the Parish Paths partnership and Cllr Astill had met the officers when he attended a Farm Walk recently.

2.  An answer to our request for a CCTV from the disused Ely Car Park units is expected later this month.  Mr Harding has been reminded that our claim was made last December.

3. Joel Morgan, has quoted £105 for the work as seen on the roof  of the bus shelter in the High St. This was agreed with a proviso that Cllr Boal or the Clerk should be contacted if extra expense was necessary after further inspection. Tenders were not submitted by  Kim Sheldrick and Matt Merri.

4. Mr Bugg has completed the removal of undergrowth at the Village Pump situated outside 53/55 Bell Road. A letter has been received from Mrs Pearson thanking the Council and volunteering to maintain the site once the pump and fence have been painted.

5.  Andrew Tipple from Eastern Highways visited Bottisham on 18th Sept to check on the uneven dropped kerbs in Lode Road/ High Street and the stones left by contractors on the grass in Lode Rd causing concern to Mr Bugg when grasscutting.  The Clerk will contact Mr Tipple.

6. Cllr Astill will check the condition of the permissive path from Cedar Walk to the High St.

7. The hawthorn tree to the rear of 16 Spring Lane in the cemetery hedge will be considered for removal as the tree is dying. The Tree Officer Cathy White will be asked to check the safety and any tree work necessary on this and the lime trees on the cemetery path backing on to Downing Close.

8.  Lee Nightingale has resigned as litter picker and an advert has been placed in the notice boards.

9. The condition of the path between Downing Close and the High St. needs to be considered.

10. Wasp nests in the cemetery and the bus shelter in the High St have been  dealt with.

11. The ownership of the tree, with low branches requiring trimming, outside 8 Tunbridge Close is to be ascertained.

C. Finance.

1. The precept meeting will be held on Mon 25th November at 7.30 pm in the Round Room

2. The Clerk will contact Alan Fair the Clerk from Brinkley to act as our internal auditor.

D.  Cemetery  Cllr Laister reported that :-

i. Information from the County Council Property and Procurement Division, Legal Department concerning land suitable for a new cemetery is still awaited. Following advice from the CALC County Secretary the Clerk will write asking the date when the information can be expected.

ii.  An additional 55 grave spaces have been identified in the current cemetery following a comprehensive review by  Cllrs Laister, McCartney and the Clerk. There is too, additional  space available along side the path for a line of children’s graves.

iii.  The charging policy was considered and it was confirmed that the charge of £45 for a grave space is for a single or double depth plot. The Clerk has charged £90 for a double depth plot each since her appointment and will arrange for the necessary refunds to be made. The level of fees for 2003/2004 will be discussed at the Precept meeting.

iv.  Guidelines need to be made at the next cemetery meeting about the maintenance of plots by the bereaved and the areas of planting allowed. The Clerk will write in the meantime to one villager who has used the complete 9ft by 4ft space.

v.   The Clerk will obtain a list of  contractors for the repair or replacement of footpaths to Holy Trinity Church. She will contact Shirley Blake at ECDC concerning the availability of a grant. A member of the Parochial Church Council or the Diocese will be invited to attend a meeting to discuss this matter.

vi.   Cllr Laister will complete the application form for 10 yew and 5 holly saplings freely available under the Parish Planting Scheme. These will be planted in December. Mr Bugg will be asked to remove 2 alder trees and an old pine tree and to coppice an ash and sycamore tree. Cllr Buchanan will place a poster in the Royal British Legion requesting help in clearing the hedge of weeds and ivy.

vii. Mr Bugg has advised that there is a blocked soakaway in the gully on the north side of the Church. The Clerk will contact the Churchwarden.

vii.  It was agreed that a payment of £120 should be made to E J Webb and Son because a second grave needed to be prepared after  a resident requested two graves side by side. Inadvertently payment had been made for a double depth grave on instructions from the Funeral Director acting for her.

8.  Notified business.

a.  Cllr Buchanan will investigate the premises at the old Telephone exchange in Bradfords Close presently available to let as a possible Parish Council Office.

b.  Cllr Leake has been in contact with Kelly Green at ECDC about the poor condition of the Millennium Oak Tree.

c.  Cllr McCartney suggested the planting of trees to the south side of the Scout Hut where the sunflowers have grown successfully this year.
