Minutes of Council Meeting held in the Village College – 6th October 2003

 

Present - Cllrs Astill, Boal, Buchanan, Clarke, Laister, McCartney, O’Dell, Tilley (Chairman). County Cllr Fitch and District Cllrs Leake and McLean attended for part of the meeting.

1.  Apologies were received from Cllrs Clark and Walker.

2. Minutes of the meetings dated 1st September (after ‘Tudor House’ was added to minute

7A Planning items 5 and 6) and September 15th were agreed and signed.

3.   Matters Arising None

 

4. St Peters Field. - Delays in reinstating the Bell Rd footpath continue. The Highways Department is seeking a contribution to costs for the reinstatement of the path. It was agreed that the Clerk would write to David Groom to request repair of the complete Bell Road path with kerbs to the end of the development, improved street lighting near Howletts Way and St Peters Field and for the 30mph approach sign to be moved to the start of the development.

5.  The design and works order for the traffic island at the A1303 and Bell Rd junction is being finalized. Mr Mugridge (engineer responsible for accident investigations) has stated that the keep left sign only momentarily obscures a drivers’ view on turning right and will not be re-sited..

6. The Countryside Team has offered help and advice and suggests a site visit to consider improvements to the Heathway.  A paper prepared by Cllr Walker had been circulated. The Environment committee will now process this initiative. Mr Meadowcroft has complied with recent requests concerning parking on the Heathway.

7.  Following the meeting of 15th September to discuss Council committees copies of the July 2003 edition of Standing Orders and Terms of Reference were given to the present Chairmen of committees to consider. Cllrs were concerned that there could be an increased workload but are committed to the review approved at the meeting on 15th September and are considering the functions of the Environment Committee contained in a paper tabled by the Council Chairman

8.  It was agreed that we should request activated speed signs at each entrance to the Village and a Zebra Crossing near to the shops under the Jointly Funded Minor Improvement Scheme for 2004/05.

9.  The 70 remaining commemorative mugs are to be offered for sale at 50p each.

10. An application to start a Commitment to Speed Scheme will be considered by the Environment Committee.

11.  A meeting will be held on 8th October to discuss the setting up of a Youth Action Group in the village. Cllrs Buchanan and Clarke will attend and report at the next meeting.

12.   A representative from Anglian Water will not be able to attend a Council meeting in the near future due to restructuring within the organization. The Clerk will write requesting the Company to arrange a hydraulic survey as first promised in January 2003.

 

13.  Chairman’s Report

Cllr Tilley reported a serious act of vandalism in early September when a pipe bomb did £2000 damage to the Sports Pavilion.

The meeting was suspended (proposed by Cllr Tilley and seconded by Cllr McCartney) to allow PC Ian Butcher our Community Policeman to speak. He stated that 2 youths have been in custody over the weekend and investigations are continuing. He will attend the Youth Action Group meeting (item 11 above) on 8th October.

The Chairman reconvened the meeting.

14.  Reports of County and District Councillors.

County Councillor James Fitch reported that the Council would probably be unable to honour its commitment to hold the increase in Council tax for 2004/05 to 6% in view of the current overspending in the Social Services Department. The Clerk will write to the Leader of the Council.

 Whilst a reassuring letter had been received from Andrew Baxter Head of Education Services concerning funding for Adult and Community Education Services for Bottisham Village College we should continue to be aware of the threat to reduce funding.

A letter is to be sent to the Police Authority for an assurance that police officers obtaining early retirement for reasons of ill health are strongly scrutinized and that further reviews made.

District Cllrs Leake and McLean had provided a joint report providing information on a grant of up to £5000 to replace a boiler at Bottisham Swimming Pool and Sports Centre and an invitation to Help Shape East Cambridgeshire’s Future. Cllrs asked Cllr Leake to ensure that an expectation for a safe and secure environment be included. It was regretted that due to cost an individual questionnaire could not be sent to each household. It was confirmed that private medical insurance cover offered to selected new employees of the Council is not being funded by ECDC but is a scheme sponsored by them allowing employees to buy into a private scheme at competitive rates.

16.  Committee reports

 

A.  PLANNING.

1.  Planning Decisions given approval since last Council meeting.

A   03.00804/FUL – 33 Jenyns Close – new conservatory and removal of wooden/glass structure

B  03/00800/FUL – Cremgah, Lode Road – after demolition of bungalow the building of three terraced houses

C  03/00748/FUL – 16 Pound Close – rear single storey and first floor side extensions

D   03/00835/FUL – 17 Stocks Close – single storey extension

2   Planning applications sent to ECDC with the following comments :-

a. 03/00827/FUL – Old Telephone Exchange, Lode Rd – Change of use to private dwelling. Minor external changes. Internal changes. No objections but attention drawn to the conditions applied March 2001 (E00/1013/FUL) in particular with regard to car parking.

b   03/00894 – Rydal House 5 Bell Rd – 2 storey side extension and detached double garage. No objections. This will make a large family house. The site is large enough to allow for this.

c  03/00928/FUL – 7 Rowley Gardens – alter existing entrance to form covered porch - No objections.

d  03/00951/FUL – Tudor House 89 High Street – raise existing garage roof height by 800mm (Eaves and use of new room within roof space plus roof lights. All have Planning and Listed Building consent). Discussed jointly with 03/00952/LBC – Tudor House 89 High Street – raise existing garage roof height by 800mm Eaves height unchanged. The application is in order to follow the recommendations in “A Guide to Good Practice to planning for daylight and sunlight”. This is another amended plan for this site. We have no objections. The angles will not impinge on the street scene or neighbours.

e    03/00960/FUL – 6 Thomas Christian Way – single storey kitchen extension (infill) between garage and house. Open porch to the front door No objections. Discussed Building Regulations with regards kitchen now adjoining garage. This will be dealt with by the Building Inspector.

 

 

 

 

 

3.  Planning Application  - comments for consideration by full Council

 03 /00834/FUL – Land to rear of 69 Beechwood Ave – erection of single storey dwelling and garage with basement.

This application needs to be discussed by the full Council as this is an application that in the past would be considered backland but now due to a change in guidelines is permissible.

This site is much larger than is apparent from the street. It appears to be a positive use of a derelict garden and will fulfill a need. The plans are well thought out with enough space for a separate drive into new area. The roof profile should not impinge on neighbours and the windows will not overlook anyone. We presume neighbours will comment. We  recommend to ECDC a site visit and a decision by committee or mediation.

Following discussion concerning the turning of vehicles the recommendation as proposed was accepted and will be notified to ECDC Planning department.

4.  Planning Application under consideration

I     03/00918/RMA Land adjacent to 42 Bell Rd – erection of 6 new dwellings, 4X3 bed houses and 2X2 bed houses.

4. Other matters

a.  Letter sent to Carter Jonas – accepting development in area behind Bendyshe farm in principle. Meeting to be held after initial talks with ECDC Planning Dept. Removal of dilapidated barn not to be conditional on planning application  

b.   Appeal by Leeds Builders Ltd re 02/00294/FUL – 1A and 1B Jenyns Close (formerly 44 Lode Rd). REFUSED by ECDC Variation of condition 7 of planning consent dated 15th Nov 2002 for 02/00294/FUL to “ so that the windows at first floor level in the NW elevation shall be obscured glazed and with a limited opening but with the ability that they can be fully opened as a means of escape from fire only”.  Comments have already been made on the decisions regarding this and therefore there is no need to change our comments.

c Draft map and associated papers from the Countryside Agency re Countryside and Rights of Way Act 2000 for consideration by December 1st.  – Checked as correct by planning Committee and passed to Cllr Astill to review re parish paths.

 

B.  ENVIRONMENT   Cllr Nick Clarke will join the Environment Committee

Cllr Boal, Chairman of this committee reported that

1.  Footpath surfacing repairs at West Walk, Vineyard Walk, parts of Beechwood Ave and the High St (outside No 53) and on the dropped kerbs for Jenyns Close, Arber Close and Pound Close has been delayed for a further 3 to 4 weeks.

2. Hereward Housing will not repair the surface in front of the garages for Jenyns Close. The Clerk will ask Andrew Tipple if he can arrange for the installation of the motor-cycle post (bought and not used for the Bendyshe footpath) on the footpath from Jenyns Close to the garages to replace the broken post.

3. A new seat for outside the Post Office has been delivered. Mr Thomson of the Post Office Stores has now refused permission for the seat to be placed outside his shop. This decision is regretted and it is hoped that the seat that is regularly used may be placed nearby. The existing seat is to be repaired and will possibly be re-sited in the cemetery.

4. Signage for the Community Library should be put up in the next fortnight.

5. The flagpole has been installed by David Frost. The Clerk will speak to the Vicar or Churchwarden about the permanent display of the American Flag in the Church

6. The quotation of £54 for replacing guttering and refitting tiles by JCM Maintenance in the High St bus shelter was accepted. The Clerk will arrange for the work to be carried out

7.  Further damage has occurred to the bus shelter at the A1303/White Swan bus stop and four glass panels are now missing. The environment committee was authorized to arrange  expenditure to a maximum of £800 for metal sheeting (with anti-graffiti paint) or polycarbonate panels to be purchased and fitted.

8. David Frost will be asked to repair or advise about a replacement notice board at the Primary School.

9.  Cllr Boal will arrange for the painting of the Village Pump in Bell Road

A paper prepared by Cllr Tilley detailing the responsibilities of the Environment Committee was tabled for consideration and a report will be given at the next meeting. 

 

C. FINANCE

Copies of the accounts to 31st March 2003 approved by the External Auditor have been circulated to Cllrs and displayed on the notice board.

 

D.  CEMETERY 

I   John Henry, Contractors have been asked to review the work on the Church path as a further covering of top dressing is required.

The Conservation Grant of £3810 from ECDC has been received and a refund of the VAT claimed by the Council is to be refunded to ECDC.

 Andrew Tipple has advised that the footpath between the gates should be resurfaced within the next 4 weeks.

2.  Volunteers were asked to help with work necessary in the Churchyard.

3.  As a result of the dry summer it will be necessary to plant replacement bushes in the hedge.

5. Articles in the Association of Burial Authorities Newsletter concerning Topple Testers were noted.

6. The Clerk will contact Mr Bugg concerning his charges for 2004.
