BOTTISHAM
PARISH COUNCIL 09/01 Minutes of
Council Meeting held in the Village College - 3rd September 2001 Present - Councillors Boal, Buchanan, Leake, McCartney, Rayment, Tilley and Walker. Cllr Buchanan chaired the meeting and Cllr Fitch attended. Cllr Meade has written resigning from the Council. The Clerk will write thanking her for her valuable contribution as Councillor for the last 6 years. Applications will be requested in the Cresset for a new councillor. The decision will be made at the November meeting. 1. Apologies - Cllrs Bryant, Laister and ODell who were on holiday. 2. Minutes of the
meeting held on 8th August were agreed and signed. 3 County Council Report Cllr James Fitch reported that the Social Services Inspectorate had commended the work of the County in the care of the elderly. The examination results from Bottisham Village College had been good with 63% passes for pupils with A* -C grades. There is a Highways road repair gang within the County checking roads and pavements for potholes and making any necessary repairs. There have now been over a million users of the Newmarket Road Park and Ride scheme and similar sites will be built in other areas. The National Trust scheme to increase the size of Wicken Fen by creating a larger fen area over the next 100 years by buying nearby farmland has commenced. The land is continuing to be farmed until sufficient land is purchased for flooding to take place. Cllr Fitch has been asked to investigate the provision of dropped kerbs between Jenyns Close and the Triangle and it was agreed to ask Stephen Hill to meet with Councillors to discuss the generally poor quality of footpaths within the village. Cllr Fitch was asked to ascertain the delay in completion of the College Sensory Garden in his capacity as College Governor. District Council Report. Cllr Leake repoted that it has been agreed that of the 14 new affordable houses in Bell Road 10 should be offered for rent and the remaining 4 for shared ownership. We have been assured by Andrew Budden, Regional Development Manager that local people will be considered first and in the case of a sale of a shared ownership property it will be sold to a client with local connections. Mr Budden has offered to speak to the Council on this matter. Information on energy efficient fridges for elderly and disabled people will be given in the Cresset. A grant for CCTV has been made by the Home Office with supplemented money from ECDC and schemes should start soon in Ely and Soham. Cllr Leake will check if Bottisham could apply for funding within this scheme. The CALC bulletin gives details of the workings of the new Standards committees set up by District Councils which will oversee any complaints about parish council performance. Cllr Fitch will serve on this committee and report after the first meeting is held. 4. Matters Arising A Stephen Hill is to be asked to visit Bottisham to discuss surfacing outside 2, 4 and 6 High St - see Cllr Fitchs report at item 3 above. B. The conversion of the store in Howletts Way to garages is still awaited. Solicitors are continuing to prepare the S106 agreement. C. School warning signs and gateway signs are on order. The provision of a flashing light system for the Village College is dependent on traffic surveys to be conducted this term. The proposed kerb build out for the junction of Tunbridge Lane and High St is awaited. It was agreed to arrange for the printing of Kill Your Speed stickers - artwork to be prepared by Mr Buchanan. These will be sold and motorists will be asked to sign a commitment to reduce their speed within the village. D. It was agreed to invite PC Hurry - our village policeman to attend the October Council Meeting. E. The oak posts to stop parking on the corner of the Triangle will be positioned shortly F. The Countryside Commission have registered our interest in preparing a village plan and information is awaited. G. Mr Bugg is to be asked to clear the public footpath between Tudor House and 93 High St. H. Information was given by County and District Councillors and the Chairman concerning the dissolution of Lifespan Healthcare NHS Trust and the establishment of a new Primary Health Care Trust in our area. Following discussion councillors signed the petition prepared by ECDC opposing the recommendation to join with the Fenland Primary Care Trust and requesting merging with Southern Cambridgeshire Health Trust if an East Cambridgeshire Primary Care Trust was not considered feasible. It was felt that local people should make decisions about their local health services. I. It was agreed that the Council would again propose the resurfacing of the A1303 pathway in the Jointly Funded Miinor Highway improvement scheme for 2001/2002. The request would be limited to £25,000 and could either be remedial or complete resurfacing of part of the path commencing at the former White Swan end. 4. Chairmans Report a. Villages against Cambridge Heath will be contacting all Parish Councils likely to be affected by the proposed development for funding. It was agreed that Bottisham Parish Council will take advice from David Archer (Planning Department ECDC) as to our position concerning the South Cambridgeshire meetings to choose one of the planned development sites in the South Cambs District from the 3 submitted. 5. Correspondence 1. ACRE Cllr Walker will attend the second round of judging of Village of the Year Competition.. 2. CALC Cllr Walker will attend the Annual General Meeting on 13th October. 3. CCC The current Road safety poster If Only has been displayed. Details of the Learning Disability Link Scheme will be included in the Cresset. 4. ECDC Proposed warding changes recommended to Local Government Commission. Bottisham to remain with Lode as at present. The East Cambridgeshire Local Plan has finally been received and passed to Cllr Buchanan. The draft Contaminated Land Inspection Strategy Document with minor amendments is available for viewing at the Council Offices in Ely The draft supplementary planning guidance document on Gypsy Site Provision has been copied to Planning committee members. Details of forthcoming District Council committee meetings were available. 5. Letters have been received as under :-New Products for local councils from Glasdon Cambs Constabulary list

East Cambs Community Safety Partnership Annual Report Copies to Cllrs Boal and Rayment who will attend the meeting at Soham Village College on 20th October. Final Report of the Cambridge to Huntingdon Multi Modal Study (CHUMMS). It was agreed that the Clerk would write requesting that the third lane proposed for the A14 should continue through to Quy roundabout and not finish as proposed at Fen Ditton. Hereward Housing August newsletter and the 2001 annual report. Details of Care Network Schemes in operation in Cambridgeshire. Association of Burial Authorities Autumn Newsletter. Lloyds Bank information about the new Business Express Banking System. Clerks and Councils Direct Magazine for September 2001 Michael Knight concerning the provision of Broadband Technology to Bottisham. The cables laid several years ago bypassed us on the way to Burwell. The Clerk will write to NTL and BT. Burwell Parish Council are arranging a CALC Councillors training day on 4th October. Details will be passed to Cllr ODell. 6. Committee Reports. a. Planning 1. Planning permission has been given by ECDC for;- a. 01/00459/FUL - 89 High Street (Tudor House) - alterations and extensions with alterations to the roof of the garage as amended. 01/00395/LBC consent also given. b. 01/00662/FUL - 56 Lode Road - replacement conservatory 2. Applications have been returned to ECDC with the following comments a. E/01/0082/F Tunbridge Hall , Tunbridge Lane amendment to planning permission external alterations to provide means of lighting for proposed first floor - no objection b. 01/00653/FUL - A1303 Service Station, Newmarket Road - new workshop and offices in connection with the existing business - no objection c. 01/00756/FUL - 99 Beechwood Avenue - conversion and enlargement of existing outhouse to become new disabled bedroom and shower room - no objection but area to be further checked for suitability. d. 01/00866/FUL - 22 Peacock Drive - amendment to alter roof shape from hipped roof to gable end - no objection. 3. . 01/00610/FUL - I Parsonage Barns - alterations to provide additional ground floor accommodation within existing garage. This does not need planning permission as long as sufficient off road parking is available. 4. A retrospective application is awaited for 2 Stocks Close where a large shed has been erected without planning permission. 5. E/00/0724/F The Homestead, Newmarket Road - variation of personal condition of occupancy - application withdrawn. 6.
Cllr Leake has been asked to investigate the possible business use of
the new bungalow in Arber Close. b.
Environment a. Mr Bugg has still to provide a revised estimated for pruning shrubs outside 29 High Street and removing old tree debris from behind the brick bus shelter. b. David Frost has made
the childrens play area safe and the Clerk will request an estimate
for the renewal of the framework to the pieces of equipment. c. The abandoned cars on the highway verge in Bell Road have been removed. d. The present litter pickers have not replied to communications. Adverts for new litter pickers for both rounds will be placed in the Cresset and on the noticeboards. c. Finance. The Precept meeting will be on Wednesday 21st November. Environment, Cemetery and Pocket Park committees will need to prepare budgets for 2002/2003 for this meeting. The accounts for 2000/2001 have been finalised by the Clerk and will be passed to the Chairman and the Finance Committee. A VAT refund of £323.60 has been received. The Inland Revenue have
advised that the Council are not liable to Income tax. d. Pocket Park Cllr Walker reported that an application had been prepared by him and Clare Enright for funding from the Village Life Fund. A representative from the Countryside Agency will visit the site to make the final decision regarding funding on Wednesday 3rd October at 2.00pm and all councillors are invited to attend. A representative from CALC will attend a meeting on 19th September to discuss the Legal and Financial implications and an action plan will be prepared. The Clerk will ask the District Valuer to prepare a valuation of the area. e. Cemetery Committee. Cllrs Boal, Buchanan, Laister and McCartney had visited the cemetery to assess the possibility of providing more grave space. Their recommendations to remove the laurel hedge and use the grassy path within the new cemetery and to re-use the right-hand side of the old cemetery (where graves have not been opened since 1926 - 75 year rule) were agreed. The Clerk will obtain a quote from Mr Bugg for removal of the hedge and roots, levelling of the ground and reseeding and contact the Association of Burial Societies about the relevant procedures for the re-use of cemeteries. It was agreed that the Council would try to promote the use of double depth graves rather than single spaces as far as possible. 12. Notified
business. A letter has been received from a resident requesting the provision of swings and the replacement of sand with bark or rubber matting at the childrens play area. Comparison has been made with the facilities at Lode and Comberton and Cllr Boal will visit each site. The Clerk will contact Comberton Parish Council to ascertain the cost of the facilities and the source of funding, raise the matter in the Cresset and explain that swings were considered dangerous when the site was set up. It was agreed that sand was more suitable, acceptable and cheaper as a base. 13.
