BOTTISHAM PARISH COUNCIL 09/06
MINUTES OF BOTTISHAM PARISH COUNCIL MEETING Held on Monday 2nd October 2006 in the Round Room at Bottisham Village College commencing at 7.30pm
PRESENT: Chair: Cllr Tilley. Cllr’s Astill, Bailey, Banks, Boal, Buchanan, Clark, Morris and O’Dell. District Cllr Leake and County Cllr Shuter also attended for part of the meeting.
74. APOLOGIES: Received from Cllr’s Bryant, San Vicente and District Cllr McLean.
75. MINUTES OF LAST MEETING: The minutes dated 4th September 2006 were agreed and signed.
76. MATTERS ARISING: a) Follow up on Tunbridge Lane development District Cllr McLean had been following this up in particular information about the splay which was still not forthcoming. Cllr Buchanan stated that she had grave concerns over the service Parish Council were receiving from East Cambs. There has been a general lack of information coming through although she has been assured that she will receive an update very soon. The Parish Council want to be certain that the splay at the entrance to both the new development and the surgery is adequate and feel that the original plans from 1999 (which East Cambs seem unable to locate) need to be reviewed due to developments and change to traffic flow since that time.
District Cllr Leake has voiced concerns that reserved matters are now in and East Cambs did say that they would have a village meeting beforehand. Cllr Buchanan stated she was happy for Parish Councillors to view the plans first so that all were aware before the public meeting.
The Parish Council is extremely critical of how East Cambs District Council has handled this development, in particular Alan Dover. Requests for information have been ignored and not acted upon, until Parish Council felt it necessary to contact the developers direct.
The developers have taken on board the comments that Parish Council made early on such as the need for screening around the surgery and lit footpaths. It was agreed with East Cambs as an early stage that there would be a path connecting the development with the Beechwood Avenue estate through either Mulberry Close or a present pathway in Beechwood Avenue. Cllr’s Buchanan and Boal declared an interest as they live in this area. Cllr Tilley again criticized Alan Dover who has not gone through this with the developer as the plans only show this pathway as a possibility.
Cllr Buchanan displayed the plans around the room. Councillors will meet this week to look at the plans in more detail. A public meeting will be arranged with the developers and East Cambs as soon as possible. There will be no time to advertise the date in the Cresset and Cllr Buchanan asked that a leaflet be delivered to all householders and it was agreed that we would ask the litter pickers if they could help with this.
77. REPORTS OF COUNTY AND DISTRICT COUNCILLORS: County Cllr Shuter reported that there had been various complaints and some of these from Bottisham residents about the new communication centre at St Ives. The call centre manager has spoken with County Cllr Shuter and assured him that he will make sure employees have more knowledge of locations throughout East Cambs and that their telephone script is more user friendly. He also reported that national figures reveal Cambs County Council have one of the lowest number of complaints.
District Cllr Leake had previously circulated a report. She commented on a community land trust in Dorset that she will be visiting. Cllr Tilley congratulated both the District and County Council on concessionary bus fares which had been campaigned for by the Cambridge Evening News among others.
District Cllr Leake and County Cllr Shuter then left the meeting.
78. CORRESPONDENCE: Correspondence as listed to 26th September was noted.

79. COMMITTEE REPORTS: a) PLANNING Applications listed on the agenda were discussed. Cllr Buchanan had received some late applications which were not on the agenda as detailed below.
75 High Street – construction of porch. This application had been refused by East Cambs District Council.
There was an amendment to the plans for 20-42 Arber Close creating an extra car parking space.
There was a discussion on the application for 55 Bell Road – change of use from residential to residential and wellness clinic. Parish Council have concerns over the traffic flow in Bell Road, parking and also for the neighbours as this is a semi-detached property.
Amended plans for 68 High Street have also been received. These change the roof height for which no problems could be seen.
There was a further discussion on the Tunbridge Lane development. Cllr Buchanan will let all residents who have contacted her with their concerns over the development see the plans in her home this week.
b) ENVIRONMENT Cllr Tilley asked that Cllr Bailey do the footpath survey as soon as possible and he stated that this should be finished by the next Environment meeting on 18th October.
Cllr O’Dell expressed concern that the footpath at Downing Close had been damaged due to the building work at Queens Court. Cllr Tilley expected that the developers would make all necessary repairs before completion.
c) CEMETERY Cllr O’Dell reported on the first meeting of the newly formed Cemetery Committee for which he is Chair. They hope to meet with Revd Lewis on 13th December to discuss the churchyard. They also spoke of the need for a separate budget from Environment for next financial year.
d) FINANCE A VAT return has been sent in for £480.47
The precept meeting has been changed to Friday 24th November.
80. NOTIFIED BUSINESS: a) Environmental Problems in Jenyns Close Cllr O’Dell circulated a report he had prepared. The complainant was concerned about dogs running loose and problems with rats due to large amounts of refuse sacks lying around. Cllr Tilley asked Cllr O’Dell to advise the complainant to contact environmental health over the refuse problem.
b) Park Estate (Beechwood Avenue) Path Repairs Cllr Astill circulated some photos he had taken of repairs in Maple Close and outside of the Primary School. Cllr’s Astill, Boal, Buchanan, O’Dell and Tilley declared a personal interest as they live in this area. The clerk has also been contacted by a local resident. The repairs are totally inadequate. Parish Council is aware that Highways haven’t got the funds to replace pathways as it is so expensive to do this. A survey of pathways is being prepared by Cllr Bailey to present to Highways but Cllr Tilley asked in the meantime for the clerk to e-mail David Groom copies of the photos and voicing our concerns. ACTION: Clerk to contact Highways
c) Grass Cutting There was a discussion on maps of the village and how Parish Council were going to plot trees, pathways and grass cutting on these. Cllr Tilley suggested this be placed as an agenda item at the next meeting when Cllr Bryant was present as she had expressed concerns over the areas in the village that are cut which perhaps shouldn’t be. Cllr Tilley felt that a working party needed to be formed. Cllr Boal volunteered to meet Mr Bugg when he was next cutting in the village and would start to plot the areas cut.
d) Sycamore tree in churchyard A resident has contacted Parish Council regarding the sycamore tree in the churchyard and has been assured that a meeting will take place between Parish Council and the Parochial Church Council although Revd Lewis cannot meet until 13th December.
Cllr Boal has a report from Stephen Hayden who is an arboricultural consultant on the horse chestnut tree in the cemetery. It states that the tree is in good condition and that no remedial tree surgery works are required at present although this must be regularly inspected. The clerk was asked to send this report to Mr Hutchinson, a resident who was concerned about the tree. ACTION: Clerk to send report
