`BOTTISHAM
PARISH COUNCIL 8/02 Minutes
of Council Meeting held in the Village College - 2nd September
2002 Present
- Councillors Astill,
Boal, Buchanan, Laister, Leake, McCartney, ODell, Tilley and Walker.
Cllr Buchanan chaired the meeting. John Arnold attended as an observer. 1. Apologies. Cllr
Bryant, Cllr Rayment and County Cllr Fitch were on holiday. 2. Minutes of the
meeting of 1st July were amended to include under Chairmans
report item 4(1) The Chairman
told the meeting that this matter was sub judice on advice from
ECDC . The minutes were then agreed and signed. 3. Matters Arising A.
The development of Affordable Houses off Bell Road is to be known as
College Field - the Chairman will question this name. All properties
have now been allocated. A belt of trees 3 deep of 6/7 varieties around
the site with one tree at the entrance is planned. Cllr Leake will ask
Nigel McCurdy to provide a landscaping site plan to show this and the
height of the brick wall (to replace the planned fence) to the side of
the first property. Cllr Leake had met on site with representatives from
the Deputy Prime Ministers Office, Hastoe Housing and the Countryside
Agency who were most complimentary about the development. Ba.
Philip Sharp has advised that the Highways department have contacted the
householder to trim the trees near the poorly situated School warning
sign. Bb.
The College flashing amber warning lights have been installed. Bc.
David Groom has advised that it is too costly to provide coloured tarmac
during the resurfacing for the High St expected later this year. The
Clerk will write that we would like to see small areas of coloured
tarmac, painted 30mph signs done now. It will be at least 10 years
before the road will be done again.. Bd.
The Clerk was advised by John Richards that it was not feasible for the
A1303 footpath to be resurfaced as the path is suitable for the use
it gets and it is not a strategic link in overall network terms. The
Clerk will write to the Chief Executive Alan Barnish as letters have not
been answered, we have been pressing for this for nearly 10 years and we
wish to know what evidence was used to make this statement. Be.
Mr Mugridge Assistant Engineer, Accident Investigation Team
stated on 26th July that no alteration can be made to the Bell
Rd/ A1303 junction as there is not an accident problem. In view of the
very recent road accident the clerk will again request a survey to be
carried out. The original request had been passed to the Traffic
Division in Bottisham for them to allocate time to this. Cllr Fitch was
aware of the problem and would be asked to report to the October
meeting. C.
The Traffic Police left the Police Building in Bell Road at the end of
August. The Clerk will write to the Assistant Constables Staff
Officer to complain about the severe waste of public money and hope that
we will be consulted before any decision is made for future use. We need
to know too whether the radio mast is to be removed. D.
There are still some commemorative jubilee mugs to be delivered by Cllr
Buchanan. Carole Kitson is to be thanked for selling mugs at the Church
Fete on our behalf. Any remaining mugs are to be offered for sale from a
stall on the Triangle. E.
Bottisham did not progress to the 2nd round of the Village of the Year
Competition. Our written application was good but we did not sell our
village. It was recommended by Cllr McCartney that a sub-committee of
the Environment Committee be formed in early January to prepare a more
professional display for future entries. It was agreed that this should
be included in the budget. There needs to be more involvement from the wider community.
Cllrs agreed with the recommendation. Cllr Walker (one of the judges)
and Cllr Astill will attend the presentation evening at Sutton Village
Hall on 4th September. F.
There have been further power cuts in the Village - including a series
of 15 intermittent cuts in one day!. We are awaiting information on the
promised improvements and were told by Cllr Leake that there is a
overhead power cable planned through Lode Parish to cope with increased
capacity in this area. The Clerk will contact 24 seven for clarification
and arrange a Public
Meeting on Tuesday 5th November. G.
The outstanding payment of £15 from the second culprit for damage to
Round Room pictures has not yet been paid. The Warden had the matter in
hand before the start of the summer holiday. The Chairman will speak to
Mr Hains and advise that if payment is not received by the October
meeting the Council will pursue the matter further. H Cllrs Boal tabled papers regarding amendment to the
Adventurers Playground Licensing Agreement for the Primary School site
or provision of an alternative play area. This will be an agenda item
for October. I.
A progress meeting to report the present position of the Bottisham
Broadband Group will be held on 5th September. 4.
Chairmans Report 1. Copies of the Parish Council comments for the planning
application 02/00294/FUL for 44 Lode Road passed to ECDC on 29th April
have been sent to Richard Buxton Solicitor acting for Mr Rank. A copy of
the statement made by Cllr Tilley at the Planning Committee meeting on
12th June will also be forwarded. It was agreed that any details of
presentations to these meetings should be
placed on file. 2.
Park Estate (Bottisham) Residents Society is in correspondence with
David Groom concerning the perceived poor quality of the recent repairs. 3.
A letter is to be sent to John Hutchinson thanking him for compiling
Police information and statistics for the Cresset. 4.
There will be a 15 minute public question time session before the
November meeting. 5.
Reports of County and District Councillors. Cllr
Leakes District Council report circulated with the minutes gave
details of the findings of the Periodic Electoral review, the changes to
the Electoral Registers and the Housing Need Survey currently being
carried out by ECDC. There
is a new recycling vehicle coming into service this month. 6.

02/00849/RMA - 42A High Street - demolish single storey structure and
erect a one bed roomed house. 3.
Other matters a.
A tree preservation order E/03/02 was made on 3rd July on the lime tree
in the back garden of 18 Arber Close. No action by Parish Council b.
A letter has been sent concerning the public enquiry for
Cambs and Peterborough Deposit Draft Structure plan requesting
that we be informed about green belt issues which would affect any
development at Marshalls and any re-consideration of the new development
at Six Mile Bottom. c.
A working party meeting has been arranged for 4th September to discuss
the agenda for the planning meeting arranged for 18th September with
Geoff Hall, Principal Forward Planning Officer, Nigel McCurdy from ECDC
Planning Department and Cllr John Abbott Chairman of both the Council
and the Planning Committee. d.
Draft Supplementary Planning Guidance on Rural Diversification and
Agricultural and Stud Workers Dwellings has been copied to Cllrs
Buchanan and Tilley e.
Several villagers have expressed interest in helping to formulate the
Parish Plan. Cllr Tilley invited other Cllrs not on the planning
committee to become involved. A meeting will be arranged. f. Copy of letter from ECDC giving permission for owner of 102
High St 02/00378/FUL to fell Norway Spruce tree and Leyland Cypress
hedge to allow building work to start. g.
Cllr Leake will pass on details of the Conference on the Design and
Planning Process to the Planning Committee B. Environment A
report was tabled of the meeting on 2nd July. 1.
Cllr Astill has spoken to Mr Newman and Mr Bugg to discuss work under
the Parish Paths Partnership and has priced a kissing gate to replace
the current barrier on the Bendyshe Farm footpath. 2. An answer to our request for a CCTV from the disused Ely Car
Park units is expected later this month. The Clerk will contact Mr
Harding to remind him that our claim was made last December. 3.
Cllrs Laister and Tilley have reviewed the tiling, roof and ceiling of
the bus shelter in the High St and tenders have been sent to Joel
Morgan, Kim Sheldrick and Matt Merri. 4.
Mr Bugg has quoted £140 for removal of undergrowth at the Village Pump
situated outside 53/55 Bell Road. The tender was accepted and the Clerk
will contact Mr Bugg. Cllrs will arrange for the painting of the fence. 5.
The seat at Jenyns Close has been removed. 6.
An offer of hedging under the County Council Parish Planting scheme for
infilling the cemetery hedge is to be considered by the Cemetery
committee 7.
The rubbish left on the path near the sewage works has still not been
removed. Arrangements had been made for Wally Rayment to direct the
lorry driver to the site in early July.
The Clerk will contact Gerald Tickner. 8.
A letter has been sent to the Governors at Bottisham Village College
regarding the placing of swings on College grounds. 9.
The cemetery area has now been reseeded after the removal of the laurel
hedge. 10.
The resurfacing of the paths to the Church will be considered by the
Cemetery committee 11
Andrew Tipple from Eastern Highways will be visiting Bottisham this week
to check on the uneven dropped kerbs in Lode Road and the High Street. 12.
It was agreed that Tony Bugg should make an extra cut to both the
village and cemetery grass this year due to the wet weather earlier in
the year. 13.
Cllrs will walk the permissive path from Cedar Walk to the High St and
check the condition. 14.
The hawthorn tree to the rear of 16 Spring Lane in the cemetery hedge
will be considered for removal as the tree is dying. 15.
Wasp nests in the cemetery and on the bus shelter in the High St will be
dealt with on 3rd September. 16.
It was recommended by the Environment Committee that the path between
Downing Close and the High St should not be cleared as it is rarely
used. Post meeting the Chairman requested that this be discussed
in October. C.
Finance. Cllrs
Laister and McCartney had met with the Clerk to check the financial
procedures followed and to consider the Annual Return 1.
The accounts for the year ended 31st March 2002, circulated with the
agenda were approved and the Annual Return completed by the Council for
the papers to be sent for Audit. 2.
The Clerk will contact 2/3 people from the list from CALC of those
prepared to be an internal auditor. They will be asked to attend a
meeting with the Chairman, Vice Chairman and Chairman of the Finance
Committee to decide on the appointment. D.
Cemetery The
County Council Property and Procurement Division have refused to give
details of the acquisition and a copy of the legal documentation
proving validation of the sale for Camping Close. Cllrs strongly
objected to the tone of the letter and the Clerk will write requesting
the information. 8. Notified business. It
was agreed that with the increased amounts of documentation from all
sources that a file should be kept and passed around Cllrs. 9.
