BOTTISHAM PARISH COUNCIL 8/03

 

Minutes of Council Meeting held in the Village College – 1st September 2003

 

Present - Cllrs Astill, Boal, Bryant, Buchanan, Clark, Clarke, McCartney, O’Dell, Tilley and Walker. Cllr Tilley took the Chair. District Cllr McLean attended

1.  Apologies were received from Cllr Laister, County Cllr Fitch and District Cllr Leake.

2.   Minutes of the July meeting were agreed and signed

 

3.   Matters Arising

A.  St Peters Field. - Delays in reinstating the Bell Rd footpath continue. Highways Department are corresponding with the contractor for proposals to solve the situation. ECDC Planning Department and Hastoe Housing Association also involved. Adoption of road is dependent on the reinstatement of the path. It was agreed that the problem would be highlighted in the Cresset report and that Andrew Tipple informed of this action.

The 30mph approach sign needs to be moved nearer to the A1303.

B.   The Library Access Point at Bottisham Village College is now open with volunteer support. There is a formal opening on 20th September.  The use of the new community library system will be evaluated after a year – we must use it..

C.  Edmund Rank (and Nigel Barnard) have covered the wooden bus shelter seat with metal. The Clerk will write thanking them. An invoice is awaited for cost of the materials used. An estimate has been requested for work to the gutters and drainpipe and the replacement of a roof tile.

D   Six lighting posts have been installed at the A1303 and Bell Rd junction. A decision on the size and shape of the traffic island will be made after the lighting has been in operation for a few months. Overtaking at this point over the hatched marking is prevalent in the daytime too and the position of the keep left sign obscures the view of drivers turning right. The Clerk will write concerning these matters.

E.  A flagpole has been purchased and invoice received. David Frost will install it to the right of the Village Sign before the next meeting.

F   The Countryside Team has yet to reply to our letter of 23rd July concerning improvements to the Heathway.  Mr Meadowcroft will arrange for the fence repainting.

G.  A meeting will be held on 15th September to discuss renaming committees as working groups and to define standing orders and terms of reference applicable to each group.

H. Consultation Paper on Indemnities for Relevant Authority Members and Officers. Response will be decided when background information is received from CALC

I.  Community Education Services for Bottisham Village College could be under threat with possible further funding cuts. We should be aware of the problem.

J.  Application Papers for the Jointly Funded Minor Improvement Scheme for 2004/05 were passed to Cllr Boal for recommendations at the October Council Meeting. Activated speed signs for the High St and Bell Rd and resurfacing of the A1303/White Swan footpath were suggested as possible needs. The Parish contribution would be 60p per elector.

K.  David Groom and Andrew Tipple from the Eastern Highways Department had met with Cllrs McCartney, Clark, Clarke and County Cllr James Fitch to discuss the proposed reduction in the Parish grant for grass cutting services for 2004/05 by 32% to provide an allowance to the Park Estate (Bottisham) Residents’ Society Ltd. Cllr McCartney reported that Mr Groom had agreed that Parish funding would continue as previous years with no reduction. Mr Groom would be writing to the Society stating that no grant was available. It was confirmed that the allowance given to the Council was based on contractor’s charges for grass cutting for County Council adopted land in the village excluding Park Estate verges. The Society had stated in their letter of 6th October 1995 to the Parish Council when the payment scheme was initially set up that

“ I have been asked to inform you about the grass cutting arrangements for the verges on the Park Estate.

The Society arranges and pays for all the cutting even though this is not our legal responsibility. In the past, a verbal agreement was made with the County Council Surveyor that, in return for the Society cutting the verges, the County Council would maintain the unadopted footpaths within the estate”.

Cllrs Astill, Boal, Buchanan and Tilley did not participate in any discussion as they are members of the Park Estate (Bottisham) Residents’ Society Ltd.

 

The Clerk will write to Mr Bugg advising him that warning notices should be displayed when grass cutting is in operation

4.  Chairman’s Report

a.  Cllr Tilley reported on the expansion of recurring problems with vandalism, noise, general disturbance and motor cycling incidents during the last few months. The police are aware and Hereward Housing has offered to pay for the re-siting of a seat in the Primary School grounds away from the residents of Downing Close. An Anti Social Behaviour Report form for incidents during Wednesday 10th September will be copied to Cllrs and the results forwarded by the Clerk. The question of additional Community Policemen will be discussed at the ECDC Parish Forum on October 16th

5.  Reports of County and District Councillors.

County Councillor James Fitch reported that GCSE examination results from Bottisham Village College were the 2nd best ever at 66% A*-C grades and 96% A*-G grades. Silver St is closed to motor traffic with minor exceptions. Fordham By Pass is expected to be completed by summer 2005.

District Cllrs Leake and McLean had provided a joint report providing information on the ‘Making Safer Communities’ Seminar on 30th July. Cllr Clarke, who attended the meeting with Cllr Buchanan commented that it was a good meeting which recognized similar problems in many villages and suggested a follow up meeting when ideas of best practice could be shared. East Cambs has been awarded a £300,000 grant to help establish a District wide wireless broadband network for rural East Cambs. Information on the way it will be spent is not yet available. East Cambs has won an innovation award for ‘cleaning management’ in the district’s public conveniences. Alan Dover has been appointed as the Development Control team leader and Cllr McLean will ask him to attend a future Council meeting. A new website will soon be available for processing planning applications. Cllr McLean will ascertain the current ECDC policy in providing Health Insurance Cover to new employees.

A.  PLANNING. Cllr Buchanan, Chairman of this committee reported

2   Planning applications sent to ECDC with the following comments :-

1    03/00426/LBC – Parsonage House, 106 High St – installation of satellite television dish – no objections.

3.  03/00691/FUL – Rose Cottage 127 High Street – extension to existing kitchen, new ground floor bedroom and conservatory – No objection, within a conservation area but does not impose on the High street scene. Cllr Bryant , as owner of the property declared an interest and did not take part in any discussion.

4.  03/00748/FUL – 16 Pound Close – rear single storey extension and first floor side extension – no objection.

5.   01/00395/LBC – Second amendment to the garage roof line – no objection but hope the conservation officer and listed building officer will comment. Letter 28th July advising application has been withdrawn.

6.   01/00495/FUL – comments as above for application 01/00395/LBC. Letter 28th July advising application has been withdrawn.

7.   03/00800/FUL – Cremgah, Lode Road – after demolition of bungalow building three terraced houses.   Copies of letters of objection from Mr and Mrs Jennett and Mrs Munks  received.

a. We believe that after discussion with ECDC the reasons for refusal have been partly addressed.  We are disappointed that our offer to be involved was not taken up.

b.  This is a prominent site due to size and is difficult to envisage – we still feel the site is overcrowded – suddenly from a bungalow to 3 houses.

c.  We have concerns re parking – this area is always congested especially during school hours. The off street parking is inadequate for 3 three bedroomed houses – this could result in a minimum of 3 cars per household. We hope the grass verge would be protected.  

d.     Applying the same principle as at 46 Lode Rd neighbours will be overlooked, in particular the occupier of 26 Lode Rd will have several windows overlooking her property – loss of privacy due to replacing 1 bungalow with three houses.

e.  This site is sensitive – we have requested it to be discussed by committee or at the least mediation.

f.    On planning grounds we realise it should be supported but again we are at odds with what the villagers want and what ECDC allows. Bungalows are needed here. Again we offer to meet officers and developers on site

8.    03.00804/FUL – 33 Jenyns Close – new conservatory and removal of wooden/glass structure  - no objection as this does not impinge on the neighbours

 

4. Other matters

1.   Letter from Leeds Builders with confirmation that radiation levels from the substation next to new property 1B Jenyns Close is less than half that given out by a normal domestic appliance at the perimeter of the property and that near and inside the house there is no measurable radiation.

2.   Minutes of a planning committee meeting 14th August had been circulated

3.  Cllr Buchanan had received a letter from Carter Jonas concerning possible development of land adjacent to Bendyshe Farm Bottisham – a follow up to an informal discussion at the opening of St Peters Field. The recommendation that the Council should meet representatives of Carter Jonas and possibly of the owners Peterhouse College was approved and Cllr Buchanan will arrange this. It was agreed that the removal of the dilapidated barn should not be conditional on any planning application made.

 

B.  ENVIRONMENT   Cllr Boal, Chairman of this committee reported that

1.  The invoice for Eastern Tree Surgery tree work at 60/62 Lode Rd has been paid.

2.  Footpath surfacing repairs at West Walk, Vineyard Walk, parts of Beechwood Ave and the High St (outside No 53 and on the dropped kerbs for Jenyns Close, Arber Close and Pound Close. should commence week beginning 1st

3.  An order will be placed for a new seat outside the Post Office from Marmax Products. Cllr Boal will speak to Mr Thompson concerning the seat being taken into the shop overnight. The existing seat could be resited.

4. The Police Dept have not yet reported on the traffic problems caused by the permanent parking of a horse box outside the Old Courthouse in the High St. The Clerk will contact  to   the Police Department again.

C. FINANCE

The accounts to 31st March 2003 have been approved by the External Auditor. They were given qualified approval as the notice providing access to papers by the electorate was not displayed for 20 working days.

A meeting to discuss the budget for 2004/05 will be held on Tuesday 4th November.

D.  CEMETERY 

I   John Henry, Contractors have resurfaced the paths. The invoice has been received and paid and the promised grant of £3810 from ECDC has been claimed.

 Andrew Tipple has advised that the footpath between the gates will be covered with green slurry by the end of September.

2.  Three lime trees within the churchyard to the rear of Tudor House are to be trimmed by the owner.

8.      Notified business.

1.   Cllr Nick Clarke’s paper recommending the formation of a Youth working group was discussed. Cllrs generally supported the idea with Cllrs initially providing leadership and coordination not financial assistance. Liaison with adjoining parishes could be investigated. This will be further discussed at the meeting on 15th September. A decision will also be taken then on preparing a competition entry for a £1000 prize for youth projects. The first edition of the National Youth newspaper and details of local contacts was given to Cllr Clarke.

2.  Cllr Clarke will write as an individual to the Cresset publicizing mainstream local loop broadband.

3. The Clerk will contact ECDC about the over flowing rubbish bin at the Youth Centre.
