MINUTES OF COUNCIL MEETING IN THE VILLAGE COLLEGE

 – 3 OCTOBER 2005

 

1.      PRESENT: 

Cllr’s Astill, Boal, Bryant, Buchanan, Clark, Morris, O’Dell, San Vicente and Tilley.  District Councillor Leake attended for part of the meeting.

 

2.                  APOLOGIES:

Received from Cllr Bailey, District Cllr McLean and County Cllr Shuter.

 

3.                  MINUTES OF THE LAST MEETING:

The minutes from the meeting held on 5 September 2005 were amended on page 2 under 8 (a) Planning.  This paragraph was to include that it was agreed that Cllr Buchanan attend and represent the Parish Council at the site visit of the land in Tunbridge Lane.

The minutes were then signed.

 

4.                  MATTERS ARISING:

a)      S137 Grant Aid Policy

There was a discussion on the logistics of getting the Grant Aid Policy advertised.  As the Cresset was running late on delivery at present it was unlikely that completed applications would be returned before the November Precept Meeting.  It was proposed that the Finance Committee approve a budget for S137 applications before forms are returned.

 

Cllr Bryant suggested that a database be made of local organisations that we could write to as she was concerned that some people might not see the advert in the Cresset and it did appear as if it was always the same people applying for grants.  The Parish Council agreed that this would be something that the Clerk would build up over the year ready for next years applications.  It was noted that BAFY had yet to draw on any of the funds that they had been allocated for the year.  Cllr Tilley also suggested that we perhaps should be helping local organisations to get grants from the County Council.

 

b)      Flooding

Cllr San Vicente reported on the 3 drains that regularly flood in heavy rain in Lode Road.  She has been corresponding with Anglian Water since the July meeting but the problem has still not been solved.  It was agreed that the Clerk would send a letter to Anglian Water re-emphasising the problem.

 

c)      ECDC Website

Cllr Tilley re-examined the possibility of Cllr’s having a separate e-mail address so they could determine personal and council business from their home computer.  The Clerk has a contact number for anyone who wishes to do this.  There was also a discussion on putting our minutes on the ECDC website.  The Clerk will look into doing this.

 

d)     Lode Road

D/Cllr Leake reported back on the property in Lode Road which has had complaints about the number of vehicles outside.  The property was visited and although the occupier was not there the Principal Enforcement Officer spoke to a member of his family and has given him a fortnight to respond.  This Officer is looking to see if a business if being run from home and if it is something that needs planning permission.

 

e)      Arber Close

Cllr Tilley asked D/Cllr Leake to speak to the Planning Department about the oak posts which should have been put in to protect the verge at Arbers Close.   This would show what was public land and what was not, it is currently unclear if this land belongs to the CC.

 

5.                  REPORTS OF COUNTY AND DISTRICT COUNCILLORS:

 

The District Councillor’s report circulated with the agenda was noted.  There was some discussion on the fact that once planning applications had been submitted, from 25 August 2005 work must have started within 3 years, not 5 years as previously.

 

A letter that Parish Council sent to the Planning Dept with regards to the new Tunbridge Lane development was discussed with D/Cllr Leake.  There was some dispute over the density per hectare allowance and how the figure of 42 homes had been reached.

7.                  COMMITTEE REPORTS:

 

A)                PLANNING

 

The Highways Department have been patching areas of paths that are in need of repair but Cllr’s are unhappy overall with the state of pathways in the village particularly around the Park Estate, Jenyns Close, Downing Close and Trinity Close.  Cllr Tilley will write to the Highways Department requesting that funding be provided for these areas in their next budget.

 

05/00901/FUL Bendyshe Farm.  This application has been removed.  The wall will be rebuilt but no planning application is needed.

 

05/01028/FUL 12 The Pightle

The Parish Council have no objections to this application.

 

B)                ENVIRONMENT

1.                  Juggernauts through village

This was discussed again as few councillors were at the last meeting.  Cllr O’Dell will monitor as it is not thought this is a problem at present.

 

2.                  Trees outside Old Telephone Exchange

This was discussed at the last meeting and a notice was duly displayed for 14 days of the Parish Council’s intention to remove these trees.  There had been one complaint from a neighbour, however Cllr’s agreed that these 2 trees were a nuisance to the occupier and would be removed, a more suitable shrub or small tree would be planted in the future further away from the home.

 

3.                  Heathway

Cllr O’Dell has walked along the Heathway and has photographic evidence of a damaged gate and also of rubbish which the CC had said they would remove.  The Clerk will write to the Highways Agency.

 

4.                  Buses

Cllr Boal questioned if it was necessary for the school bus to go down Bell Road and turn left onto the High Street as this was causing traffic jams in the mornings, especially as it usually coincided with morning deliveries to the shops.  Cllr Buchanan said that all school buses were staggered so that they came into the village through different routes to avoid blocking one entrance.  As there have been no complaints it was agreed that this should be monitored.

 

5.                  Jenyns Close

Cllr San Vicente confirmed that the parking in Jenyns Close is owned by Hereward Housing.  There have been 3 complaints about the state of the pathway which leads to Lode Road and the Clerk will write to Hereward Housing about this problem.

 

C)                 FINANCE

There was a Finance meeting last week.  All information on payments/income is now on a computerised spreadsheet which is easy to view.  Cllr Clark reported that we were on course to have a surplus of 10K at financial year end.  He also informed the Environment Committee that they needed to set their budget for next year very soon.

 

8.         NOTIFIED BUSINESS

 

a)                  Adventurers Playground

After a letter complaining about the lack of children’s facilities in the village Cllr Tilley had been looking at various options.  Bottisham Village College did not want a playground that might encourage anti-social behaviour.  The only other option was to improve the quality and quantity of equipment at the Primary School.  The Parish Council was prepared to help and work with a group of villagers to make this happen.  Cllr San Vicente volunteered to speak to Mrs Barclay, Head of the School.

 

b)         Bell Road Signs

There had been a complaint from a resident of Bell Road about the flashing ‘30’ sign and concerns that we were going to have these in other entrances to the village.  It was felt by Cllr’s that this was an effective speed deterrent which did not increase noise and pollution as other traffic calming measures seemed to.  The Clerk will write to CC asking for them to put ‘blinkers’ on the sign so it cannot be seen from the resident’s home.

 

c)                   Police

It was noted that we have had no input from our local policeman PC Wayne Davies into Parish Council meetings or any quarterly reports in the Cresset.  The Clerk will write, inviting him to a meeting.

The Planning Group met on Tuesday 25th October to discuss the above. 

 

This is a re-submitted application for 4 x 3 bedroom houses.  The main issues we discussed are below and we recommend these are sent to ECDC following full Parish Council Meeting.

 

1.         The over population of the site has now been addressed and is now down to 3 bedroom dwellings.

 

2.         The turning space within the site is still tight which could result in the residents reversing into this, a busy High Street especially during peak times e.g. school arrival and departure.

 

3.         The Highways issue in this area could be partially alleviated at this busy junction if a system was in place similar to the one at the Tunbridge Lane junction.  On planning grounds we have no objections.

 

We are aware there will be objections.  Neighbours also have concerns with regard to rights of way and also gas pipes to no. 139A.
