BOTTISHAM PARISH COUNCIL 10/04 UNCONFIRMED
MINUTES OF COUNCIL MEETING HELD IN THE VILLAGE COLLEGE – 4th October 2004
PRESENT - Cllrs Astill, Bryant, Buchanan, Clark, Clarke, O’Dell, San Vicente and Tilley (Chairman) attended. County Cllr Fitch and District Cllrs McLean and Cllr Leake attended for part of the meeting.
1. APOLOGIES were received from Cllrs Boal and Morris.
2. MINUTES for the meeting held on 6th September were agreed and signed.
3. MATTERS ARISING These were dealt with under specific agenda items.
4. REPORTS OF COUNTY AND DISTRICT COUNCILLORS. County Cllr Fitch reported that Changes are expected to the Management Structure of the Council. A final decision is expected in December. The County Council has rejected the building of 3000 homes in Cambridgeshire The feasibility study concerning the new site for Marshall’s Airport is due shortly. Bottisham Village College achieved excellent GSCE results and Ofsted Report and has gained Specialist Status for Humanities. The interviews for the new Warden are starting this week. Social Services still need additional help with Fostering and Adoption. The Fire Service is seeking more volunteers as retained firemen or women. It was noted that there are fewer young people employed in the local villages available to help. Michael Wilkinson has replaced John Reynolds as Chairman of the Local Police Authority. The next liaison meeting is on 26th October.
Cllrs Leake and McLean made District Council Reports Matters arising from minutes of 6th September. a. No planning application for change of use has been made or is believed necessary for the Chapel at Green Gables at Muckdungle Corner. It is a Health and Safety or Environmental concern considering its position in the scrap metal yard, and Cllr Buchanan will contact Brian Hicks the Traveller’s Liaison Officer before a formal letter is sent to the County Council. b. Cllr McLean has confirmed that the Trilogy website has been improved concerning signing up to join the system. Marketing by Trilogy is expected shortly both locally and on the radio to encourage people to join the newly available Broadband system. c. Cllr Leake advised that the plastic collection storage bin is approximately a 6ft cube in bright yellow. Flattened plastic bottles of all types, but not yoghurt pots or plastic wrappings can be recycled. The District Council report circulated with the agenda was discussed. It was noted that the decision regarding new office accommodation would be rather rushed in that financial implications and detailed costings were not available until late October. The Overview and Scrutiny committee would make their recommendations to the Policy and Resources committee and full Council would finally make a decision on 30th November. It was regretted that there were no plans for further public consultation. Cllr Leake has arranged a meeting with Hereward Housing and County Council Footpaths representatives to discuss the positioning of a fence at the rear of 20 Downing Close. The County and District Cllrs then left the meeting.
5. CHAIRMAN’S REPORT Cllr Tilley reported on the reception on 10th September for John Walker when a framed certificate was presented making him an Honorary Elder of Bottisham. Cllr Buchanan who organized the event and prepared the refreshments was thanked. There was good coverage in the Newmarket Journal.
6. CORRESPONDENCE Correspondence as listed to 28th September was noted. Additional correspondence received 29th September to 4th October. a. CALC Bulletin for September - circulated at meeting Agenda and papers relative to County AGM on November 6th Details of New Cllr workshop 13th November Details of refresher workshop for Cllrs 4th December Guide to Disability Discrimination Act 1995. Publication from Wicksteed Leisure explaining how the October 2004 provisions relate to outdoor public play areas – both items passed to Cllr Clark who is preparing a Risk Assessment Document Employment update – variation of employment contracts b. ECDC. A request for up-to date information on facilities within Bottisham has been answered. Healthy Living Magazine for Autumn 2004 Policy and Resources Decision List for the meeting on 23rd August Committee Decision list for Policy and Resources meeting on 28th September Details of Parish precept for 2005/06 to be sent by 30th November Agenda for Planning Committee meeting 6th October – none affecting Bottisham c. CCC Parish Paths Partnership News Bulletin 2003/04 – passed to Cllr Astill. Bus service tenders for 2005. Variations could be made to services 11,122 and X12. Our comments needed by 20th October. Mrs James to be asked for her comments d. ELY SECTOR POLICE FORCE 4 crimes recorded for Bottisham for August and 3 for September. Tony Payne completed a speed check in Bottisham High St 1415 to 1505 Sat 2nd Oct. No tickets issued. Check on B1102 Quy Rd Lode 1520 to 1630 4 tickets issued. Cllrs to contact Tony Payne if they wish to be present when speed checks made. The Joint Hereward Housing and Cambs Police Mobile Road Show 25th November poster will be displayed and printed in the Cresset. It was noted that insufficient prior information was available for the visit on 23rd Sept. e. GOVERNMENT DEPARTMENTS Boundary Committee Periodic Electoral Review of CCC – final recommendations – County Cllr Fitch will be asked to provide information relative to the parish DEFRA Consultation Paper called Clean Neighbourhoods –no comments to be sent. South Cambridgeshire Local Development Framework Preferred Options Public Participation concerning Cambridge East Area Action Plan passed to Cllr Buchanan. Information sent to Bottisham as an adjoining or affected council. f. MISCELLANEOUS Letter from Mike Pettingell from Arizona requesting information on his Osbourn ancestors buried in the cemetery is to be passed to Mr and Mrs Allen.
7. COMMITTEE REPORTS
PLANNING.Cllr Buchanan reported on the planning meeting of 20th September. 1. A standard reply had been received to the letter concerning perceived procedure failures relating to application 04/01024/Ful – Cremgah. Cllr Buchanan will ask for specific answers to the questions raised. 2. A Tree Preservation Order E/08/04 relating to Swynford Paddocks Hotel for 7 specified trees dated 24th September explains the withdrawal of the recent planning application. 3. Planning Application under consideration 4/01191/FUL – 18 Tunbridge Lane – Single storey rear extension and addition of dormer windows to garage roof. 4. Planning approval has been given by ECDC for a. 04/000985/FUL – 3 Stocks Close - Two storey side extension and single storey rear extension b. 04/00989/FUL – 59 Jenyns Close – single storey extension It was agreed that work on the Village Design Plan be held over until changes expected in National Planning Strategies are announced. A note will be included in the Cresset report.
The unconfirmed minutes of 20th September were then adopted.
b. ENVIRONMENT AND CEMETERY. The unconfirmed minutes of the meeting on 29th September had been circulated by email Cllr Clarke reported as the new Chairman. He thanked Cllr Boal for his work as the previous Chairman for several years and the Chairman Cllr Tilley and the full Council also gave thanks.
1. A1303/Bell Rd Junction. The committee recommendation to propose a reduction in the speed limit from 60mph to 50 mph on the A1303 from Chalk Farm to the Prince Albert Public House was agreed. The Clerk will write to County Cllr Fitch asking for his support and requesting information on accidents and incidents on the A1303 from Chalk Farm to Quy Roundabout since January 2003. We will contact our MP James Paice and seek further publicity as necessary. Tony Payne our Community Beat Officer will also be asked to help in ascertaining the number and cause of accidents.
2. The recommendation to prepare the following 2 bids for the Jointly Funded Minor Improvement Scheme for 2005/06 was agreed. a. Continuation of soft traffic calming measures in Tunbridge Lane – installation of a kerb build out with hazard marker/give way marking travelling towards the main village. b. Repair/replacement of A1303 footpath from Bell Road to White Swan Junction
It was agreed that the provision of additional traffic calming measures in the village especially the High Street would continue to be monitored.
3. The kissing gate for the path to the A1303 ordered through the Countryside Department seems to have gone astray. The Clerk will write to clarify the position. Mr Bugg will be asked to install the gate as soon as possible.
4. A1303 Bus shelter repair has still to be made. Cllr O’Dell will contact Prompt Glazing Services.
5. Cemetery Policy. A meeting will be held on Tuesday 5th October at 7.30pm with Reverend Lewis at the Vicarage. Cllrs Clarke, Tilley and San Vicente will represent the Council at the meeting. 6. Heathway Project – Cllr Astill will lead this project, with Cllr Bailey’s support. It should be possible to link this with the new bridleway at Whitelands Farm. This project is to be a stand alone with no confusion with planning and community issues. 7. The environmental meeting on 20th October will include an agenda item concerning the planting of further trees within the village. Cllrs Buchanan, O’Dell and Tilley will meet to review the hedge separating the cemetery and bowling green before this meeting. 8. A donation of £40 had been made by Cllr Fitch towards the removal of a cherry tree in front of his house.
c. FINANCECllr Clark reported that 1. The accounts to 31st March 2004 have been externally audited and an invoice received. 2. A request for clubs and societies to submit funding claims under S137 for 2005/06 will be placed in the Cresset and on notice boards. 3. A draft risk assessment document has been prepared. Comments from Finance Committee members are invited before the next meeting on 18th November. As this is the precept meeting it is likely that an additional committee meeting will be necessary to discuss Risk Assessment.
9. NOTIFIED BUSINESS It was agreed that a copy of the minutes would be sent to the Newmarket Journal. It was agreed to ask Tony Payne our Community Beat manager to attend either the November or December Council meetings to discuss any current problems and concerns.
